Comments of public interest or on matters appearing on the agenda are accepted. Note, however, that the Council is not able to undertake extended discussion or act on non-agendized items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. All comments shall be directed toward the entire Council. Payroll Report • Recommendation: Receive and file the biweekly payroll report for the period ending June 9, 2018, paid June 15, 2018 and for the period ending June 23, 2018, paid June 23, 2018 (Finance Director) 4. Resolution No. 2018-34, Approving A Memorandum Of Understanding Between The City Of Crescent City And The Crescent City Police Officers Association For July 1, 2018 Through June 30, 2020 • Recommendation: Approve Resolution No. 2018-34, APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CRESCENT CITY POLICE OFFICERS ASSOCIATION FOR JULY 1, 2018 THROUGH JUNE 30, 2020 (City Attorney) 5. Resolution No. 2018-35, Approving a Memorandum Of Understanding Between the City of Crescent City and the Crescent City Management Employees Association for July 2, 2018 through June 30, 2020 • Recommendation: Approve Resolution No. 2018-35, APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CRESCENT CITY AND THE CRESCENT CITY MANAGEMENT EMPLOYEES ASSOCIATION FOR JULY 2, 2018 THROUGH JUNE 30, 2020 (City Attorney) 2|Page 7/2/18 COUNCIL AGENDA 6. Approve a $200 per month increase from $1,300 per month to $1,500 per month for Camp Host services at the Shoreline RV Park • Approve a $200 per month increase thereby increasing the compensation for Camp Host services from $1,300 per month to $1,500 per month. Two-year agreement to perform water testing services for Pelican Bay State Prison. • Consider and authorize the City Manager to execute a two-year agreement to perform water testing services for Pelican Bay State Prison. (Utilities Manager) 8. FY 2017-18 Budget Amendment for Property Tax in Lieu of VLF • Recommendation: Adopt Resolution No. 2018-32 amending the Fiscal Year 2017-18 General Fund Budget. (Finance Director) 9. Consolidation of the General Municipal Election for 2018 • Recommendation: Consider and adopt Resolution No. 2018-31, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY DECLARING THE DATE OF THE GENERAL MUNICIPAL ELECTION OF 2018, SPECIFYING THE OFFICES TO BE FILLED, AND REQUESTING CONSOLIDATION OF THE NOVEMBER 6, 2018 CITY OF CRESCNET CITY ELECTION WITH THE NOVEMBER 6, 2018 STATEWIDE GENERAL ELECTION (City Clerk/Administrative Analyst) 10. Grant application for Records Management Services for CCPD • Authorize the City Manager to submit a grant application to the United States Department of Agriculture under the Community Facilities Grant Program for the procurement of a new Records Management System for the Crescent City Police Department. (Community Development Director) 11. Pebble Beach Drive Pedestrian and Bicycle Improvement Project • Recommendation: Adopt Resolution No. 2018-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CRESCENT CITY AUTHORIZING THE CITY MANAGER TO SUBMIT THE PEBBLE BEACH DRIVE PEDESTRIAN AND BICYCLE IMPROVEMENT PROJECT FOR FUNDING THROUGH THE ACTIVE TRANSPORTATION PROGRAM AND AUTHORIZE THE CITY MANAGER, OR HIS DESIGNEE, AS APPROPRIATE, TO SIGN LETTERS, AND DOCUMENTS NECESSARY TO APPLY FOR AND OBTAIN ATP FUNDING. (Engineering Project Manager) 12. Agreement Between the County of Del Norte and City of Crescent City for road work on City facilities. Front Street Pedestrian Improvement and Roadway Revitalization Project. Crescent City Phase II – Highway 101 Wayfinding Encroachment Package • Recommendation: Hear staff report • Take public comment • Approve Wayfinding Phase II Encroachment Package (Engineering Project Manager) CITY COUNCIL ITEMS ➢ Legislative Matters – Consider miscellaneous legislative matters pertinent to the City of Crescent City. Authorize the Mayor to sign the appropriate letters and/or positions with respect to such matters. ➢ City Manager Report and City Council Directives - Pursuant to Crescent City Municipal Code § 2.08.200, the City Council may instruct the city manager on matters of importance to the administrative services of the city, and provide direction with respect to subordinates of the city manager. (Directives from individual Council Members that are not objected to by any member present shall be considered an order of the City Council.) ➢ Reports, Concerns, Referrals, Council travel and training reports – In accordance with Gov’t Code § 54954.2(a), City Council Members may make brief announcements or brief reports on their own activities.
