Village President D. Besson called the meeting to order at 6:45 p.m.

4.1.2 Board moved from item 5.1.1. Motion (Chesney, Brinkmeier) to approve
Resolution 26-16 designating depositories and confirming the investment policy
for the Village of Hales Corners; motion passes 7-0.
4.1.3 Motion (Chesney, Brinkmeier) to approve Resolution 26-17 establishing an
administrative fee for placing delinquent fire inspection invoices on the Real
Estate Tax Roll; motion passes 7-0.
4.1.4 Motion (Chesney, Riemer) to approve Resolution 26-18 authorizing 2026 Non-
Major Special Revenue Fund (SRF) transfers to allocate balances between
various Health Grant Funds; motion passes 7-0.
4.1.5 Motion (Chesney, Thomson) to approve Resolution 26-19 confirming member

Village of Greendale and the Village of Hales Corners for Temporary Library

6.1 Greendale Dispatch Services
6.1.1 S. Kulik reported on the Greendale Dispatch renewal. Motion (Chesney,
Brinkmeier) to approve Resolution 26-23 authorizing certain officials to execute
an amendment to the Intergovernmental Agreement adopted by Resolution 16-89
pursuant to Wis. Stat. §66.0301 between the Village of Greendale and the Village
of Hales Corners for Police, Ambulance and Fire related dispatch services;
motion passes 7-0.
6.1.2 Purchase Orders requiring approval
6.1.2.1 FD2026-02 - Fire Department Dry Sprinkler Project - $23,485 – S. Kulik
reported on request. Motion (Brinkmeier, Chesney) to approve; motion
passes 7-0.
6.1.2.2 PD2026-02 – Police Dept – squad replacement equipment install -
$15,559.19 – Motion (Chesney, Thomson) to approve; motion passes 7-
0.
6.1.2.3 PD2026-01 – Police Dept – Mobile Radio -$7,337.90 – Motion
(Chesney, Brinkmeier) to approve; motion passes 7-0.
6.1.3 S. Kulik reported on request for a Temporary Class “B”/”Class B” Retailers
License: Journey’s Lutheran School – Under the Big Top Gala -May 2, 2026.

7.0 VILLAGE PRESIDENTS REPORT
7.1 MMSD/ICC Meeting – April 13, 2026 – D. Besson reported.
7.2 Discussion and appointment for President Pro-Tem 2026-27 – D. Besson opened floor
for nominations. Motion (Brinkmeier) to nominate I. Thomson. I. Thomson declined.
Motion failed. Motion (Chesney, Thomson) to nominate M. Bennett. M. Bennett
accepted nomination. Motion (Chesney, Thomson) to nominate T. Brinkmeier. T.
Brinkmeier accepted. Roll Call vote on M. Bennett: ayes: Brinkmeier, Bennett. Roll
Call vote on T. Brinkmeier: ayes: Besson, Chesney, Dunning, Riemer, Thomson. On the
vote: T. Brinkmeier approved as President Pro-Tem 2026-27.

Notice is hereby given that the Village Board will meet as a Board of Trustees (BOT) at the above date and
time, at the James R. Ryan Municipal Building (5635 S. New Berlin Rd).
Pursuant to Resolution 20-61, members of the Board of Trustees may attend this meeting in an electronic
