AT A REGULAR MEETING OF THE BOARD OF ZONING APPEALS OF THE CITY OF
HAMPTON, VIRGINIA, HELD IN THE HARDY CASH CONFERENCE ROOM, CITY HALL, 22
LINCOLN STREET, AT 5:00 P.M. ON MONDAY, APRIL 2, 2012.
Present: Chairman Thomas Savage and Board Members Rodney Gentry and John
Pope. Absent: Board Members Burnett Peters and Linda Ellis. Also present were
Zoning Administrator Steve Shapiro, Senior Deputy City Attorney Lesa Yeatts, Court
Reporter Virginia Giles, and Recording Secretary Mary Cole.
A motion was made by Board Member Pope and seconded by Board Member
Gentry that the minutes of the March 19, 2012 meeting be approved as submitted.
A roll call vote on the motion resulted as follows:
AYES: Gentry, Pope, Savage
NAYS: None
ABSTAIN: None
ABSENT: Ellis, Peters
12-007: A public hearing was held on the application submitted by Triumph
Christian Center, 4915 W. Mercury Blvd., LRSN 3002703, a variance to reduce the
required front parking setback from 30’ to 6’ and reduce the required side parking
setback from 10’ to 0’ (zero) to allow a church in an existing building.
Steve Shapiro stated that the Triumph Christian Center application, which was
continued from February 6th meeting, was requested by the Pastor to be withdrawn
as they are no longer in the building.
A motion was made by Board Member Pope and seconded by Board Member
Gentry to withdraw the request.
A roll call vote on the motion resulted as follows:
AYES: Gentry, Pope, Savage

ABSTAIN: None
ABSENT: Ellis, Peters

12-014: A public hearing was held on the application submitted by Target
Corporation,1911 Saville Row, LRSNs 7001204 & 7001205, an appeal of the Zoning
Administrative Officer’s decision to not allow an abandoned nonconforming
freestanding sign to remain on the parcel.
Steve Shapiro stated that he called the Target representative as well as the sign
company to let them know that we would only have three members present at
today’s public hearing. Mr. Shapiro advised them that they could go forward with
the public hearing because three members constitute a quorum, but that they
would have to have three affirmative votes for approval of their application, or they
could ask for a continuance; they have requested a continuance to the next
meeting date of April 16, 2012.
A motion was made by Board Member Pope and seconded by Board Member
Gentry to continue the appeal request to April 16, 2012.
A roll call vote on the motion resulted as follows:
AYES: Gentry, Pope, Savage
NAYS: None
ABSTAIN: None
ABSENT: Ellis, Peters
There being no further business to come before the Board, the meeting was
adjourned at 5:05 pm.
