The City Manager stated that it is an open program, people who apply go through training, however it is a volunteer program. Mr. Nix then asked who pays for their uniforms and the City Manager advised that initially the volunteers pay for them themselves and then after the first year, they are reimbursed by the City. Kathleen Salvo, 184 Hudson Street, stated that it costs more money to expand the program and that it should be quality not quantity. The Mayor advised that this was a part of a developer’s agreement. Mr. Nix stated that this is extortion and that the City does not deserve one parking space.
