Minutes
The Special Meeting of the City Council of the City of Hackensack was
held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Tuesday,
March 31, 2015 at 11:00 am.
Mayor John Labrosse Jr. called the meeting to order and the City Clerk
Deborah Karlsson announced that the meeting was being held in accordance
with the Sunshine Law, notice having been published according to law, with a
copy on file in the City Clerk’s office, and a copy posted on the bulletin board
in City Hall.
Attendance
Ms. Karlsson called the roll: Mayor John P. Labrosse Jr., Deputy Mayor Kathy
Canestrino, Councilman Battaglia, and Councilman Sims are present. City
Manager David Troast is in attendance. Attorney John Visconi is in attendance
in place of City Attorney Thomas Scrivo. Councilwoman Greenman is absent.

CITY OF HACKENSACK
RESOLUTION NO. 129-15
RESOLUTION APPOINTING JOSEPH T. AFFLITTO, ESQ.
TO CONDUCT A PERSONNEL INVESTIGATION
WHEREAS, there exists a need on the part of the City of Hackensack
(“City”) to conduct a personnel investigation; and
WHEREAS, the City believes that Joseph T. Afflitto, Esq. possesses the
qualifications necessary to conduct such investigation; and
WHEREAS, prior to the execution of a contract, Joseph T. Afflitto, Esq.
will have completed and submitted a Business Entity Disclosure Certification
which certifies that he has not made any reportable contributions to a
political or candidate committee for a candidate or holder of the office of City
Council of the City of Hackensack (the “City”) in the previous year and that
the contract will prohibit Joseph T. Afflitto, Esq. from making any reportable
contributions through the terms of the contract; and
WHEREAS, this was not awarded through a “fair and open process”
pursuant to N.J.S.A. 19:44A-20.4 et seq.; and
WHEREAS, the City Council feels that it is in the best interest of the
City to enter into a Professional Services Contract with Joseph T. Afflitto, Esq.
for the professional services of conducting a personnel investigation.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Hackensack, in the County of Bergen, State of New Jersey, as follows:
1. The Mayor and Clerk are hereby authorized and directed to
execute a Professional Services Contract with Joseph T. Afflitto,
Esq. for the professional services of conducting a personnel
investigation for a fee at the rate of $300 per hour, with an
amount not to exceed Ten Thousand and 00/100 ($10,000)
Dollars.
2. This Contract is awarded without competitive bidding as a
“professional service” under the provisions of the Local Public
Contracts Law, more specifically N.J.S.A. 40A:11-5.
3. A certificate showing the availability of funds for the Contract
authorized hereby has been provided by the Chief Financial
Officer and is made a part hereof indicating that the
appropriation for the within expenditure is charged to the
applicable budget account.
4. The Business Disclosure Entity Certification shall be placed on
file with this resolution.
5. A notice of this action shall be printed in the official newspapers
required by law within ten (10) days of its passage.
Public Comment
A motion was made by Councilman Sims and seconded by Deputy Mayor
Canestrino to open the meeting to the public.
There was no public comment.
A motion was made by Deputy Mayor Canestrino and seconded by
Councilman Sims to close the meeting to the public.
