COMMITTEE OF THE WHOLE - Minutes Village of Hales Corners, WI May 4, 2026 5635 S. New Berlin Road The meeting was called to order at 6:45 p.m. by Chair S. Riemer. 1.0 Roll Call – Present: Chair S. Riemer. Trustees: M. Bennett, T. Brinkmeier, J. Chesney, A. Dunning, I. Thomson and Pres. D. Besson. Staff: Village Administrator S. Kulik and Public Works Director S Houte. Audience (1). 2.0 PUBLIC COMMENT – none. 3.0 AGENDA ITEMS 3.1 Minutes April 13, 2026 – no corrections, minutes place on file. 3.2 Appointments 3.2.1 Village Trustee A. Dunning – Public Works Commission and Joint Review Board – D. Besson reported on request. Motion (Chesney, Thomson) to forward to the Village Board for approval; motion passes unanimously. 3.2.2 Plan Commission – J. Byrnes – D. Besson reported on request. Motion (Besson, Chesney) to forward to the Village Board for approval; motion passes unanimously. 3.3 2026 Road Program Contract Award recommendation – S. Houte reported on bid results and recommendation. S. Riemer questioned if Village had used the recommended vendor in the past due to some issues with the past two years of road work. S. Houte commented that the Village has not, however, the subcontractor for the paving is Payne & Dolan and confidence is high. Motion (Chesney, Thomson) to forward to the Village Board for approval; motion passes unanimously. 3.4 Transportation Resolution request from League of Wisconsin Municipalities – S. Kulik reported that the item was included to give the Board a chance to review it and provide feedback if they desired. It was received the day before the packets had to go out and she had not reviewed the entire proposal. Item will return for discussion in June. 3.5 Property, Liability, Work Comp insurance renewal – S. Kulik reported on the proposal. Overall work comp liability is reduced significantly based upon experience mod numbers provided for the entire classification in the State, not just the Village. The mod rate is now .85 from 1.03 in last years renewal. Vehicle coverages are up a bit due to the purchase of the new fire engine and other property is some as well as the policy is replacement coverage. I. Thomson inquired if the cyber crime coverage was adequate. S. Kulik reported that it was the max amount that would be offered under the coverage. T. Brinkmeier inquired if we used the training and other tools provided under the program. S. Kulik reported that they are used. Motion (Brinkmeier, Chesney) to forward to the Village Board for approval; motion passes unanimously. 3.6 2025 Audit Update – S. Kulik reported that the audit would be presented on May 26, 2026 and this was a reminder to follow committee procedures. She reported the working capital ratio was 31.8% and future recommendations would be presented in June. 3.7 Village Administrator Resume Review and Finalist Candidate Selection - S. Riemer read the notice for the Committee of the Whole to enter closed session pursuant to Wis. Stat. §19.85(1)(c), for consideration of the employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility to review Village Administrator resumes and selection of finalist candidates over which the governmental body has jurisdiction or exercises responsibility, and to re-enter open session at the same place thereafter to act on such matters as discussed therein as it deems appropriate. Roll call: Ayes: Bennett, Besson, Brinkmeier, Chesney, Dunning, Riemer and Thomson. Nays: none. Committee convened in closed session at 7:15 p.m. Motion (Besson, Brinkmeier) to re-enter open session. Roll call: Ayes: Bennett, Besson, Brinkmeier, Chesney, Dunning, Riemer and Thomson. Nays: none. Committee re- convened in open session at 8:58 p.m. Trustee Thomson confirmed the interviews with Department Heads & Staff will begin at 11 a.m., with the last interview beginning at 2 p.m. Interviews with the Village Board will begin at 4 p.m. with the final interview at 7 p.m. 4.0 ADJOURNMENT – Motion (Chesney, Brinkmeier) to adjourn at 8:59 p.m.; motion passes unanimously.
