Notice is hereby given of a Hallsville Board of Adjustment Meeting to be held August 20,
2023, beginning at 6:00 P.M. in the Council Chambers of City Hall, 115 W. Main Street,
Hallsville, Texas, for the purpose of considering the following agenda item. All agenda
items are subject to action.
I. The Board of Adjustment Meeting minutes from August 20, 2023, were approved at the
September 19, 2023 regular City Council Meeting.
II. Consider and act upon approving the combining of Tract 1 (being 2.062 acres of land);
Tract 2 (being 0.607 acre of land); and Tract 4A (being 1.096 acres of land) into 1 tract
of land. All tracts above are situated in the William C. Crawford Survey, A-146, Harrison
County, Texas. Surveyor field notes with property boundaries are attached for each
tract. Bob and Shinia Kelsey currently reside on Tract 4A and are requesting Tract 1
and Tract 2, along with Tract 4A to become 1 tract of land herein and therefore referred
to as 305 N. Oak Street, Hallsville, TX.
III. Adjournment of Board of Adjustment Meeting
Notice is hereby given of a Regular Meeting of the Hallsville City Council to be held
August 20, 2024, beginning at 6:10 P.M. in the Council Chambers of City Hall, 115 W.
Main Street, Hallsville, Texas, for the purpose of considering the following agenda
items. All agenda items are subject to action.
I. Call to Order
II. Invocation – The Invocation will be given by Alderman Charlie Hunt
III. Pledge of Allegiance – The Pledge of Allegiance will be led by Mayor Jesse Casey
Public Comments - (This is the opportunity for the public to address the City Council.
Please sign up to speak and indicate the subject you intend to address. Speakers will be
recognized in their order of sign-up. City Council may not discuss or act on any issue not
posted on the agenda for this meeting. (Attorney General Opinion JC-0169). Citizen’s
comments will be limited to 3 minutes after they have been acknowledged to speak by the
chair of the meeting. The Citizen will be required to state their full name, address, and the
subject they will be commenting on. If the Citizen wishes to make comments about an item
that is already on the agenda, discussion will be deferred until the item comes up).
IV. Consent Agenda – (All consent agenda items are considered routine by City Council and
will be enacted by one motion. There will be no separate discussion of these items unless
a Council Member requests an item be removed and considered separately.) (Green

V. Items to be Considered
1. Consider and act upon approving the Order of Election and Resolution 2024-02
ordering a regular General Election to be held on November 5, 2024 for the
purpose of electing three Alderman-at-Large positions. (Blue Section)
2. Consider and act upon approving Resolution 2024-03 authorizing for the
Agreement for the Temporary Closure of State Right of Way with the Texas
Transportation Commission. This agreement is for a 5 year term and allows
the City to temporarily close portions of Highway 80 and FM450 during
parade events. (Red Section)
3. Discuss, consider and act upon approving Ordinance 2024-02 amending the
International Building Code 214.216(f) specifically relating to Storm Shelters.

4. Presentation and discussion of the proposed budget for 2024-2025. (Orange
Section)
VI. Executive Session
Executive Session items are discussed in closed session but any and all action is taken in
regular open session. Executive Session is not open to the public because there is a
compelling need of confidentially. Executive Session may be called at any time during
the meeting and the Council reserves the right to adjourn into Executive Session on any
of the posted agenda items for the purposes permitted by the Texas Open Meeting Act,
Texas Government Code Section 551.001 through Section 551.071, Consultation with
Attorney, Section 551.074, Personnel Matters (Appointment, Employment, Evaluation,
Reassignment, Duties, Discipline, Dismissal, Complaint), and/or Section 551.072, Real
Estate Transactions.
VII. Adjournment
