The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Tuesday, December 8, 2015 at 8:13 p.m. Mayor John Labrosse Jr. called the meeting to order and the City Clerk Deborah Karlsson announced that the meeting was being held in accordance with the Sunshine Law, notice having been published according to law, with a copy on file in the City Clerk’s office, and a copy posted on the bulletin board in City Hall. Attendance Ms. Karlsson called the roll: Mayor John P. Labrosse Jr., Deputy Mayor Kathy Canestrino, Councilman Leonardo Battaglia, Councilman David Sims and Councilwoman Deborah Keeling-Geddis were present. City Manager David Troast was present. City Attorney Judge Carver and Attorney Kate Walsh were also in attendance. Flag Salute Proclamations National Radon Awareness Month Approval of Minutes A motion to approve the C.O.W. Meeting Minutes from October 6, 2015 was offered by Deputy Mayor Canestrino, seconded by Councilman Battaglia and approved by Mayor Labrosse, Deputy Mayor Canestrino, Councilman Battaglia, and Councilman Sims. Councilwoman Keeling-Geddis abstained because she was not present at City Council meeting. A motion to approve the Regular Meeting Minutes from October 6, 2015 was offered by Deputy Mayor Canestrino, seconded by Councilman Battaglia and approved by Mayor Labrosse, Deputy Mayor Canestrino, Councilman Battaglia and Councilman Sims. Councilwoman Keeling-Geddis abstained because she was not present at City Council meeting. City Manager’s Report First item is the leaf pickup update- it’s the final days of curbside pickup. The last day is Dec 12th. Please be patient as we finalize with DPW and Sanitation. We are making joint effort to make sure everything gets picked up. My review of monitoring calls and complaints and personal observations is much improved from last year. I feel we have made great strides to make the service better for residents. Building Department update from 11/23 to 12/4: 32 notices, 33 inspections, 19 in compliance, and 7 summonses. Recycling calendars are in the final approval and printing stage. They are projected to be mailed out early January. Please note to follow the regular pickup days as they have not changed from 2015. It’s all listed on the website. Tax collector had a great idea for a great cause. This year we will be doing Bag A Lunch, Help A Bunch. So, instead of buying a lunch you will bag your lunch and write a check and drop it off. BE IT RESOLVED by the City Council of the City of Hackensack, County of Bergen and State of New Jersey, that Ordinance No. 60-2015 has passed its second and final reading and is hereby adopted. 12/08/2015 2  CITY OF HACKENSACK ORDINANCE NO. 60-2015 REFUNDING BOND ORDINANCE OF THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY PROVIDING FOR THE REFUNDING OF CERTAIN GENERAL IMPROVEMENT BONDS OF THE CITY AND AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $8,000,000 AGGREGATE PRINCIPAL AMOUNT OF GENERAL IMPROVEMENT REFUNDING BONDS OF THE CITY TO EFFECT SUCH REFUNDING AND APPROPRIATING THE PROCEEDS THEREFOR WHEREAS, pursuant to the Local Bond Law, N.J.S.A. 40A:2-1 et seq., as amended and supplemented (the “Local Bond Law”), the City of Hackensack, in the County of Bergen, State of New Jersey (the “City”), had previously issued $11,900,000 General Improvement Bonds dated January 10, 2008 (the “2008 Bonds”); and WHEREAS, $7,340,000 of such 2008 Bonds maturing on January 15 in the years 2018 to 2021 (the “Refunded Bonds”) are subject to redemption, either in whole or in part, prior the their stated maturities on or after January 15, 2017; and WHEREAS, the City Council desires to refund all or a portion of the aforesaid Refunded Bonds through the issuance of its General Improvement Refunding Bonds in an aggregate principal amount not to exceed $8,000,000 (the “Refunding Bonds”); and WHEREAS, in its efforts to achieve debt service savings for the City’s taxpayers, the City Council now desires to adopt this Refunding Bond Ordinance (the “Refunding Bond Ordinance”) authorizing the issuance of the Refunding Bonds in an aggregate principal amount not exceeding $8,000,000 a portion of the sale proceeds of which shall be used to refund the Refunded Bonds. BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY (not less than two-thirds of all members thereof affirmatively concurring) AS FOLLOWS: SECTION 1. The refunding of all or a portion of the Refunded Bonds is hereby authorized. SECTION 2. In order to refund the Refunded Bonds and to pay all related costs associated therewith, the City is hereby authorized to issue the Refunding Bonds in an aggregate principal amount not to exceed $8,000,000, all in accordance with the requirements of N.J.S.A. 40A:2-51 et seq., and appropriate the proceeds of such Refunding Bonds to such purpose described in Section 3 hereof. Such Refunding Bonds shall be designated as “General Improvement Refunding Bonds” with such series designation as may be necessary to identify such bonds. SECTION 3. The purpose of the issuance of the Refunding Bonds is to achieve debt service savings by refunding all or a portion of the Refunded Bonds. SECTION 4. An aggregate amount not exceeding $50,000, may be allocated from the aggregate principal amount of the Refunding Bonds to pay for items of expense listed and permitted under N.J.S.A. 40A:2-51(b), including, but not limited to, the aggregate allocated costs of issuance thereof, including underwriting, printing, credit enhancement or other insurance, advertising, accounting, financial, legal and other expenses in connection therewith. 12/08/2015 3  SECTION 5. The purpose of the issuance of the Refunding Bonds is to realize net present value interest cost savings for property taxpayers residing in the City (“net” meaning savings after payment of all costs of issuance of the Refunding Bonds). Applicable State requirements mandate that such net present value interest cost savings equal at least 3% of the principal amount of the Refunded Bonds. In addition, the issuance of the Refunding Bonds shall comply with the provisions of N.J.A.C. 5:30-2.5, including that within 10 days of the date of the closing on the Refunding Bonds, the Clerk shall file a report with the Local Finance Board within the Division of Local Government Services, New Jersey Department of Community Affairs setting forth (a) a comparison of the Refunding Bonds’ debt service and the Refunded Bonds’ debt service which comparison shall set forth the present value savings achieved by the issuance of the Refunding Bonds; (b) a summary of the issuance of the Refunding Bonds; (c) an itemized accounting of all costs of issuance in connection with the issuance of the Refunding Bonds and (d) a certification of the Clerk that (i) all of the conditions of section (b) of N.J.A.C. 5:30- 2.5 have been met and (ii) a resolution authorizing the issuance of the Refunding Bonds, adopted pursuant N.J.S.A. 40A:2-51(c), was approved by a two-thirds vote of the full membership of the City Council. SECTION 6. Council Intr Secon Abstai Absen Excuse Member o d Yes No n t d Battaglia X Deputy Mayor Canestrino X X Sims X Keeling- Geddis X X Mayor Labrosse X CITY OF HACKENSACK RESOLUTION NO. 506-15 RESOLUTION OF THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY, AUTHORIZING CERTAIN ACTIONS NECESSARY IN CONNECTION WITH THE SALE AND ISSUANCE OF NOT TO EXCEED $8,000,000 AGGREGATE PRINCIPAL AMOUNT OF GENERAL IMPROVEMENT REFUNDING BONDS, SERIES 2016 AND AUTHORIZING THE APPROPRIATE OFFICIALS TO DO ALL ACTS AND THINGS DEEMED NECESSARY AND ADVISABLE IN CONNECTION WITH THE SALE, ISSUANCE AND DELIVERY OF SAID BONDS 12/08/2015 13  WHEREAS, pursuant to the Local Bond Law, N.J.S.A. 40A:2-1 et seq., as amended and supplemented (the “Local Bond Law”), the City of Hackensack, in the County of Bergen, State of New Jersey (the “City”), had previously issued $11,900,000 General Improvement Bonds, Series 2008 (the “2008 Bonds”) to (i) refund prior notes of the City and (ii) fund various capital improvements in and for the City; and WHEREAS, $7,340,000 of such 2008 Bonds maturing on January 15 in the years 2018 through 2021 are subject to redemption, either in whole or in part, prior to their stated maturity (the “Refunded Bonds”); and WHEREAS, the City Council desires to refund all or a portion of the aforesaid Refunded Bonds through the issuance of its General Improvement Refunding Bonds, Series 2016 in an aggregate principal amount not to exceed $8,000,000 (the “Bonds”); and WHEREAS, the City, pursuant to a refunding bond ordinance (the “Refunding Bond Ordinance”) introduced on first reading by resolution of the City on November 10, 2015, and finally adopted on December 8, 2015, authorized the issuance of the Refunding Bonds for the purpose of refunding the Refunded Bonds; and WHEREAS, the City now desires to adopt a resolution authorizing the issuance of the Refunding Bonds in an aggregate principal amount not to exceed $8,000,000, the net proceeds of which shall be used to refund all or a portion of the Refunded Bonds in accordance with their terms and authorize certain actions in connection with the sale and issuance of the Refunding Bonds. NOW THEREFORE, BE IT RESOLVED BY THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY (not less than two-thirds of all members thereof affirmatively concurring), AS FOLLOWS: SECTION 1. The Refunding Bonds are hereby authorized to be sold to TD Bank, N.A. (the “Purchaser”) in accordance with its proposal dated December 1, 2015. SECTION 2. There is hereby delegated to the Chief Financial Officer, subject to the limitations contained herein and in consultation with Wilentz, Goldman & Spitzer, P.A., Woodbridge, New Jersey, Bond Counsel to the City (“Bond Counsel”), and Phoenix Advisors, LLC (the “Financial Advisor”), the power with respect to the Refunding Bonds to determine and carry out the following: a) the sale of the Refunding Bonds at private sale, provided that the purchase price paid by the Purchaser thereof shall not be less than ninety-five percent (95%) of the principal amount of the Refunding Bonds so sold; b) the principal amount of Refunding Bonds to be issued, provided that (i) such amount shall not exceed $8,000,000, and (ii) such amount shall not exceed the amount necessary to pay the costs of issuance associated with the Refunding Bonds and to fund the deposit to the escrow fund as set forth in the Escrow Deposit Agreement (as defined herein) in an amount that, when invested, will be sufficient to provide for the timely payments required for the Refunded Bonds; c) the maturity dates and the principal amount of each maturity or sinking fund redemption amount of the Refunding Bonds, provided that no Refunding Bonds refunding the Refunded Bonds shall mature later than January 15, 2021. d) the interest payment dates and the interest rates on the Refunding Bonds, provided that the true interest cost on the Refunding Bonds shall produce a present value debt service savings of at least three percent (3%) of the principal amount of the Refunded Bonds; e) the denomination or denominations of and the manner of numbering and lettering the Refunding Bonds, provided that all Refunding Bonds of like 12/08/2015 14 maturity shall be identical in all respects, except as to denominations, amounts, numbers and letters; f) provisions for the sale or exchange of the Refunding Bonds and for the delivery thereof; g) the form of the Refunding Bonds shall be substantially in the form set forth in Exhibit A attached hereto, with such additions, deletions and omissions as may be necessary for the City to market the Refunding Bonds in accordance with the requirements of The Depository Trust Company, New York, New York, (“DTC”) and the Purchase Contract (as defined herein); h) the direction for the application and investment of the proceeds of the Refunding Bonds; i) the terms of redemption of the Refunding Bonds; and j) any other provisions deemed advisable by the Chief Financial Officer not in conflict with the provisions hereof. The Chief Financial Officer shall execute a certificate evidencing the determinations or other actions taken pursuant to the authority granted hereunder, and any such certificate shall be conclusive evidence of the actions or determinations of the Chief Financial Officer as to the matters stated therein. SECTION 3. The Mayor and Chief Financial Officer of the City are hereby authorized and directed to execute by manual or facsimile signature the Refunding Bonds in the name of the City and the corporate seal (or facsimile thereof) shall be thereunto affixed, imprinted, engraved or otherwise reproduced thereon. The City Clerk is hereby authorized and directed to attest to such signature and to the affixing of said seal to the Refunding Bonds. SECTION 4. The Chief Financial Officer is hereby authorized and directed to approve the Bond Purchase Contract (the “Purchase Contract”) for the Refunding Bonds, to be dated the date of sale of such Refunding Bonds and to be executed by the Purchaser. The Chief Financial Officer is hereby authorized and directed on behalf of the City to execute and deliver said Purchase Contract. SECTION 5. The Chief Financial Officer, in consultation with Bond Counsel and the Financial Advisor, is hereby authorized and directed to approve the Escrow Deposit Agreement (the “Escrow Deposit Agreement”) with an escrow agent (the “Escrow Agent”) to be selected by the Chief Financial Officer, in consultation with Bond Counsel and the Financial Advisor, with respect to the Refunded Bonds, to be dated the date of the closing on the Refunding Bonds. The Chief Financial Officer is hereby authorized and directed to execute and deliver the Escrow Deposit Agreement in the name of the City and the corporate seal (or facsimile thereof) shall be thereunto affixed, imprinted, engraved or otherwise reproduced thereon. The Chief Financial Officer is hereby authorized and directed to attest to such signature and to the affixing of said seal to the Escrow Deposit Agreement. SECTION 6. The Chief Financial Officer is hereby authorized and directed to select a verification agent (the “Verification Agent”), if required, in consultation with Bond Counsel and the Financial Advisor, with respect to the Refunded Bonds. The Verification Agent shall prepare the verification report required to verify the sufficiency of the escrowed monies to refund the Refunded Bonds. SECTION 7. To the extent required by law, the City hereby covenants and agrees that it will comply with and carry out all of the provisions of a Continuing Disclosure Certificate (the “Certificate”) which will set forth the obligation of the City to file budgetary, financial and operating data on an annual basis and notices of certain enumerated events deemed material in accordance with the provision of the Rule. The Chief Financial Officer is hereby authorized and directed to execute and deliver this Certificate evidencing the City’s 12/08/2015 15 undertaking with respect to the Rule. Notwithstanding the foregoing, failure of the City to comply with the Certificate shall not be considered a default on the Refunding Bonds; however, any Bondholder may take such actions as may be necessary and appropriate, including seeking mandamus or specific performance to cause the City to comply with its obligations hereunder. SECTION 8. The Mayor, City Clerk and Chief Financial Officer or any other appropriate officer or representative of the City, are hereby authorized and directed to execute and deliver any and all documents and to do and cause to be done any and all acts and things necessary or proper for carrying out the transactions contemplated by this resolution, the Purchase Contract, the Certificate and the Escrow Deposit Agreement, and for the authorization, sale and issuance of the Refunding Bonds. The execution by such officials and officers of any such documents, with changes, insertions or omissions approved by the Chief Financial Officer, in consultation with Bond Counsel and the Financial Advisor, as hereinabove provided, shall be conclusive and no further ratification or other action by the City shall be required with respect thereto. SECTION 9. and WHEREAS, consistent with the requirements set forth in N.J.S.A. 40A:12A-6, the Planning Board specified and gave notice that on November 4, 2015 a hearing would be held for the purpose of hearing persons who are interested in or would be affected by a determination that the property in the Area of Investigation is an area in need of redevelopment as that term is defined under the LRHL, N.J.S.A. 40A:12A-1 et seq.; and WHEREAS, Francis Reiner, LLA, PP of DMR Architects publicly presented a “Report of Preliminary Investigation for Determination of an Area in Need of Redevelopment” for the designated Area of Investigation dated November 4, 2015 (“the Investigation Report”) which is attached hereto and made part hereof as Exhibit A; and WHEREAS, the Investigation Report opines that the Area of Investigation evidences conditions and characteristics that qualify the Area of Investigation as an “area in need of redevelopment” for condemnation purposes because it collectively satisfies the “a” “d” and “e” criteria of the LRHL under N.J.S.A. 40A:12A-5; and WHEREAS, the Investigation Report demonstrates that Block 407.01, Lot 40 exhibits conditions satisfying the “a” criteria under N.J.S.A. 40A:12A-5 evidencing conditions, such as but not limited to: structural beam reinforcement, cracking along concrete beams and walls, reinforcement of beams, exposed steel with signs of deterioration; and WHEREAS, the Investigation Report demonstrates that Block 407.01, Lots 2, 5, 6.01, 6.02, 7, 34, 36.01, 36.02, 37, 39 and 40 exhibit conditions satisfying the “d” criteria under N.J.S.A. 40A:12A-5 evidencing conditions such as but not limited to: single story single use, excessive building depth, lack of windows, fallen ceiling tiles, water damage, lack of parking, lack of access to parking, debris, conditions of disrepair, lack of lighting, pedestrian sidewalks, access, drive aisle dimensions and limited width of commercial spaces, which are unwholesome working conditions of which are detrimental to the safety, health, morals or welfare of the community as well as the Area of Investigation; and WHEREAS, the Investigation Report demonstrates that Block 407.01, Lots 2, 5, 6.01, 6.02, 7, 34, 36.01, 36.02, 37 and 40 exhibit conditions satisfying the “e” criteria under N.J.S.A. 12/08/2015 24 40A:12A-5 evidencing conditions such as but not limited to: single use and single story building, surface parking, lack of lighting, pedestrian sidewalks, access, drive aisle dimensions, surface/vacant property, epitomizing the “stagnant or not fully productive condition of land” that is potentially useful and valuable for contributing to and serving the public, health, safety and welfare; and WHEREAS, in its entirety, the Investigation Report demonstrates that the cumulative effects of the negative conditions existing upon the property located within the Area of Investigation is having a decadent effect on the surrounding properties, which is demonstrated through the pictures, narrative, City records and uncontested testimony of Francis Reiner, LLA, PP of DMR Architects showing that many of the properties in the immediate vicinity are in visual need of repair, vacant and/or have already been declared as areas in need of redevelopment and rehabilitation too for these reasons; and WHEREAS, on November 4, 2015, the Planning Board held a properly noticed public hearing pursuant to the requirements of N.J.S.A. 40A:12A-6 concerning the Area of Investigation, with Joseph Mecca, Esq., representing the Planning Board being present; and WHEREAS, the hearing was opened to all persons from the public who were generally interested in or would be affected by a finding that the property within the Area of Investigation constitutes an area in need of redevelopment under N.J.S.A. 40A:12A-5 and N.J.S.A. 40A:12A- 3; and WHEREAS, on November 4, 2015, the Planning Board received uncontested testimony from Francis Reiner, LLA, PP of DMR Architects, providing a first-hand account of the conditions that he observed during his exhaustive examination of the property within the Area of Investigation, which confirmed the description of the conditions and his findings contained in the Investigation Report; Joseph Campagna- Its difficult when someone wants to speak to say something so I wrote it down. People who steer the council good morning. Now you’re talking about condemning my property which is against the law. You say you’re here to help the people. We have a right to live. You want to condemn my property, I am the one coming here to discuss. I want to say good morning. I originally came here to protest the return of a chief. There was no council then that wanted to condemn our properties and coming up and hiring someone is not the American way. I will never respect that flag when you have a council like this. Go home with your bogus planning. I came here in peace to offer you a connection. They were seriously considering having a development center on my property for relations. When they get offended when you say something they don’t have a right to get offended they are supposed to be bigger people. I don’t care what school you went through. I barely got through the first grade. Nothing has changed here, this is the same council only with more push. I mentioned race to someone, everyone is a racist. I am just to upset. Your race to get bigger government at the expense of the people who have lived here for many years. Wake up because you aren’t getting much support. What is the big push to push us out? I know that’s what you want to do. I wanted to talk more peaceful but it’s very hard to. I am going to end it there. Carolyn Davis- Hackensack- Elm Street in Hackensack was made one way because of a safety concern by the residents of accidents on their corner. It’s the same reason residents of Stanley Place several years ago requested it to become one way because of accidents on First and Stanley. It is difficult to make a left hand turn on that corner on First and Stanley. Even though there 12/08/2015 30 is a no parking sign on that corner People still park there. We do not want one sided parking. We asked for a one way street with two sided parking. Being it was for safety, the same reason Elm Street was made one way, my question is what are the reasons it would not be good? I still have the same question, why is it ok for Elm Street, we have been waiting three to four years for an answer why it isn’t good. City Manager advised he gave the information at the last meeting and he did not have the memo that was provided to him in front of him. This has been talked about by various traffic groups since 2000. There has been multiple recommendations and they have all turned up the same. I have to dig up the response written to me. Safety was our main concern. I would like to see the response. City Manager advised the answer has been explored and the answer was not to do it. I think we deserve an answer since we brought the question here. Paul Nichols-Hackensack- I heard the tree lightening went really nice last night. I think you should show that table to table thing again they are a very important organization. This came out Project Homeless Connect from the county which happens every year. It is time now to get homeless together and try and get them into the center. People who also want to get involved in this can contact human services to sign up to do the other part. I think that is important so thank you. Richard Cerbo- Spring Valley Avenue- Government is not an exact science so let’s stop pretending it is. I just want to go to last night the tree lighting was wonderful but why did we have to continuously thank McDonalds and Starbucks over and over again it was just over the top. Not once were the people of Hackensack thanked. Plus there are so many people on Main Street that are trying to sell food and coffee and they aren’t going to be able to compete with Starbucks and McDonalds. The pending lawsuits and now we know there is another one coming soon we read about recently. I want to direct my question to Judge Carver, are we covered by insurance for all these lawsuits? Judge Carver responded there is coverage. What about the families that will also be suing the City for the police problem this past year? Judge Carver commented there is definitely insurance coverage for that. Last week I mentioned the court ruling in Morristown favored municipalities and may help us and the Deputy Mayor rebutted me at the end of the meeting saying our agreement with the hospital is fine with me. You said our agreement with the hospital is fine by you. Deputy Mayor commented that she did not say that. I said our agreement is subject to change based on changes in legislation. Another two weeks ago when I asked the Mayor about police why we have police here and other meetings are wide open with no police there. Mayor commented a police presence deters crime. When I ask you why some meetings have police and some don’t. The building is wide open for Planning. I see a problem with the Mayor of Hackensack saying to me that the police do what they want. Mayor commented that’s not even close to what I said. If the planning board feels hey have an unruly crowd they would be within their rights to have police officer at their meeting. I never said the police do what they want, we call them and they come. I am not going to tolerate lies. If a board wants protection from the police they get it. But you’re the Mayor so you should have input on all these things. I think it has to do with leadership. 12/08/2015 31 Mr. Williams- Hackensack- I noticed you were pointing to an extra constable you got one already and you’re giving back three million dollars, where are you getting all this money? When you get old you go into a second childhood, in this town you haven’t provided no places for seniors and the taxes are high. I never get an answer I can’t see where they are getting all this money from. It’s a law if your grandparents go into a nursing home the state can come after you and make you pay for them being in a nursing home. Judge Carver commented on law resident brought up and will find out and have an answer. There is no assessment or anything for seniors. Mayor comments the constable position is not paid and it’s required by law. Mayor commented on tax appeals from River Side Square. These developers are saying they are waiting a few years to pay taxes. Mayor responded that is not true. I was just curious about it thank you. Regina DiPasqua- Parker Avenue- Judge Carver I want to thank you for your comment “if feasible” that made me feel so much better reading that. I hope that works out. It was brought up earlier about the county having something for the Stigma Free are people from the City going? Are City employees going? I took that course and stood here and told you I was interested and I was never notified. I took the time to take that course to get certified because I was interested and I didn’t get invited to the Stigma Free meting? Now this thing tomorrow why weren’t people who took the course notified to participate in it? What are we doing with Stigma Free? There has been one meeting and I know I wasn’t invited. Where are we going with this? City Manager commented if there is a communication block I will unblock it. I did send you an email Mr. Troast and Dawn got back to me that it was an oversight. Fifteen of us completed the course am I the only one who wasn’t invited? Why can’t every one of us be invited? Mayor comments the invitation came through the County. I agree you guys should have the opportunity to be there. If someone from the City is going to this tomorrow it’s probably someone on the Stigma Free committee, why do I have to stand here and say people want to help with this. I didn’t get a response from you Mr. Troast. City Manager commented he will find out. I feel like I am getting the run around. I would have gone for free but nobody asked me. The Stigma Free committee needs some oversight. City Manager commented he advised his staff member to take care of meeting and if someone dropped the ball he will address it. Mayor commented we will look into it and find out why the people on the committee weren’t addressed. Kathleen Salvo-Hudson Street- Is this a bogus committee? Mayor comments of course it is not a bogus committee. It has gone nowhere John. We are supposed to be doing stuff with this, it is stifled. They haven’t done anything since they took the course. City Manager comments regarding the purpose of the Stigma Free committee. We should be implementing the course, if you educate someone you have to implement it. The tree looks beautiful and it was a beautiful job done. Getting back to the construction, Mr. Troast have you driven around to see it’s halfway blocked with barrels? Where are these people going to go? City Manager comments advised resident that it is a county project. The job can’t be finished look what’s happening. Mayor asks resident if she is saying we should stop a county project. We have to stop the job it can’t be finished right now. Mayor comments the job needs to be finished, I understand traffic is a nightmare right now. River Street has all big barrels and they are blocking an entire lane. They haven’t finished the project on River Street yet. You can’t divert one street to another. River Street is blocked. Two lanes are blocked and the traffic is all 12/08/2015 32 being diverted to River Street. You can’t do it until you finish one project. Did you talk to anyone from the county saying that crosswalk has to be there? City Manager commented the county doesn’t want to take it away. I want a letter saying the county is going to be responsible if someone gets hurt there. A letter should go to the county saying if anyone gets hurt they are responsible. City Manager commented once it’s there to take it away people are still going to try and use it and then we have an issue with liability. When somebody gets killed then they will take it away? Perry Jackson- Hackensack- The tree lighting event was excellent but it could have used audio improvement. It was all well and I really enjoyed it. The alternative to homeless shelter on River Street on the other side is there a need for the shelter area to have an alternate center. Mayor comments it’s a county run facility. It makes it difficult for the City residents if they had to get to the county area. The young person did share with us that we needed leadership and doing a great job doing what they can. The social media is a viable option but has to be considered for age group. I am trying to reach out for the Chamber of Commerce. Council Comments Councilman Battaglia- They told me the tree lighting was beautiful I’m sorry I couldn’t be there I was really sick. I am glad the First Ward streets are going to be paved. I hope the Slash Park will be done by next summer. The people need to understand we pay taxes the same way you do, the situation we got right now is something we got from the previous administration. The other people left and we got the balance. We don’t want to higher the problem we are facing it head on and we have to pay. We get a low plan low interest and eventually in four or five years we will be finished and then you will see a different City. Right now the reason we see the event is because whatever happened in the last ten years. We saw what happened and nobody tried to participate to form a new government. Be patient and eventually everything’s going to change. Deputy Mayor Canestrino- A couple things to note on tonight’s agenda, the adoption of the refunding bond ordinance, basically our CFO had found we had some old bonds out there at a higher interest rate and he went out to negotiate a low interest rate to save the City money. We were fortunate to get a lower interest rate which will save the City 345 thousand dollars over the next six years, great job done by our CFO. Things we can control to save the City money or reduce expenditures that is what this Council and City is focused on. Great progress with redevelopment. One series is the area focused around Camden Street, one resolution was talking about Camden to Berry looking at redevelopment almost for that entire block. The other resolution was going south from Camden, when you put those two together you are looking at a nice long stretch of properties that are now going to be prime designations for redevelopment. These are the kind of things we want to hear about. Mrs. Davis I sense your frustration and you want to know why, I usually have a very good memory on these things and I think it had something to do with traffic circulation. I think making it one way had something to do the circulation of traffic being impeded. We will definitely get you that report and I apologize for not having the report here tonight. Mrs. DiPasqua I sense your frustration. I think David we have to follow up 12/08/2015 33 with what’s going on with the Stigma Free committee. The tree lighting was wonderful. It was a beautiful night and we had more than 1000 people there and lots of kids and excitement. We did thank Starbucks and McDonalds because they contributed that. We had 1500 people and children with smiles on their faces. McDonalds also for the first time ever provided a photographer. They donated these things to the City and it was worthwhile for them to be acknowledged. This is who we are we are a family and to have these retail establishments participate is great. We have 20 Tasers in house, 15 officers trained to carry and three officers with Tasers on every tour. This Saturday is our annual Christmas party for the kids at the Rec Center. Open swim will end Wednesday, December 23 and start back up the first week in April. On Thursday there is a Kwanza affair at the Rec Center. Last, girls junior basketball open season this Friday at the Rec Center at 5 P.M. please come out and support the lady Comets. The three lighting was wonderful. Thank you. Volunteerism is necessary and important in our town and my quote from the night comes from the late James Brown. He said it like this, get on up, get into it and get involved. We need you involved. Please go to website and look at the various boards and sign up to serve your community. Mayor Labrosse- I should have done this earlier in the night but can I get a moment of silence for the 14 people who died in San Bernardino, California along with the survivors. Thank you. I want to speak about San Bernardino to start our night. America has been attacked at home. There was a woman who saw something she didn’t like but was afraid to say anything. Don’t be afraid to offend anybody if you think something is wrong. There’s nothing worse I can’t imagine what she feels like because she didn’t say anything. If she had said something that might have changed, it doesn’t hurt to call. Pearl Harbor Day I attended down at the USS Ling, it was a beautiful day. It was a really nice ceremony and it held a special meaning. Many Veterans died on the USS Arizona, the Veterans that were still living took an oath that when they passed they would be cremated and their remains put into an urn and laid to rest with their fellow shipmates. That story always amazes me that they are still watching guard over their country and ship. It was a touching story. The Christmas tree lighting last night was amazing. This year bag your lunch it is very important and great organizations. Riverside Square I want to thank the Council and City Manager who put this together and saved the City a lot of money. McDonalds if we thanked them to much I apologize, I don’t think you can ever thank some people enough. Possible condemnation, Mr. Campagna no one is condemning your property. This is part of a process in order to go through redevelopment. There are no properties being condemned at this time. This has to go before Planning where there is public comment and you can talk about it but it has to start somewhere. High school football, talk about a heart breaker, one of the closest football games I have ever seen. I wish everyone happy holidays and get home safe thank you.
