MINUTES OF THE COMMON COUNCIL APRIL 22, 2019 The regular meeting of the Hammond Common Council of the City of Hammond, Lake County, Indiana was held on April 22, 2019 in the Hammond City Council Chambers. Council President Robert A Markovich presided. City Clerk Robert J. Golec facilitated. PLEDGE OF ALLEGIANCE was recited by all. A Moment of Silence was observed. APRIL 22, 2019 APPROVAL OF CLAIMS Councilman Woerpel, supported by Councilwoman Venecz, moved to accept the claims from April 3, 2019 through April 17, 2019. Claim #2053 through claim #2458, inclusive. ROLL CALL VOTE AYES: Spitale, Venecz, Kalwinski, Torres, Emerson, Woerpel, Rakos, Markovich NAYS: None ABSENT: Higgs Motion carried 8/0/1 CLAIMS APPROVED PUBLIC HEARINGS 19-09 An Ordinance to Appropriate Monies into the 2019 Gaming Fund No one spoke. COMMUNICATIONS Council Woerpel, supported by Councilwoman Venecz, made a motion to place a letter written by George Stoya on file. AYES: ALL COMMITTEE REPORTS Council as a Whole Committee - Councilman Woerpel - Brought out 19-09. Community & Crime Watch Committee - Councilwoman Venecz - Announced upcoming meetings: Wed., May. 1, Edison Community Watch Edison School; 6:30p.m. Wed., May. 8, Edison Community Watch on the Road Golden Manor; 4p.m. Fri., May. 3, Irving Community Watch will meet at Irving School at 9:15 a.m. Pulaski Park Neighborhood Assoc.; Tues., Apr. 30; American Legion; 6:30 p.m. South Hohman will meet Thur., Apr 25; at Trinity Lutheran Church 6:30 p.m. Thur., May. 9; Whiting Robertsdale Crime Watch Calumet College 6:30 p.m. Councilwoman Venecz- Coffee with a cop that was scheduled on April 25,2019 has been canceled. I would like to also announce that Mayor McDermott and his gaming grant we can now offer the free security light, the light is free of charge. APRIL 22, 2019 ORDINANCE 3RD FINAL PASSAGE 19-09 An Ordinance To Appropriate Monies into the 2019 Gaming Fund Councilman Woerpel, supported by Councilman Spitale, moved for passage. Councilman Woerpel- This is a re- appropriation of money that was left over from the gaming funds. For example if we appropriate $ 200,000 for a street and it cost $150,000 this appropriates it back in our accounts. ROLL CALL VOTE (passage) AYES: Spitale, Venecz, Kalwinski, Torres, Emerson, Woerpel, Rakos, Markovich NAYS: None ABSENT: Higgs Motion carried 8/0/1 ORDINANCE NO. 9439 PASSED INTRODUCTION OF ORDINANCES 19-10 An Ordinance Reclassifying Certain Lands in the City of Hammond for Zoning Purposes and Amending Ordinance No. 8514 ( An Ordinance Establishing a Zoning Plan for the City of Hammond including the Regulations and Maps to Administer the Zoning Plan in Order to Provide for Orderly Growth and Development within the City, all in Accordance with the Comprehensive/Land use Plan as Amended) for Property Commonly Known as 850 Indianapolis Boulevard Hammond, Indiana Councilman Kalwinski , supported by Councilman Spitale, moved the proposed ordinance to 1st and 2nd reading and referred it to the Council as a Whole Committee with an Intent to Consider on May 13, 2019. AYES: ALL Councilman Kalwinski- Just briefly this a zoning change for a new gas station and car wash. In order to do that we have to clean up the zoning in the 35 acres. RESOLUTIONS 19R-11 A Resolution Recognizing and Honoring 18th Street Brewery as Best Brew Pub in America Councilman Torres, supported by Councilman Woerpel, moved for adoption. Councilman Torres- I think it’s a proud time for the City of Hammond to have the No.1 Craft Beer Brewery in the country right here in the city of Hammond and also the 2nd District. There’s nobody here today from the brewery but I’m gonna invite them for the next meeting. I’ve got a couple of awards to present to them in honor of that great accomplishment. Prepared by Robert J. R11 ADOPTED NEW AND UNFINISHED BUSINESS Councilman Woerpel, supported by Councilwoman Venecz, moved to cancel the Council meeting scheduled on May 27, 2019 because of the Holiday and re-schedule the meeting for May 28, 2019. AYES: ALL Councilman Rakos- May 4th , HC3 is sponsoring the 5th annual Hessville clean up day at 10 a.m. meeting at Freddy’s Steakhouse. Councilman Rakos- May 4th the city is having it’s annual Cinco De Mayo celebration at the Hammond Civic Center, tickets are $ 15.00 PUBLIC EXPRESSION Chris Mordus- I have a signed petition to legalize backyard keeping of Chickens. Councilwoman Venecz, supported by Councilman Woerpel, moved to adjourn. AYES: ALL Councilwoman Venecz, supported Councilman Spitale, moved to reopen the meeting to allow additional Public Expression. AYES: ALL Maria Castillo- We are looking for sponsors to help us in attending the United States Hispanic Leadership Institute next year.
