Mayor Jesse Casey Mayor Pro-Tem Dan Herrington Alderman Charlie Hunt Alderman Brandon Sheffield Alderman Frankie Dunagan Alderman Mike Bailey Notice is hereby given of a Regular Meeting of the Hallsville City Council to be held November 20, 2018, beginning at 6:00 p.m. in the Council Chambers of City Hall, 115 W. Main Street, Hallsville, Texas, for the purpose of considering the following agenda items. All agenda items are subject to action. I. Call to Order II. Invocation – The invocation will be given by Mayor Jesse Casey III. Pledge of Allegiance – The Pledge of Allegiance will be led by Mayor Jesse Casey IV. Canvass of the Votes November 6, 2018 City General Election 1. Presentation, discussion, and action of Resolution 2018-17 of the City Council of the City of Hallsville, Texas, canvassing returns and declaring results of the General City Election, held on November 6, 2018, for the purpose of electing three Alderman Positions at large. 2. Administer Oath of Office to the three Aldermen. V. Plaques – Presented to the three departing Alderman by Mayor Jesse Casey VI. Public Comments - (This is the opportunity for the public to address the City Council. Please sign up to speak and indicate the subject you intend to address. Speakers will be recognized in their order of sign-up. City Council may not discuss or act on any issue not posted on the agenda for this meeting. (Attorney General Opinion JC-0169). Citizen’s comments will be limited to 3 minutes after they have been acknowledged to speak by the chair of the meeting. The Citizen will be required to state their full name, address, and the subject they will be commenting on. If the Citizen wishes to make comments about an item that is already on the agenda, discussion will be deferred until the item comes up). 1. Consent Agenda – (All consent agenda items are considered routine by City Council and will be enacted by one motion. Balance Sheet for October 2018 7. Minutes of October 16, 2018 Meeting. IX. Discussion Items X. Items to be Considered 1. Consider and act upon approving a Mayor Pro Tem. 2. Consider and act upon approving Resolution 2018-18 approving the Signatory Agents for the City of Hallsville Bank Accounts at Guaranty Bank & Trust and Texas Bank & Trust. 3. Rezone of Vacant Lot, 5.348 Acres Abst: 305 J HOLBERT, HSE, Hallsville. a) Public Hearing b) Consider and act upon approving and a Zoning change to Vacant Lot, 5.348 Acres Abst: 305 J HOLBERT, HSE, Hallsville. 4. Consider and act upon approving Resolution 2018-19 to designate authorized the Signatory Agents for the 2018 Texas CDBG program contract 7218190. 5. Consider and approve Resolution 2018-20 adopting the required CDBG Civil Rights policies. 6. Consider and act upon approving Proclamation for April 2019 as Fair Housing Month. 7. Consider and act upon approving Resolution 2018-21 for Harrison Central Appraisal District to purchase real property and the sale of real property. 8. Consider and act upon the first reading of Ordinance 2018-07 regarding Centerpoint Energy Resources, Corp. XI. Executive Session Executive Session may be called for the purposes permitted by the Texas Open Meeting Act, Texas Government Code Section 551.001 through Section 551.071, Consultation with Attorney, Section 551.074, Personnel Matters (Appointment, Employment, Evaluation, Reassignment, Duties, Discipline, Dismissal, Complaint). Action if any will be taken in open meeting. XII.
