AGENDA Mayor Jesse Casey Mayor Pro-Tem Gary Lovelace Alderman Charlie Hunt Alderman Guy Walker Alderman Brant Cain Alderwoman Lauren Bresch Notice is hereby given of a Regular Meeting of the Hallsville City Council to be held September 21, 2021, beginning at 6:00 P.M. in the Council Chambers of City Hall, 115 W. Main Street, Hallsville, Texas, for the purpose of considering the following agenda items. All agenda items are subject to action. I. Call to Order II. Invocation – The invocation will be given by Alderman Guy Walker III. Pledge of Allegiance – The Pledge of Allegiance will be led by Mayor Jesse Casey IV. Public Comments - (This is the opportunity for the public to address the City Council. Please sign up to speak and indicate the subject you intend to address. Speakers will be recognized in their order of sign-up. City Council may not discuss or act on any issue not posted on the agenda for this meeting. (Attorney General Opinion JC-0169). Citizen’s comments will be limited to 3 minutes after they have been acknowledged to speak by the chair of the meeting. The Citizen will be required to state their full name, address, and the subject they will be commenting on. If the Citizen wishes to make comments about an item that is already on the agenda, discussion will be deferred until the item comes up). V. Consent Agenda – August 2021 (All consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests an item be removed and considered separately.) (Gold Section) 1. Items to be Considered 1. 2021-2022 General Fund and Water/Sewer Budgets (Red Section) a) Public Hearing b) Adopting the 2021-2022 General Fund and Water/Sewer Budgets 2. 2021-2022 City of Hallsville Tax Rate (Orange Section) a) Public Hearing b) Adopting Ordinance 2021-03 approving the 2021-2022 Tax Rate 3. Consider and act upon approving Resolution 2021-05 cancelling the November 2, 2021 election. (Yellow Section) 4. Consider and act upon approving Resolution 2021-06 updating the City Personnel Employee Manual. (Green Section) 5. Consider and act upon approving Ordinance 2021-04 increasing the rate of deposits to the Texas Municipal Retirement System by the employees of the city and a change in the municipal contributions to the current service annuity reserve. (Purple Section) 6. Consider and act upon approving Wendy Hudman for the Board of Trustees for TML Health Benefits Pool Region 15. (Pink Section) 7. Consider/discuss and possible action for authorization to issue requests for proposals (RFP) for administrative services and requests for qualifications (RFQs) for engineering services related to the Hazard Mitigation Assistance (HMA) grant programs of the Texas Division of Emergency Management. (Blue Section) 8. Discussion and possible action concerning AMENDING the abandonment of accepted streets Hatley, Holloway and Woodrow, within the W. C. Crawford Survey Abstract 146, et al., as was made on July 20, 2021. Possible action to exclude Woodrow Street from the abandonment. (Light Green Section) VII. Executive Session Executive Session items are discussed in closed session but any and all action is taken in regular open session. Executive Session is not open to the public because there is a compelling need of confidentially. Executive Session may be called at any time during the meeting and the Council reserves the right to adjourn into Executive Session on any of the posted agenda items for the purposes permitted by the Texas Open Meeting Act, Texas Government Code Section 551.001 through Section 551.071, Consultation with Attorney, Section 551.074, Personnel Matters (Appointment, Employment, Evaluation, Reassignment, Duties, Discipline, Dismissal, Complaint), and/or Section 551.072, Real Estate Transactions.
