Hales Corners Health Department 5885 South 116th Street Hales Corners, WI 53130 P 414-529-6155│F 414-529-6157 HCHealth@halescornerswi.org HALES CORNERS BOARD OF HEALTH – Meeting minutes from Wednesday November 6th, 2024-Virtual Meeting 1.0 CALL TO ORDER – The meeting was called to order by Shawna Gabriel at 7:00 pm. Present: Dennis Garvin, Mike Jansen, Ken Melecki. Jillian Theobald, Barbara Zacher-excused Motion to begin meeting made by Mike Jansen, Ken Melecki 2.0 PUBLIC COMMENT-none 3.0 APPROVAL OF MINUTES – Motion made by Ken Melecki to approve minutes from August 8th, 2024 Board of Health meetings, seconded by Dennis Garvin. Motion passed unanimously. 4.0 ANNOUNCEMENTS AND ADDITIONS TO THE AGENDA – Shawna Gabriel reminded the committee that all Board meetings in the Village must be recorded. REPORTS: a. Health Officer i. Health Officer Update-Shawna Gabriel provided the following recent Health Department community events and outreach activities. 1. Provided HCPD with sixty boxes Narcan stock in September. HCHD is currently working with HCFD to obtain data on the Narcan uses and overdose. Yoga classes continue 2x monthly Senior card craft event-monthly senior activities continue. Every month we have something different older adults can attend, previously had strength training, arts and crafts, meditation. Attended Historical Society Heritage Day event made a 100 years of public health display. Created media for school vaccine requirements (Sent to schools as well as social media) Attended Rhythm and Soles International Overdose Awareness month 5k event Created and updated movie/AD for Narcan (Posted) National Recovery Month Narcan Training walk in /Appts Received and Restocked on free covid tests and created advertisements/reached out to community Working to Safeguard and Enhance the Health of Children, Families, and the Community. In addition to attending as HCHD, we also attended event to volunteer with Community Aliance October National Domestic Violence Awareness Month- Created educational flyer along with resources to bring awareness and education about “Types of Domestic Abuse” Created updated education for Halloween and trick or treat safety for the community- e-mailed and posted 2. Community Alliance-Reported great news DFC Grant Funding Announcement! Community Alliance of Hales Corners and Greendale has received our notice of award for continued funding for the next five years through a renewal of our Drug Free Communities (DFC) grant!! Attended Ellie Mental Health “Don’t Ghost Your Feelings” Fair 10/12 Whitnall Middle School is creating a Student Advisory Team which will include students that attended the Cebrin Goodman Teen Institute via our sponsorship last summer. Great news! Greendale/Hales Corners Tobacco/Vape Compliance Checks Hales Corners Health Department for conducting outreach with tobacco retailers early last year; proof it worked: 2023 compliance checks sale rate 62% (5/8); 2024 compliance checks sale rate 12% (1/8)! Woohoo! Dennis Garvin asked why the vendor did so much better this year. Explained after the 2023 compliance checks Health Officer went to all non-compliant establishments with educational materials and explained consequences of selling to a minor. Board of Health members and Shawna Gabriel had discussion about moving forward with potential vape ordinance. At previous meeting Ken Melecki recommended that current vape ordinance remain on hold due to current legal issues in Greendale, board members agreed. 3. 2025 Planning-Discussion between Health Officer and BOH member about 2025 planning. Barb Zacher previously recommended vaccine education materials for older adults. New CDC recommendations have changed regarding older adults and the info would be helpful for them. Fee structure needs to be updated for 2025 to include possible complaint category for restaurant establishments. Shawna Gabriel provided am example to BOH. EHS recently had to inspect restaurant four times in the last year due to complaints. There is currently no complaint-inspection fee. HCHD has changed them $175 per visit but they still have not paid any of these fees. Dennis Garvin, Ken Melecki recommended that a fee structure, category needs to be developed and recommended info be brought to HC Vilage Board for ordinance updates. Mike Jansen stated that payment terms, overdue and late fees should be instated. Working to Safeguard and Enhance the Health of Children, Families, and the Community. Update on 2025 Budget-Shawna Gabriel provided handout of 2025 Budget Key Points. Discussed permanent/temporary salaries. Explained that a market analysis was completed for Environmental Health Specialist since his wages needed to be adjusted and placed into a new job category. b. Environmental/Sanitarian report- Shawna Gabriel provided Environmental Health Update Annual school lunch program routine inspections were completed. Each school receives a regular inspection during the fall semester and a HACCP inspection (a records review) during the spring semester. (There are five Hales Corners schools in the federal school lunch program). China Lights inspections were completed. No major issues with the food vendors. The event was extended an extra week due to the mild fall weather. Seven vendors were selling food items this year at China Lights. Ammas Foods has opened at 5301 S. 108th Street. This business sells southern Indian cuisine and south Indian grocery items. Agent self-assessment was completed and submitted in September to WDATCP. Response letter indicated no major issues. Environmental Health Specialist is planning an outreach letter to update establishments on importance of food allergens and new allergens. (Sesame added to the list of major food allergens). Village now has 12 “tattoo” establishments. Two establishments offer traditional tattoos and 10 are cosmetic (microblading/powder brows). There have been five new establishments added since June of this year. EHS completed biannual Lead Risk Assessor training and exam. McDonalds completed a major remodel/renovation on August 16th. Establishment was completed remodeled from wall-to-wall including kitchen! Complaint visit completed at Cliffords-received a call from a previous employee who said that she was told to reuse food. Examples included reheating, refrying crab legs/fish. Re-pour unused soup back into pot. No indications of this on visit. Owner of establishment was previously fined in 2023 after admitting to reserving food. Complaint visit at Confucius House-customer reported seeing mouse dropping on top of outlet box near buffet line. EHS observed the same during inspection and contacted establishments pest control company who immediately came out to treat restaurant.
