The Regular Meeting of the City Council of the City of Hackensack was held at City Hall, 65 Central Avenue, Hackensack, New Jersey, on Monday, May 3, 2016 at 8:18 p.m. Mayor John Labrosse Jr. called the meeting to order and the City Clerk Deborah Karlsson announced that the meeting was being held in accordance with the Sunshine Law, notice having been published according to law, with a copy on file in the City Clerk’s office, and a copy posted on the bulletin board in City Hall. Attendance Ms. Karlsson called the roll: Mayor John P. Labrosse Jr., Deputy Mayor Kathy Canestrino, Councilman Leonardo Battaglia, and Councilwoman Deborah Keeling-Geddis were present. Councilman Sims was absent. City Manager David Troast was in attendance. Judge Carver was in attendance. Flag Salute Proclamations – Presentation of Tourniquets from Hackensack University Medical Center Dr. Benjamin Zabar, EMS Medical Director, HUMC - With the military experience in Iraq and Afghanistan, there is good evidence that when people are wounded, there are certain things that save lives. One of those things is the use of tourniquets for people who have extensive bleeding from wounds or trauma. We have been working with the Hackensack Police and other local agencies to train and distribute tourniquets which may potentially save a life. Approval of Minutes A motion to approve the C.O.W. and Regular Meeting Minutes from April 18, 2016 was offered by Deputy Mayor Canestrino, seconded by Councilwoman Keeling-Geddis and approved by Mayor Labrosse, Deputy Mayor Canestrino, Councilman Battaglia, and Councilwoman Keeling-Geddis. Councilman Sims was absent. City Manager’s Report I would like to thank Officer Captain Aquila for working with the hospital to get these tourniquets. He will also be taking over as Officer in Charge of the Police Department. We do have a new Table of Organization chart for the Police Department. As you have heard, our Police Director Michael Mordaga has left for personal and family reasons. He was originally supposed to be here only a year to help the city reorganize under the previous administration. He then carried on for a couple of years under this administration. He was planning on leaving at the end of last year but I had asked him to stay on a little longer to help restructure and rebuild the Police Department. The other good news is the bond anticipation note sale. We do this on a yearly basis. We put it out to bid, the price that was given to use was offered by T.D. Bank at .85% which is lower than last year’s rate. This shows that our credit rating is improving and shows that financial institutions see that Hackensack has good finances at this time. 05/03/2016 1 The third item is Slam Dunk and Junk which took place on April 30, 2016. It was an excellent day, thank you to those who participated who went around the City and picked up trash. It teaches young people the cost of throwing garbage out of their cars. A lot of church groups, boy scouts, girl scouts, were involved in that. Thank you to everyone who participated. Open Swim Night is going well thanks to the school board and the Council. The sign-ups are online. We had over 200 people at the last swim. It is definitely a benefit to the community. The schedule for the movie nights at the Atlantic Street Park which starts May 19, 2016 is posted online. This was worked on by the Cultural Arts Committee and the director, Greg Liosi. There will be a series of movies and other events posted on the website. The earthquake relief drive at St. Anthony’s and City Hall has ended today. There was an overwhelming outpouring of gifts from a lot of people for the victims. It will be put into a shipping container and shipped to Ecuador. Thank you to everyone who donated. Thank you again to the hospital in their partnership with donating the tourniquets to the Police. CITY OF HACKENSACK ORDINANCE NO. 19-2016 ORDINANCE AUTHORIZING A FIVE (5) YEAR TAX EXEMPTION PURSUANT TO N.J.S.A. 40A:21-1 ET SEQ. AND § 153-6 ET SEQ. OF THE CODE OF THE CITY OF 05/03/2016 4 HACKENSACK FOR THE PROPERTY DESIGNATED AS BLOCK 303, LOT 7 ON THE CITY’S OFFICIAL TAX MAP, MORE COMMONLY KNOWN AS 161-163 MAIN STREET WHEREAS, the City of Hackensack (“the City”) has designated its downtown district as an area in need of rehabilitation and is authorized to adopt an ordinance to utilize tax exemptions pursuant to N.J.S.A. 40A:21-1 et seq., the five (5) year tax exemption and abatement law; and WHEREAS, pursuant Article VIII, Section I, paragraph VI of the New Jersey State Constitution and N.J.S.A. 40A:21-1 et seq., the City adopted Ordinance No. 3-2014 (codified at § 153-6 et seq. of the City Code), to allow for five (5) year tax exemptions that permit the Tax Assessor to regard the full and true value, or a portion thereof of certain improvements as not increasing the full and true value of certain property for a period of five (5) years, provided the owner’s application is approved by the Tax Assessor and the City’s governing body; and WHEREAS, pursuant to N.J.S.A. 40A:21-10c and § 153-12B(3) of the City Code, a five (5) year tax exemption for improvements made to convert a vacant office building into multi- family residential dwelling units over retail in the City’s Rehabilitation Area is permitted; and WHEREAS, the Applicant is the owner of certain property located at 161-163 Main Street in the City designated as Block 303, Lot 17 on the Official Tax Map of the City, which is located in the City’s Rehabilitation Area; and WHEREAS, on January 13, 2016, the Applicant received final site plan approval from the City’s Planning Board that conducted a duly noticed public hearing on December 9, 2015; and WHEREAS, on February 3, 2016, the Applicant filed an application seeking a short term tax exemption on the improvements associated with the conversion of a pre-existing three story office building into two retail units on the first floor and eight apartments on the second and third floors along with associated parking improvements on site (“the Improvements”) pursuant to N.J.S.A. 40A:21-1 et seq. and § 153-6 et seq. of the City Code (Ordinance No. 3-2014); and WHEREAS, the Improvements being made by the Applicant are estimated to cost in total approximately $1.1 million to complete; and WHEREAS, the City has reviewed the application, which was timely filed, and approved the construction of the proposed Improvements. NOW, THEREFORE, BE IT ORDAINED by the governing body of the City of Hackensack in the County of Bergen, State of New Jersey that: 1. CITY OF HACKENSACK COUNTY OF BERGEN ORDINANCE NO. 21-2016 AN ORDINANCE TO AMEND CHAPTER 49 OF THE REVISED GENERAL ORDINANCES OF THE CITY OF HACKENSACK ENTITLED “ALCOHOLIC BEVERAGES” TO AMEND ARTICLE I, ENTITLED “LICENSING AND REGULATION” WHEREAS, the City of Hackensack (“City”) has determined that Ordinance §49-10(B) was challenged by retail distribution licensees when it was last amended in 1995, particularly as it related to the hours of sale of wine and malt liquor for off-premises consumption, resulting in an understanding between the City and the retail distribution licensees suspending the enforcement of subsection (b) in an effort to avoid litigation; and WHEREAS, the City has determined that it is in the best interests of the City to amend Ordinance §49-10 rather than suspend the enforcement of any of its provisions or otherwise be subject to an unwritten agreement with retail distribution licensees; and WHEREAS, the City has determined that Ordinance §49-10 also must be revised in order to accurately reflect the mandates of N.J.S.A. 33:1-403 and N.J.A.C. 13-2-38.1 and 2 as it relates to the sale of wine and malt liquor for off-premises consumption by retail distribution licensees. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Hackensack, in the County of Bergen, and State of New Jersey, that the following section of Chapter 49, Article I of the City of Hackensack General Code is amended as follows: 05/03/2016 8 Chapter 49, Article I. Licensing and Regulation. § 49-10. Hours of business. B. No plenary retail distribution licensee shall sell, serve, deliver, or allow, permit, or suffer the sale, service, or delivery of any alcoholic beverage on weekdays prior to 6:00 a.m., nor subsequent to 10:00 p.m., or on Sundays prior to 12:00 noon, nor subsequent to 10:00 p.m., except that the sale of wine and malt liquor is permitted for off-premises consumption on weekdays between 6:00 a.m. and 2:00 a.m., and on Sundays between 12:00 noon and 2:00 a.m. SECTION 2. Repealer. All ordinances or parts of ordinances which are inconsistent with the provisions of this Ordinance are hereby repealed to the extent of such inconsistency. SECTION 3. Severability. Should any section, clause, sentence, phrase, or provision of this Ordinance be declared unconstitutional or invalid by a court of competent jurisdiction, such decision shall not affect the remaining portions of this Ordinance. SECTION 4. Effective Date. This Ordinance shall take effect immediately upon final passage, adoption, and publication in the manner prescribed by law. CITY OF HACKENSACK ORDINANCE NO. 22-2016 BOND ORDINANCE PROVIDING FOR THE ACQUISITION OF RIPARIAN RIGHTS BY AND IN THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY; APPROPRIATING $1,650,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,570,000 BONDS OR NOTES OF THE CITY TO FINANCE PART OF THE COST THEREOF BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF HACKENSACK, IN THE COUNTY OF BERGEN, STATE OF NEW JERSEY (not less than two-thirds of all the members thereof affirmatively concurring), AS FOLLOWS: SECTION 000000000. The improvements described in Section 3 of this bond ordinance are hereby authorized as general improvements or purposes to be undertaken by the City of Hackensack, in the County of Bergen, State of New Jersey (the "City"). For the said improvements or purposes stated in Section 3, there is hereby appropriated the aggregate sum of $1,650,000, said sum being inclusive of $80,000 as the amount of down payment for said improvements or purposes as required by the Local Bond Law, N.J.S.A. 40A:2-1 et seq. (the “Local Bond Law). The down payment is now available by virtue of a provision or provisions in a previously adopted budget or budgets of the City for down payment or for capital improvement purposes. SECTION 0. For the financing of said improvements or purposes described in Section 3 hereof, and to meet the part of said $1,650,000 appropriation not provided for 05/03/2016 10 by application hereunder of said down payment, negotiable bonds of the City are hereby authorized to be issued in the principal amount of $1,570,000 pursuant to the Local Bond Law. In anticipation of the issuance of said bonds and to temporarily finance said improvements or purposes, negotiable notes of the City in a principal amount not exceeding $1,570,000 are hereby authorized to be issued pursuant to and within the limitations prescribed by said Local Bond Law. SECTION 0. The improvements and purposes hereby authorized and purposes for the financing of which said debt obligations are to be issued is the acquisition of riparian rights from the State of New Jersey for property located along the Hackensack River, Lot 3, Block 308.01 on the tax maps of the City including all work, necessary therefor or incidental thereto. (b) The estimated maximum amount of bonds or notes to be issued for said purpose is $1,570,000. (c) The estimated cost of said purpose is $1,650,000. SECTION 0. In the event the United States of America, the State of New Jersey and/or the County of Bergen make a contribution or grant in aid to the City for the improvements and purposes authorized hereby and the same shall be received by the City prior to the issuance of the bonds or notes authorized in Section 2 hereof, then the amount of such bonds or notes to be issued shall be reduced by the amount so received from the United States of America, the State of New Jersey and/or the County of Bergen. In the event, however, that any amount so contributed or granted by the United States of America, the State of New Jersey and/or the County of Bergen shall be received by the City after the issuance of the bonds or notes authorized in Section 2 hereof, then such funds shall be applied to the payment of the bonds or notes so issued and shall be used for no other purpose. This Section 4 shall not apply, however, with respect to any contribution or grant in aid received by the City as a result of using funds from this bond ordinance as “matching local funds” to receive such contribution or grant in aid. SECTION 0. All bond anticipation notes issued hereunder shall mature at such times as may be determined by the Chief Financial Officer of the City, provided that no note shall mature later than one (1) year from its date. The notes shall bear interest at 05/03/2016 11 such rate or rates and be in such form as may be determined by the Chief Financial Officer of the City. The Chief Financial Officer of the City shall determine all matters in connection with the notes issued pursuant to this bond ordinance, and the signature of the Chief Financial Officer of the City upon the notes shall be conclusive evidence as to all such determinations. All notes issued hereunder may be renewed from time to time in accordance with the provisions of N.J.S.A. 40A:2-8.1. The Chief Financial Officer of the City is hereby authorized to sell part or all of the notes from time to time at public or private sale and to deliver them to the purchaser thereof upon receipt of payment of the purchase price and accrued interest thereon from their dates to the date of delivery thereof. The Chief Financial Officer of the City is directed to report in writing to the governing body at the meeting next succeeding the date when any sale or delivery of the notes pursuant to this bond ordinance is made. Such report must include the principal amount, the description, the interest rate, and the maturity schedule of the notes so sold, the price obtained and the name of the purchaser. SECTION 0. The capital budget of the City is hereby amended to conform with the provisions of this bond ordinance and to the extent of any inconsistency herewith, a resolution in the form promulgated by the Local Finance Board showing full detail of the amended capital budget and capital programs as approved by the Director of the Division of Local Government Services will be on file in the office of the Clerk and will be available for public inspection. SECTION 0. The following additional matters are hereby determined, declared, recited and stated: (0) The purposes described in Section 3 of this bond ordinance are not a current expense and are improvements which the City may lawfully undertake as general improvements, and no part of the cost thereof has been or shall be specially assessed on property specially benefited thereby. Council Intr Secon Abstai Absen Recuse Member o d Yes No n t d Battaglia X Deputy Mayor Canestrino X X Sims X Keeling- Geedis X X Mayor Labrosse X CITY OF HACKENSACK RESOLUTION NO. 192-16 Resolution Supporting the Click It or Ticket Mobilization May 23 – June 5, 2016 WHEREAS, there were 553 motor vehicle fatalities in New Jersey in 2015; and WHEREAS, a large percentage of the motor vehicle occupants killed in traffic crashes were not wearing a seat belt; and WHEREAS, use of a seat belt remains the most effective way to avoid death or serious injury in a motor vehicle crash; and 05/03/2016 22  WHEREAS, the National Highway Traffic Safety Administration estimates that 135,000 lives were saved by safety belt usage nationally between 1975-2000; and WHEREAS, the State of New Jersey will participate in the nationwide Click It or Ticket seat belt mobilization from May 23 – June 5, 2016 in an effort to raise awareness and increase seat belt usage through a combination of high visibility enforcement and public education; and WHEREAS, the Division of Highway Traffic Safety has set a goal of increasing the seat belt usage rate in the state from the current level of 88% to 90%; and WHEREAS, a further increase in seat belt usage in New Jersey will save lives on our roadways; NOW, THEREFORE BE IT RESOLVED, that the City of Hackensack declares it’s support for the Click It or Ticket seat belt mobilization both locally and nationally from May 23 – June 5, 2016 and pledges to increase awareness of the mobilization and the benefits of seat belt use. Public Comment A motion to open the meeting to the public was offered by Deputy Mayor Canestrino and seconded by Councilwoman Keeling-Geddis. Richard Salkin – Hackensack – I want to talk about the Rottino settlement. What drew attention was the way the resolution was structured. It stated that it was for $250,000 and later it came to light that it was actually $525,000. At the vote, the Mayor and Deputy Mayor abstained. I have questions for Councilman Battaglia and Councilwoman Keeling-Geddis in terms of why you voted for this. The resolution says that you are settling a case for a violation of law against discrimination. Now the complaint was three parts – a violation of the whistleblower law, which wasn’t settled, the other one was defamation, which wasn’t settled, you settled a discrimination charge. So I would like to know why you paid him out of City funds? Judge Carver – The settlement, just to address the counts, was a global settlement of the entire litigation. The City Council is obligated to either approve or disapprove a settlement. The Council was acquainted with the total amount of the settlement that the City was participating which was the first $250,000. There were other contributors to the settlement that brought it to the $525,000 and the settlement had been effected last summer before I was the City Attorney. The recommendation to the Council happened last August. Councilwoman Keeling-Geddis- We settled under the advisement of the City Attorney. Everyone was willing to settle and we came to that decision. Mr. Salkin continued – I don’t know why you don’t understand the concept of conflict of interest. The Rottino case was bought up various times in the executive confidential meetings and the Mayor was involved. This keeps happening with the hospital and with the school board. Rich Cerbo – Spring Valley Avenue - Hackensack - I want to comment on the program with the kids picking up litter. I pick up garbage on the streets of Hackensack everyday so let’s not have a special day for the kids to do it because it is every day. Last week, Mr. Mangin said that cutting taxes would be reckless at this point. Let’s talk about the word reckless. Isn’t giving 30 05/03/2016 23 year tax abatements reckless? How about spending 23 million dollars on a couple projects when money is tight? How about literally reckless- we have police speeding down roads and taking someone’s life. Cutting taxes is overdue and it will bring a big jolt to this city. It will be a good thing. When our friends from the hospital were here, John said thank you for our partnership. I don’t know if that’s the right word. If you have a partnership with them, how can we negotiate anything with them? The Mayor commented that partnership means working together with people. We have a partnership with the school board, with the county, with other organizations. Mr. Cerbo continued – When you go over these resolutions, the way you cut it off so quick is ridiculous. Can you give us a few seconds to think it over and maybe comment on it? The ongoing abatements for developers – I just want to mention I am looking forward to seeing what Mr. Anderson’s will be. The Mayor responded - There is a system and schedule in place based on the size of a project that dictates what type of abatement would be given. It puts it in a range. Regina DiPasqua – Parker Avenue – Hackensack – Just to add to that, even though he had a fire and got insurance money he is in the rehab zone so he can get a tax break too. Last meeting, a resident was asking about the personnel matters, and you really lost your temper with him. Not everybody understands everything all the time. I am also disappointed; you said you had a plan about the police director leaving. I come to find out the plan is to essentially do nothing. We won’t be having a police director or anyone overseeing. And you want to have a rotating officer in charge? Most of you did not want to have a rotating Mayor and essentially that is a figure head position, while the rotating officer in charge is a real position. If you have a rotating with a check and balance above them, that’s a different story. I read in the paper the officer in charge is going to report to Mr. Troast or Mr. Cumberbatch. Now you both are going to have the time to do that? As far as taxes, we might actually see some leap because the school taxes might be going down, while city and county went up. I asked before about signing contracts and nobody seemed to have an answer. Judge Carver - My understanding is that contracts are supposed to be signed by the Mayor and attested by the City Clerk. Ms. DiPasqua – Resolution 182-16, 184-16, and 185-16 need to be changed then because they have the City Manager signing the contracts. Mr. Williams – Hackensack – Is it illegal to have tinted windows in the state of NJ on a car? Judge Carver – I believe it is illegal for the front driver and passenger windows along with the front windshield to be tinted. Mr. Williams continued – That is dangerous because officers cannot see inside. You are talking about business vehicles parked residentially and some of these vans you can’t see inside either. An officer walking up to a van, anybody can come out the back and he won’t see. Kathleen Salvo – Hackensack – I agree with Regina about the restricting of the police department. There is no stability in a rotating officer in charge. 05/03/2016 24 The City Manager replied Captain Aquila is the officer in charge as of last Friday. Ms. Salvo continued – It was not explained in the newspaper that way. What is with the reappointment of the person in charge of recycling? Do they do anything? The recycling hasn’t improved. What is their job description? The City Manager stated it needs to be done on a yearly basis. Ms. Salvo continued – The property at the corner of Main Street and Bridge Street, since that fence is on city property, if it was to fall and hurt somebody, would the city be responsible? Judge Carver replied that the law states in a commercial district, the abutting property owner is responsible for the maintenance of the sidewalk. Ms. Salvo continued – No other site has done this and put a fence on city property. This is just a favor to him. I also agree he should not get any abatement because the insurance money is paying for this. We don’t need to give him any more perks. We still did not get the lights back and he is still on City property. Chris Coli – Hackensack – I see they are doing some wonderful work paving the roads but why do we not spend any extra money to replace the curbs? The road looks beautiful but the curbs are all broken. The minimum for a brand new school to be built today is anywhere from $50 million and up. I understand the debt service but if we didn’t spend the $23 million we could put money in a reserve to build a school that is a necessity. Who will train the police on the tourniquets? If they are improperly used they can do more damage than good. A town in northern Bergen County spent $13 million to renovate a park and included 100 parking spots. We are spending millions to renovate a basketball area and a soccer dome and we aren’t putting any parking spots in even though we are increasing the usage of the parks. I think what we did for Ecuador and the earthquake was great but Texas is being ravished. They need our help. As Americans we should help ourselves first then worry about other countries. Paul Incalcatera – Hackensack – The good news is you are paving the streets and they look terrific but something has to be done to stop speeding. On Broadway, we are getting people going 80 or 90 mph. I know the city doesn’t want to put in speed bumps but how about the rubber ones those are temporary? I really think the police department should give out more tickets. Something needs to be done about speeding. They city would get money from the tickets. Please think about putting speed bumps in an area where we need to slow people down. Paul Nickels- Hackensack – Is there any updates on police officers being trained with tazers? I congratulate Mr. Mordaga on his retirement and wish him well. This is mental health awareness month. I saw the signs put up around the city. We need to be promoting Stigma Free. On May 5, the County is giving Pastor Don an award for the historical and cultural preservation. May 21, at Van Saun Park they are having a mental health awareness day. Everything is free. The City Manager commented that we have forty tazers now and the officers are going through training. Carolyn Davis – Hackensack – For people who go the courts on Wednesday, now they can’t park behind the police department? They now need to park in 05/03/2016 25 the municipal metered lot. They can sit there for hours before they are called so if they go out to check their car, and they get called then the judge thinks they didn’t show up. If they don’t check on their car then they get a ticket. It isn’t fair either way. The City Manager said they will look into it. Connie Bovino - I represent the Condo COOP Board and I want to thank you for your support for the toxic waste. Between these people and the various petitions we had sent out to the buildings and banks, it worked for now. I want to thank John Seasly for the article he wrote about toxic waste and allowing the public to know. Mr. Runin and I would like to thank Mr. Battaglia for taking us on a tour around town. It was very informative. The town is really moving. I think if there were more tours around town like that with the public I think they would really learn more about the activity going on. Jason Nunnermacker – Hackensack – On the Superintendent’s behalf I would like to say we cut taxes to the homeowner by $214 under my presidential leadership. It would be appreciated if this was clarified because that does not seem to be an organizational move we would want to go down that road on. No one else wished to speak. Council Comments Councilman Battaglia- I want to thank all the people who made donations for the people of Ecuador. Thank you to John for spending the whole day helping to get everything ready to ship to Ecuador. The Splash Park is under construction and should be done in maybe a month. The paving of streets continues. The M&M Building, we are going to add at least 30 parking spots. For the sports facility, we are going to get maybe 150 parking spaces in the back from the landlord on Temple Avenue. Deputy Mayor Canestrino- I would like to thank the Hackensack Medical Center for coming forward and offering the tourniquets for the police department. I do think we work as partners to make the city better. We appreciate the things that they do. I want to thank Mike Mordaga for his time here as Police Director. He has put in a lot of blood, sweat, and tears. We all wish him well. I would like to wish success to our new officer in 05/03/2016 26 charge. Our plan has always been from day 1 to move toward having leadership of the police from within the police department. The Director was there to help us restructure our police department and identify key personnel that were in positions to take over in a leadership role. Captain Aquila is the officer in charge; Mr. Troast and Mr. Cumberbatch are not going to be acting as the police director. Captain Aquila will report to the City Manager and Personnel as any other leader in a department would. Nothing has been presented to be about a rotating position. We planted a tree on Arbor Day down by the Cultural Arts Center. It was not such a great day so we did not have a big turn out so check on the website because we did have dogwood trees in pots and seedlings left over. If you look at the docket tonight, we settled with the state on Lot C, the Tidelands claims, which is a good step in the City redeveloping that property. Everything has now been resolved so the City can now move forward. Any monies or debt incurred from the State will be repaid as a portion of funds once that property is sold. We have to bond for that right now but it will be incorporated when we do the sale. I am happy to hear from the Condo COOP Board. For those who don’t know they were planning on doing a cold sterilization of hazardous waste on Prospect Avenue which the community came together and fought. We are happy to hear since that, the person has withdrawn that application. Thank you to everyone who supported that issue. Councilman Sims- Absent Councilwoman Keeling-Geddis- Next Monday, the second Monday of the month, we have a Cultural Arts Board meeting at 7:30. You are all welcome to attend. In light of the controversy of the appointment of the Captains, I want it on record that I am asking the City Manager to make sure every effort is made to make sure all Council members are fully updated on city issues so that we don’t have another issue like that. It personally has taken a toll on me. Maybe we can get more weekly updates or something like that. Sometimes I feel I do not get enough information. Mayor Labrosse – Last week we lost a great public servant, the Teaneck Mayor Mrs. Parker, passed away unexpectedly. The few times I did deal with her she was a lovely lady who cared about her community. She was a leader in the community. She will be missed. I don’t agree with Chris because the state of Texas is dealing with Texas. My mother and brother are there and everything seems to be under control. Ecuador on the other hand does not have the infrastructure or the facilities or what is necessary to rebuild. The earthquake took out whole villages. They really got hit hard. We have a large Ecuadorian population in the City and even in the State. The opportunity came to help so we did. I am glad the toxic waste issue is over. The tourniquets- it is a partnership- they are helping our community by donating these to our police. As far as training, they are pretty self- explanatory. Saturday morning, I was on 3 rd Street with Together Bergen County where they were working on two homes to help the people living there. It is sort of like Habitat for Humanity. It was a great turn-out for a great cause. From there I went to the Cultural Arts Center for Slam Dunk the Junk. We had sixty kids along with adults spread out through the city. It is not just about picking up the trash but it is about learning to keep a clean environment. Some were lucky enough to go to Borg’s Woods, which is a gem that most people don’t know about. Its 15 acres of canopy forest right in the middle of Hackensack. It is now a Green Acres property. May 19 th the movies are coming followed by the concert series and Shakespeare in the Park which is all posted on the website. We have said for years we need to go to an officer in charge. We knew that Mike Mordaga was not going to be here forever. I give him a lot of credit and he is going to be missed. I wish 05/03/2016 27 him luck on his retirement. I want to congratulate Captain Aquila. We will look into parking for the courts. I want to thank the Condo COOP Board.
