MINUTES OF THE COMMON COUNCIL APRIL 9, 2018 The regular meeting of the Hammond Common Council of the City of Hammond, Lake County, Indiana was held on April 9, 2018 in the Hammond City Council Chambers. Council President Janet Venecz presided. City Clerk Robert J. Golec facilitated. PLEDGE OF ALLEGIANCE was recited by all. Invocation by Councilwoman Venecz and a Moment of Silence was observed. ROLL CALL PRESENT: Markovich, Spitale, Kalwinski, Higgs, Emerson, Woerpel, Rakos, Venecz ABSENT: Torres TOTAL: 8 READING OF THE MINUTES Councilman Spitale, supported by Councilman Emerson, moved to accept the minutes from the Common Council meeting of March 26, 2018 and place on file. AYES: ALL APPROVAL OF CLAIMS Councilman Markovich, supported by Councilman Higgs, moved to approve the claims from March 22, 2018 through April 4, 2018. Claim #1962 through claim #2226, inclusive. ROLL CALL VOTE AYES: Markovich, Spitale, Kalwinski, Higgs, Emerson, Woerpel, Rakos, Venecz NAYS: None ABSENT: Torres Motion carried 8/0/1 CLAIMS APPROVED PUBLIC HEARINGS None COMMUNICATIONS Councilman Higgs - A couple of my constituents are here, they own a piece of property and under public expression they’ll address the Council. In regards to some concerns and the Mayor is also here, so he can hear your concerns as well. In relations to the garbage pickup at the property on Detroit Street, I guess they are having some severe problems with the garbage pickup. ROLL CALL VOTE (passage) AYES: Markovich, Spitale, Kalwinski, Higgs, Emerson, Woerpel, Rakos, Venecz NAYS: None ABSENT: Torres Motion carried 8/0/1 ORDINANCE NO. 9405 PASSED INTRODUCTION OF ORDINANCES 18-09 An Ordinance to Appropriate Funds within The Hammond Police Department Grant Fund for 2018 Councilman Spitale, supported by Councilman Emerson, moved the proposed ordinance to 1st and 2nd reading and referred it to the Finance Committee with a public hearing on May 14, 2018. Councilman Higgs - I would like to be added as a co-sponsor to that particular ordinance. AYES: ALL Prepared by Robert J. Golec Hammond City Clerk 2 MINUTES OF THE COMMON COUNCIL cont. APRIL 9, 2018 INTRODUCTION OF ORDINANCES cont. 18-10 An Ordinance Authorizing the City of Hammond, Indiana, to issue it’s Economic Development Revenue Bonds, Series 2018 (Gateway Projects) and Approving other Actions in Respect Thereto Councilman Woerpel, supported by Councilman Kalwinski, moved the proposed ordinance to 1st and 2nd reading and referred it to the Finance Committee with a public hearing on May 14, 2018. Councilman Woerpel - This is the ordinance that will authorize the sale of the TIF Bonds for the Gateway Project, which is, the former River Park site, Oxbow Landing. For the new development going there and also for the new development going in the Dowling Park, which is a, can I say it? Ice rink. But, there’s no, the sale of these bonds will be paid off by the TIF. AYES: ALL RESOLUTIONS 18R-14 Resolution recognizing the Sectional Tournament Victory of the 2018 Hammond High School Wildcats Basketball Team Councilman Higgs, supported by Councilman Rakos, moved for adoption. Councilman Higgs - I would like to have Hammond Basketball Team please come forward. The Mayor’s also here so, I’m sure he’s proud of you all as well. Coach Moore if you could possibly give the names of the players, as well. Coach Moore - Who I have here now, I have - Harold Woods, Reggie Averon and Aaron and I also have Parker Reynolds. The other gentlemen have A.U. practice in track, so they weren’t able to attend. So I was able to get four (4) guys to come with me. But, thank you Council for recognizing our team and accomplishments for this season. Councilman Higgs - If we could have Clerk Golec to read the Resolution 18R-14 and we have two (2) plaques for the Hammond High Basketball Team. City Clerk Golec read Resolution 18R-14 in its entirety. Councilman Higgs - Also Clerk Golec, could you please read this plaque for me? City Clerk Golec read the plaque. Council President Venecz - Gentlemen, the Hammond City Council does have a plaque to present to you, as well on behalf of the entire City Council. You know I learned about basketball by watching my dad play in the church league. And every Sunday we’d watch basketball on TV and I’d say, who are you for dad? And he would say whatever team and I said well I will be for the other team. That’s how I became a Boston Celtics fan. So I especially like watching High School Basketball because they still call traveling. And I don’t see traveling in the pros very much or I see it, and they never call it. The Hammond City Council would like to congratulate the Hammond High Wildcats for your accomplishments through out the season. Your success’ and indication that Prepared by Robert J. Because there is no I in team. For you seniors the lessons you learned you can apply them on your road through your future endeavors. And for the underclassmen, you are now the leaders of the team for next year. Set the example and lead with integrity and Wildcat Pride. On behalf of the Hammond City Council, once again, congratulations and I would like to read the plaque that the entire Council had made for you. Council President Venecz reads the plaque. R14 ADOPTED 18R-15 Resolution of the Hammond Common Council Approving the Development Agreement among the City of Hammond, Indiana, Hammond Redevelopment Commission, City of Hammond Economic Development Commission, and Kube Sports Complex LLC regarding Development in the Gateway Allocation Area Councilman Woerpel, supported by Councilman Kalwinski, moved for adoption. Councilman Kalwinski - I would like to be added as a co-sponsor please. Council President Venecz - The hockey player, I figured. Thank you. APRIL 9, 2018 PUBLIC EXPRESSION Roosevelt Holloman - We have had major problems with dumping on our property at 412-416 Detroit St. We would like to get four (4) garbage cans instead of the dumpster that we currently have. John Madeka - He spoke about concerns of people getting different types of cancer in the North Hammond area and what might be causing it.
