INTRODUCTION OF ORDINANCE NO. 14-2009, AN ORDINANCE
FIXING AND DETERMINING MUNICIPAL CLASS POSITION AND SALARY
RANGES FOR CERTAIN EMPLOYEES OF THE FIRE DEPARTMENT OF THE
CITY OF HACKENSACK.
BE IT RESOLVED that the above ordinance, being Ordinance 14-2009 as
introduced, does now pass on first reading and that said Ordinance shall be
considered for final passage at a meeting to be held on June 16, 2009 at 6:00
p.m. or as soon thereafter as the matter can be reached at the regular meeting
place of the City Council and at such time and place all persons interested be
given an opportunity to be heard concerning said Ordinance and that the City
Clerk be and she is hereby authorized and directed to publish said ordinance
according to law with a notice of its introduction and passage on first reading and
of the time and place when and where said ordinance will be further considered
for final passage.

INTRODUCTION OF ORDINANCE NO. 15-2009, AN ORDINANCE
AMENDING CITY ORDINANCE 46-79, ARTICLE III OF CHAPTER 141, “USER
CHARGE SYSTEM AND INDUSTRIAL COST RECOVERY SYSTEM” TO
IMPOSE A MINIMUM ANNUAL SEWER FEE OF $10.00
BE IT RESOLVED that the above ordinance, being Ordinance 15-2009 as
introduced, does now pass on first reading and that said Ordinance shall be
considered for final passage at a meeting to be held on June 16, 2009 at 6:00
p.m. or as soon thereafter as the matter can be reached at the regular meeting
place of the City Council and at such time and place all persons interested be
given an opportunity to be heard concerning said Ordinance and that the City

WHEREAS, pursuant to an advertisement in The Record, bids were
advertised to be received on May 5, 2009 for Printing Requirements for the City
of Hackensack; and
WHEREAS, bids were received from JC Graphics, Ridgewood Printing
and Logomania;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that the contract for Printing Requirements be awarded to J.C.
Graphics, Inc., North Fairview Avenue, Paramus, New Jersey 07652 for the
period of June 1, 2009 to May 31, 2012; and
BE IT FURTHER RESOLVED that the Chief Financial Officer has certified
that funds are available and will be available in various accounts in the Current
Budget.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that the contract for Elevator Repairs at the Johnson Public Library
be awarded to Thyssenkrupp Elevator Corporation, 125 Moen Avenue, Cranford,
New Jersey 07016 for the bid price of $9,144.00; and
BE IT FURTHER RESOLVED that the Chief Financial Officer has certified
that funds are available in account #9-01-201-29-390-390-227 of the Library
2009 Current Budget.

NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council
of the City of Hackensack award the contract for the Purchase and Delivery of
Parking Meters for the City of Hackensack to MacKay Meters, Inc., 1342
Abercrombie Road, New Glasgow, N.S. for the contract price of $39,270.00; and
BE IT FURTHER RESOLVED that the Chief Financial Officer has certified
that funds are available in account #9-05-55-501-000-204 of the Public Parking
System Budget, Purchase Order #166111.

WHEREAS, the City of Hackensack requested proposals for Recyclable
Paper and Commingle Materials to be received on May 6, 2009; and
WHEREAS, bids were received from Greenstar Recycling Services, G&F
Recycling and Salvage and Waste Management Recycle America; and
WHEREAS, the Recycling Coordinator recommends and the Director of
Purchasing concurs that the award for Recyclable Paper and Commingle
Materials be awarded to the low bidder, Greenstar Recycling Services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that the contract for Recyclable Paper and Commingle Materials be
awarded to Greenstar Recycling Services, 59-85 Florida Avenue, Paterson, New
Jersey 07053, the lowest bidder, effective June 1, 2009 and terminating May 31,
2012.

WHEREAS, Governor Jon S. Corzine has signed legislation that will allow
veterans’ service organizations to receive the cremated remains of veterans for a
proper burial if they remain unclaimed after one year; and
WHEREAS, veterans’ service organizations may require certified copies of
death certificates for the deceased veterans to facilitate the proper disposition of
said cremated remains; and
WHEREAS, a certified copy fee has been established by Hackensack
municipal ordinance; and
WHEREAS, New Jersey’s Mission of Honor for Cremains of American
Veterans has requested that certified copy fees for the purpose of the proper
burial of unclaimed veterans’ cremains be waived.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that the Registrar of Vital Statistics is hereby authorized to waive the
fee for a certified copy of a death certificate issued to a qualified applicant for the
purpose of the proper burial of unclaimed cremated remains of American
veterans.

WHEREAS, pursuant to an advertisement in The Record, bids were
advertised to be received on May 5, 2009 for the Removal and Replacements of
Catch Basins within the City of Hackensack for the period June 1, 2009 thru May
31, 2012; and
WHEREAS, eleven bids were received; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hackensack that the contract for the Removal and Replacement of Catch Basins
be awarded to Montana Construction, 80 Contant Avenue, Lodi, New Jersey
07644; and
BE IT FURTHER RESOLVED that the Chief Financial Officer has certified
that funds are available in account 9-01-201-26-311-311-204 of the Current
Budget and will be available in future budgets.

WHEREAS, a Bergen County Community Development Grant of $49,471
(CDBG) has been proposed by the Children’s Aid and Family Services, Inc. for
the expansion of its eldercare project located at the Americas Unidas, 133 River
Street in the City of Hackensack; and
WHEREAS, pursuant to the State Interlocal Services Act, Community
Development funds may not be spent in a municipality without authorization by
the Governing Body, and
WHEREAS, this resolution does not obligate the financial resources of the
municipality and is intended solely to expedite expenditure of the aforesaid CD
funds,
NOW, THEREFORE BE IT RESOLVED, that the Governing Body of the
City of Hackensack hereby confirm endorsement of the aforesaid project, and
BE IT FURTHER RESOLVED that a copy of this resolution shall be sent
to the Director of the Bergen County Community Development Program so the
implementation of the aforesaid project may be expedited.
