Notice is hereby given of a Regular Meeting of the Hallsville City Council to be held September 17,
2019, beginning at 6:00 p.m. in the Council Chambers of City Hall, 115 W. Main Street, Hallsville,
Texas, for the purpose of considering the following agenda items. All agenda items are subject to
action.
I. Call to Order
II. Invocation – The invocation will be given by Mayor Pro-Tem Gary Lovelace
III. Pledge of Allegiance – The Pledge of Allegiance will be led by Mayor Jesse Casey
IV. Public Comments - (This is the opportunity for the public to address the City Council. Please sign up to
speak and indicate the subject you intend to address. Speakers will be recognized in their order of sign-
up. City Council may not discuss or act on any issue not posted on the agenda for this meeting. (Attorney
General Opinion JC-0169). Citizen’s comments will be limited to 3 minutes after they have been
acknowledged to speak by the chair of the meeting. The Citizen will be required to state their full name,
address, and the subject they will be commenting on. If the Citizen wishes to make comments about an
item that is already on the agenda, discussion will be deferred until the item comes up).
V. Consent Agenda – (All consent agenda items are considered routine by City Council and will be enacted
by one motion. There will be no separate discussion of these items unless a Councilmember requests an
item be removed and considered separately.)

1. Consider and act upon the approval of the Financial Statements and Independent
Auditor’s Report for September 30, 2018 by Mike Hallum.
2. Open comments to public to discuss TxCDBG Contract 7218190 for Final Public
Hearing.

3. Consider and act upon approving with the WWTP Study Engineer’s recommendation.
4. Consider and act upon amending a previous motion for the Planned Development
Project on Cider Lane for setbacks from 5’ to 4’ (5 Feet to 4 Feet).
5. 2019-2020 General Fund and Water/Sewer Fund Budgets.
a) Public Hearing
b) Adopting the 2019-2020 General Fund and Water/Sewer Fund Budgets.
6. 2018-2019 City of Hallsville Tax Rate

2019-2020 Fiscal Year.
8. Consider and act upon approving Resolution 2019-08 approving an Investment Policy
for 2019-2020 Fiscal Year.
9. Consider and act upon approving Resolution 2019-09 approving the 2019-2020
Employee Personnel Manual and observed Holidays.
10. Consider and act upon approving Resolution 2019-10 approving the Expenditure
Policy.
11. Consider and act upon approving Resolution 2019-11 designating an Official
Newspaper for the City of Hallsville.
12. Consider and act upon approving Resolution 2019-12 cancelling the November 5, 2019
Election.
13. Consider and act upon approving Resolution 2019-13 approving the Agreement for the
Temporary Closure of State Right-of-Way for the Sesquicentennial Parade.
14. Consider an act upon approving the 9-1-1 Network 2020 Budget.
15. Consider and act upon receiving sealed bids for the sale of a City Water Vehicle.
16. Consider and act upon approving Resolution 2019-14 SWEPCO Final Card Approval.
VII. Executive Session
Executive Session may be called for the purposes permitted by the Texas Open Meeting Act,
Texas Government Code Section 551.001 through Section 551.071, Consultation with Attorney,
Section 551.074, Personnel Matters (Appointment, Employment, Evaluation, Reassignment,
Duties, Discipline, Dismissal, Complaint). Action if any will be taken in open meeting.
VIII. Adjournment
