The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Tuesday, February 24, 2015 at 7:07pm. Mayor John Labrosse Jr. called the meeting to order and the City Clerk Deborah Karlsson announced that the meeting was being held in accordance with the Sunshine Law, notice having been published according to law, with a copy on file in the City Clerk’s office, and a copy posted on the bulletin board in City Hall. Attendance Ms. Karlsson called the roll: Mayor John P. Labrosse Jr., Deputy Mayor Kathy Canestrino, Councilman Sims and Councilwoman Greenman are present. City Manager David Troast is in attendance. Attorney John Visconi is in attendance in place of City Attorney Thomas Scrivo. Councilman Battaglia is absent. Meeting Minutes from January 6, 2015 and the Regular Meeting Minutes for January 7, 2015 was offered by Deputy Mayor Canestrino and seconded by Councilman Sims. The minutes were approved by Mayor Labrosse, Deputy Mayor Canestrino and Councilman Sims. Councilwomen Greenman responded “Nay” to their approval. Councilman Battaglia was absent. City Manager’s Report – David R. Troast First is the Local Aide Infrastructure Grant from the NJDOT of $750,000 that was received on behalf of the County for the Midtown Bridge repair that links Hackensack to Bogota. Senator Weinberg played a large part in that. The Summer Concerts have been officially scheduled as discussed at the last Council Meeting. In terms of redevelopment, the City has been working diligently and is looking at other sites, particularly The Record site. We are working with the State on Transit Village for the main portion of the rehab zone. We are continually meeting with developers. Hackensack is a great place to be. Hackensack Wellness Challenge Kickoff took place this evening. I challenge everyone to sign up. Will someone so move?” Motion offered by Deputy Mayor Canestrino and seconded by Councilman Sims that there be a public hearing. PUBLIC HEARING – Lenny Nix- We should stop all turns on red. Too many drivers go through without stopping and stopping then causing issues with gas mileage. We should do away with the entire ordinance. At this point the Mayor stated that Mr. Nix’s comments didn’t pertain to this particular ordinance. Mr. Nix disagreed with this ordinance he stated that there should just be a truck detour. CITY OF HACKENSACK ORDINANCE NO. 02-2015 AN ORDINANCE AMENDING PART II OF THE CITY OF HACKENSACK MUNICIPAL CODE CHAPTER 170, SECTION 23, ENTITLED “TURNS AT INTERSECTIONS,” AND SECTION 64, ENTITLED “SCHEDULE XV: PROHIBITED TURNS AT INTERSECTIONS” WHEREAS, pursuant to N.J.S.A. 39:4-197, the governing body of a municipality may pass an ordinance or resolution limiting the use of streets by commercial vehicles with the approval of the Commissioner of the New Jersey Department of Transportation (the “Commissioner”); and WHEREAS, the City of Hackensack City Council (“City Council”) caused Boswell Engineering to prepare an evaluation of existing traffic conditions at the corner of Vreeland Avenue and Hudson Street; and WHEREAS, the evaluation was sent to the Bureau of Traffic Engineering at the Department of Transportation for approval of a right turn prohibition for commercial motor vehicles with a gross vehicle weight over ten (10) tons; and WHEREAS, the Bureau of Traffic Engineering has reviewed the Boswell Engineering evaluation and will recommend the adopted ordinance for approval by the Commissioner; and WHEREAS, the City Council wishes to amend the City of Hackensack Municipal Code (“City Code”) Part II, Chapter 170, Article VII, Section 23 entitled “Turns at Intersections” to codify the language already in effect in Section 23 into “Subsection A” and to add “Subsection 2 2/24/2015 B” to prevent right-hand turns by certain commercial vehicles at certain intersections within the City; and WHEREAS, the City Council wishes to amend the City Code Part II, Chapter 170, Article XIV, Section 64 entitled “Schedule XV: Prohibited Turns at Intersections” to codify the language already in effect in Section 64 into “Subsection A” and to add “Subsection B” to prevent right-hand turns by certain commercial vehicles at certain intersections within the City; and NOW, THEREFORE, BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF HACKENSACK, as follows: SECTION 1. Will someone so move?” Motion offered by Councilman Sims and seconded by Deputy Mayor Canestrino that there be a public hearing. PUBLIC HEARING – Sean McGown- He is staff member from Meridia. They just learned of this Ordinance yesterday, and would like it to be tabled for awhile. They would hate to see momentum halted due to this ordinance. Developers have to pay the BCUA and now the city. We will be paying the most here. We feel there should be further discussion with the developers before passing this ordinance. Sandra Bell- How much will the residents be paying with this? Mayor stated that this is only for new construction. Lenny Nix- I agree with Mr. McGown. We have a big sewer problem in the city, quick fixes are not the way out for the city. We should make the county pay for some of this. There is no other town hurting as much as Hackensack. Mayor Labrosse- We have done complete studies on this issue. It is in the rehabilitation plan that we will do this in three phases. We are being 4 2/24/2015  pressured by the Federal Government to get this done. We haven’t been fined yet because we have a plan in place. The fees will take care of sewer upkeep, expansion etc. The City Manager at this time stated to the Mayor that he has been speaking with developers, as late as today, about this issue. Mayor then stated that we will be discussing spreading the fee/payment over years. Deputy Mayor- There are two reasons why we need to move forward with this – It is required for our rehabilitation zones and we need to take of the overflow into the river and cleanup of the river. We will be doing it in three phases. The sewers have been overlooked for many many years and it needs to be done now. There is a state formula that is used to calculate the fee and we have back up from Boswell Engineering. We will work with the developers on this issue. CITY OF HACKENSACK BERGEN COUNTY, NEW JERSEY ORDINANCE #03-2015 ORDINANCE AMENDING AND RESTATING ORDINANCE NUMBER 4-2007 (WHICH PROVIDES FOR SEWER CONNECTION FEES) HERETOFORE FINALLY ADOPTED BY CITY COUNCIL OF THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY, TO AMEND THE DESCRIPTION SET FORTH THEREIN BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY, AS FOLLOWS: 1 Ordinance Number 4-2007 finally adopted by the City Council of the City of Hackensack, in the County of Bergen, State of New Jersey (the “City”) entitled, “CITY ORDINANCE CHAPTER 42 SECTION ENTITLED SEWER CONNECTION FEES” (the “Original Ordinance”), is hereby amended and restated in its entirety as follows: “Section 1. Payment Of Fee Required. No connection to the sewer system of the City of Hackensack, in the County of Bergen, State of New Jersey (the “City”) shall be made except upon the payment of sewer connection fees set forth herein to the City department having jurisdiction over the sewer system and the filing of a sewer use permit with the Building Department of the City along with the applicable fees for the permit. 1 Filing Fees. Upon the filing of an application for a connection to the sewer system of the City, the applicant shall pay a filing fee of $750 for residential developments over 50 units and for commercial or industrial developments over 5,000 s.f. 1 Connection Fee Calculation: (1) The City adopts the use of 300 gallons per day for each sewerage unit. (2) The connection fee for each sewerage unit shall be equal to $2,500.00. Section 4. Dwelling Unit Connection Fees. The sewer connection fee for each residential dwelling shall be a sewerage unit value of one. These fees shall be applicable to newly constructed residential units as well as new residential units created as a result of conversion and reconstruction or rehabilitation of existing structures. The sewer connection fees provided by this section shall be paid prior to the connection into the sewer system of City and prior to the City’s issuance of a Certificate of Occupancy. 5 2/24/2015  Section 5. Commercial Or Industrial Sewer Connection Fees. The sewer connection fee for commercial or industrial uses shall be as follows: a Commercial and industrial sewer uses are defined for the purposes of this section to include, but not be limited to, industries, businesses, commercial establishments, offices, stores, shopping centers, private schools, churches, post offices, health care centers, hospitals, service stations, theaters, restaurants, luncheonettes, diners, laundromats, and car wash facilities, as well as such other commercial and industrial uses as are permitted by Chapter 175, Zoning, or as permitted by approved variances. b The sewer connection fee shall be a sewerage unit value of one per five thousand square feet of floor area, but not less than $2,500.00. c For all automatic car-washing businesses one sewerage unit for each 10 cars serviced per day. d For all self-serve and non-automatic car-washing businesses one sewerage unit for each 20 cars served per day. Section 6. Connection Fees For Mixed-Use Premises. In the case of a sewer connection for premises which constitute a mixed residential/commercial/industrial use, $750.00 for residential developments over 50 units and $750.00 for commercial and industrial developments over 5,000 s.f., together with the costs as hereinabove provided. The sewer connection fees shall be as set forth in Sections 3 and 4 for each residential sewerage unit and Section 5 for each commercial or industrial sewerage unit, but not less than $2,500.00 together with the other charges hereinabove provided. Section 7. Applicability. The provisions of this article shall apply to any sewer connection for property located in the City, as well as for any sewer connections for the property located outside of the City but for which permission is granted for the disposal of sewerage to be transmitted into the sewer system of the City. Section 8. Compliance With N.J.S.A. 40A:26-11. The sewer connection fees set forth in this ordinance have been calculated and established pursuant to the provisions of N.J.S.A. 40A:26-11 and shall be recomputed at the end of each City budget year, after a public hearing is held, and approved by the City Council. Said annually recomputed and approved connection fees shall amend and replace the connection fees set forth herein without any further amendment to this ordinance.” Section 9. PUBLIC HEARING – Rick Salkin- Regarding the non-contractual employees was a percentage built into the figures? The City Manager responded yes there was. There are positions that remain on the ordinance that do not exist anymore, an example with the purchasing agent, is the CFO getting a stipend for handling this? The manager replied no he is not receiving a stipend. One other position is the Economic Director position which was created by ordinance, don’t you think this should be repealed? You should clean up the debris. Lenny Nix- How much of increase is this from last year? The Mayor stated that this is just a guideline a minimum and a maximum. The City Manager then stated that all of the contracts are up/expiring and that they are in negotiations and we cannot tell you how much they have gone up as we have not settled the budget yet. Mr. Nix stated no one should get a raise state owes the pension fund money. Mayor – Just wanted to thank the manager and CFO for working so diligently on this ordinance especially with the title changes, etc. Motion offered by Councilman Sims and seconded by Deputy Mayor Canestrino that the public hearing be closed. In addition to the salary ranges indicated, each employee will receive longevity pay of one percent (1%) for each two (2) years of service, computed on the amount of the base salary of the employee at the time he becomes eligible for such longevity payment. In order to qualify for such longevity pay, the employee must have earned each two (2) years service credit on or before January 4, March 31, June 30 or September 30, in order to receive the added one percent (1%) longevity pay for the ensuing quarters. Whenever an employee receives an increase or new position, the employee will receive longevity increase on the new base at the same percentage as heretofore received on the prior base salary. Additional compensation of any nature, including overtime, will not be considered in computing longevity payments. Longevity payments will be computed from the time the employee was last employed on a full time basis by the City. Leaves of absence without pay with the exception of employees on official leave of absence due to military duty will not be considered in determining the length of service. The above longevity formula is modified from 1% for each two (2) years of service to 2% for each four (4) years of service for all personnel hired subsequent to December 1, 1987, as outlined in the Personnel Ordinance. Longevity shall be eliminated as to all employees hired in this unit after April 1, 1999. SECTION 4. The City Manager is hereby authorized and directed to determine the salary of each Civil Service employee within each salary range, such determination and salary to be effective January 1, 2015. All salaries under the direct jurisdiction of the City Council and not of the City Manager shall also be effective January 1, 2015. SECTION 5. Clerical personnel assigned the function of recording / corresponding secretary to a specific City board, requiring evening meetings, shall receive a stipend as approved by the City Manager, of $50.00 to $100.00 per meeting in lieu of overtime for all worked performed relative to the assignment. SECTION 6. Health Benefit coverage shall be limited to only those City employees working a minimum of 35 hours per week. Elected or appointed officials are excluded from coverage. SECTION 7. The City Manager or his designee is hereby authorized to approve payment for vacation time due in advance of an employee's scheduled vacation date, as provided under N.J.S. 40A:5-19. SECTION 8. All employees shall be paid on a bi-weekly basis except for changes required on account of calendar year requirements. SECTION 9. The City Manager is authorized to approve overtime and compensatory time to exempt employees as he sees fit. Such overtime and compensatory time must be approved by the City Manager in advance and the exempt employee will be required to provide sufficient documentation before receiving payment. SECTION 10. The City Manager is authorized to grant a $500 stipend to any employee who is bilingual. In addition, the City Manager may grant stipends as he sees fit to certain Sanitation employees in performance of job tasks above their current responsibilities. SECTION 11. All parts of ordinances inconsistent with the provisions of this ordinance are hereby repealed as to such inconsistent parts, but nothing herein contained shall be construed to authorize any salary decreases. This ordinance shall take effect after passage in the manner provided by law, except that any and all salary increases shall in all respects be subject to any applicable provisions of the Civil Service Law of New Jersey. CITY OF HACKENSACK ORDINANCE NO. 05-2015 AN ORDINANCE AMENDING CHAPTER 175 PERMITTING CERTAIN ALCOHOL MANUFACTURING PROCESSES “MICRO BREWERY” IN M-1, M-2 AND REHABILITATION AREA ZONE DISTRICTS WHEREAS, the Mayor and Council of the City of Hackensack finds that modifying Chapter 175 permitting a “Micro-Brewery” use in the following Zone Districts M-1, M-2 and the Rehabilitation Area is a viable and a valuable commercial enterprise that should be promoted within the City of Hackensack to stimulate rehabilitation, reuse and redevelopment; and WHEREAS, the City of Hackensack Mayor and Council finds that after reviewing the Zoning Ordinance, 2001 Master Plan and subsequent Master Plan Reexamination Reports last completed in 2009 by the City of Hackensack Planning Board that the following Zone Districts are suitable Zones to permit a “Micro-Brewery” use; 11 2/24/2015  WHEREAS, the Mayor and Council of the City of Hackensack has referred this Ordinance to the City of Hackensack Planning Board as required under N.J.S.A 40:55D et. seq for their review and comment for consistency with the Master Plan; NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Hackensack, County of Bergen, and the State of New Jersey as follows: Section 1: Ordinance Section 175-6.9, Prohibited Uses in all Zone Districts in the City of Hackensack, Table 1, Uses Specifically Prohibited, shall add language exempting micro- breweries after “Alcohol Manufacture” so it reads as follows: Alcohol Manufacture, but not including a Micro-Brewery as defined in Ordinance Section 175- 2.2 Section 2: Ordinance Section 175-2.2 shall add: MICRO-BREWERY (Limited Production Brewery including a tasting room) A facility brewing any malt alcoholic beverages in a quantity consistent with a Limited Brewery License as authorized by N.J.S.A. 33:1-10(1b). Section 3: Article X - Ordinance Section 175-10.1b – Schedule of Off-Street Parking Regulations, Subsection B, “Parking Schedule” shall be modified to add Micro-Brewery under “Private Club, Lodge…and similar places of Assembly” so it reads “Private club, lodge, meeting hall, social hall, community center building, micro-brewery, and similar place of public assembly” Section 4: Schedule of Regulations shall add “Micro-Brewery/Tasting Room” as Permitted Uses under M-1, M-2 and the Rehabilitation Area. Section 5. Should any section, paragraph, sentence, clause or phrase of this Ordinance be declared unconstitutional or invalid for any reason by any Court or administrative agency of competent jurisdiction, such provision(s) shall be deemed severable and the remaining portions of this Ordinance shall remain in full force and effect. Section 6. All ordinances or parts of ordinances or resolutions that are inconsistent with the provisions of this Ordinance are repealed to the extent of such inconsistency. Section 7. The City Clerk is directed to give notice at least ten days prior to the hearing on the adoption of this ordinance to the County Planning Board and to all others entitled pursuant to the provisions of N.J.S.A. 40:55D-15. Upon the adoption of this ordinance, after public hearing, the City Clerk is further directed to publish notice of the passage and to file a copy of this ordinance, as finally adopted, with the Bergen County Planning Board, as required by N.J.S.A. 40:55D-16. Richard Cerbo – Spring Valley Avenue – Otherwise known as Spring Valley speedway. So much for Roberts Rules this is incredible. Really Ms. Karlsson how many other numbers are missing? Was this a Freudian slip or faux pa? Last meeting we spoke about cars and the snow. Nothing was said about pedestrians. This town is not a walking town. We need to cater to the pedestrians. There is so much commercial traffic. You are getting a face full of exhaust. The worst offenders are the school buses. Main Street demolition, it is like a dead zone. Were the businesses run out of there? There used be a vibrant shoe and sneaker place near the demolition. Mayor interrupted and said no back and forth please. I commend Lenny for interrupting and on being a great citizen and being a free man. He has enlivened the meetings. I admire him. Mr. Troast mentioned that this year all the contracts are up there is the opportunity to put a 5 year moratorium on increases. All employees are paid too much. Stop the increases. It doesn’t mean that five years from now they can have retro pay. Last thing it 28 2/24/2015 was brought up that we need leadership to convince others to contribute to this town to convince them to contribute to Hackensack as the county seat. Start meeting with the county and some of the towns. Petty cash the Mayor now has it. Last week he didn’t have it to put in an inexpensive ad. Mayor stated it’s not the Mayor’s cash. Glad Ms. Greenman brought up the price of the dome. Mayor stated your five minutes are up. Mayor stated to Mr. Nix that if he had one more outburst he would be asked to leave. Mr. Jackson – I wanted the city to encourage and support the library. The library has helped me in a great way while I have been looking for employment. Free library, it does cost to keep it maintained and staffed. Nothing gets done freely. Please continue with that effort. Energy and power. What is Hackensack’s alternate if the power goes out? Open forum of five minutes allow residents to share their opinions. Mr. Irwin – I have come for an update on the research on the Tobacco Ordinance. I last spoke to the attorney about the legality of the ordinance. Attorney answered and stated that we did prepare a memo which will be sent to the Mayor and Council for their review. Mayor stated that the second meeting in March he would like it to come up for a vote. Bogota passed, Sayerville has also passed. Ms. Greenman stated that it was mentioned in the Record. The democratic process is beautiful, I have been a resident for the last 10 years and I am glad that residents come out to express their opinions. It is important for the council to know what is going on in their town. There was a police forum in Paramus at Bergen Community College. Something was said at the forum about the city. You must go out in the town and speak with the residents. Mr. Gaillard – Standish Avenue the snow emergency street, have you come to a conclusion? There is still a lot of snow on the street and people are not moving their cars. We have been told it’s up to 3 inches before you move the cars. Plowing is done properly they only plow one side. Polifly up there is parking on one side why is there a ruling only on one side of the street? Hopper to Summit no parking on one side. The manger passed the information on to the Police Director who passed it to Traffic Division. I will check into the situation tomorrow. I did look at it today. I myself have hit another car while traversing Standish in the snow. If the weather report says snow you should not park there. I don’t understand. The desk officer told me you need to have three inches. Why are all of Hackensack Hospital buildings tax free? What percentage? Mayor stated that the parking garages and 20 Prospect pay taxes, the hospital itself does not. Rick Salkin – Follow up on debris – you enacted the conduct of public speaking ordinance. This is the last thing that should be done. You need to change it to make it right has to all make sense. The Director of Economic Development, get rid of it you are never going to fill the position. The Consent Agenda, you haven’t done one in about a year and half, make it go away, direct the clerk to take it out. The council acts as one body. There should have been a motion to amend. You have to count the vote as a no. Majority rules. Wasn’t able to attend the last meeting, Mr. Troast you indicated that Councilwoman Greenman using her home as an office where are we, Mr. Troast answered it is an ongoing discussion. She has convicted herself with what she has filed already. She is violating the ordinance. The manger stated that we are addressing the issues. Sometimes there are different ways to gain compliance. Mr. Cerbo your mom worked in public works, to say she never received a raise come on. Regina DiPasqua – Resolution 72-15 why do we have salary and wages for animal control, we contract out. Cant’s have both tighten things up. NJ Transit bus on Thompson, a fire truck needed to get through they just made 29 2/24/2015 it. There was a bus parked there and making left onto Summit. It is crazy. Why I am continuing to pursue this personal matter with Councilwoman Greenman. She wants me to go away, her behavior should not be tolerated. When I saw that the city attorney made this a city issue why? Mr. Scrivo is never here when I need to speak with him. The City attorney represents the council as a group not individual. For this memo, Ms. Greenman’s emails should be revealed to me. She is being protected on this. All I asked for was an apology from her in an email on 7.9.14. I never received a reply. I am asking for clarification of all of the redactions. I am glad you are considering the tobacco issues. It is black and white about her apartment. Just handle it. Chris Coli – I see now we are going to spend more money on a Sports Dome. When my kids played sports they played inside the schools. Now we are spending money on the Cultural Arts Center and Park. If we don’t put in paver stones Mr. Lombardo won’t give the city money. How much money is going to be lost in parking? Why are we building a permanent stage? The dome there is no parking at Johnson Park. Who is going to pay for the round the clock heat, air conditioning etc. Why don’t we put the tobacco question on a referendum and let the citizens decide? Who is going to enforce this? It’s not going to work. Mr. Incalcaterra – I am a first ward resident. Construction on Main St. tore down building on Mercer Street, is the bank building going to remain? No it will be taken down. 150-170 Main. I have lived here for 55 years glad there is change. Cultural Arts Center update? Thank you for keeping the recreation department able to keep the noise down. I hope you will look at the future shows, to keep the noise down. City manager spoke about the events that will be held in the future. The new building is open on the first floor only. We are hoping to open the second floor soon. We are hoping to bring the arts to downtown. We are looking to bring a brewery into town. Center will need some expenditures for the stage, ingress and egress. Lenny Nix – Why can’t the bank at Main and Mercer stay up. Mayor stated that it is not historic, it has major damage and it structurally not safe. Bricks have fallen off the building during the Street Festival. Lenny stated it is in the master plan and I will take you to court about it. It can be saved. The building Dept doesn’t want to listen to me. City managers are a dime a dozen. Manager asked Mr. Nix a question about the constitution. Owner has followed all the rules and regulations regarding the building. You are totally out of order and he doesn’t know what he is talking about. The building can stay. Council Comments Councilman Battaglia – Absent Deputy Mayor Canestrino- Thank the CFO and city Manager for the Salary Ordinance. We will be introducing the budget in March. Everyone is working on this. Sewer fees speak with Mr. Troast we are willing to work with you on this. It will be an asset for development. Mr. Coli – Arts Center – we have a plan for the downtown and the cultural arts center is a key part of the redevelopment and rehabilitation. We need to bring the people here after 4pm. Alliance has already started to raise funds in support of the rehabilitation. Mr. Battaglia is the expert on this issue. One of our campaign promises was to do something for the children. The Splash Park is great we are hoping to do a third. Multi use sports dome, soccer is huge in this city, we have other sports that will want to use this dome. There will be batting cages this is a facility that the residents deserve. We have adult leagues that are interested in this facility also. We can use the income to support the 30 2/24/2015 maintenance. When report is done we will be able to answer all the questions. This is what is happening today. Thank you for coming. I have issues that have not been answered to my satisfaction. As to the dome, I think a better investment would be a pool. I would like to commend Mr. Cerbo about his observation of pedestrian walkways are not cleaned during the snow. Also the bus stops are not cleaned. This is real problem. I would like to commend Lenny Nix for feeling so strongly about his issues. He is a voice and we should listen to it. Thank you Mr. Jackson for your support of the library. Taking the money from the library and putting into the dome doesn’t make sense. Mr. Irwin thank you again for civic responsibility on the tobacco issue. Mr. Gaillard thank you for the notice to us about the safety of moving the vehicles in the snow. Something needs to be done and a plan put into action. Mayor Labrosse- Mr. Cerbo I understand your passion for a pedestrian friendly city. You live on a bus route, you can’t take away the bus route. School buses we can’t eliminate them. I understand your concerns about safety, noise and pollution but we live in a city. We don’t own the bus companies and they are operating within the laws. We can’t just close them down. I would like the county to pay, it was my thing when Jack was Mayor. They should bring something to the table. It has always been a problem, I have brought it up in front of senators and other Mayors. I was told to take it up with the county. I understand your concern and I agree. Mr. Jackson we support the library and will continue to support it. We are being fiscally responsible. Energy and Power we have a generator and a new facility. We would be up and running with no issues. Mr. Irwin we will address and put it up to a vote. Emergency routes the cars should be cleared. WE need to work on this. Moratorium on salaries wish it was that easy. Mr. Salkin I agree with you on the consent agenda we will take it out. The back and forth is ok I am speaking with the resident. They did have the consent agenda for years and no one said anything. Ms. DiPasqua at 7am I did drive down Prospect and saw two buses on Summit with out of service signs. Mr. Coli this is just a study on the dome. We did do some studies on a pool it is a big liability. I don’t know if we will ever see taxes lowered. The park will not be named after Mr. Lombardo. He has raised a considerable amount of money for the park. Johnson Park most likely place for the dome. It could be a viable resource. Hackensack Jr. Football doesn’t have a home. Our kids deserve a quality sport facility. Thank you all for coming out in the cold. Hope it breaks soon. Tomorrow we will be removing snow off of Main Street. We have been short on salt. Do not park on Main Street tomorrow you will be ticketed and towed. I am excited about the demolition of 150-170 Main Street. I understand Mr. Nix’s passion but it is beyond repair inside.
