Old Business • There was no old business to address for this agenda. New Business Item 1: Welcome new CEARC Commissioners • Synetheia Newby, CUC Executive Director, welcomed the new commissioners who were present. • Commissioner Crystal Carrington and Commissioner Debra Hudgins introduced themselves to existing commissioners. • During this item, Synetheia Newby also introduced our guests for the meeting: Honorable Anton Bell, Hampton Commonwealth’s Attorney; Hampton Chief of Police Terry Sult, and Hampton Assistant Chief of Police K. Brighton Item 2: Introduction of Attorney Brandi Law (City of Hampton City Attorney’s Office) • Brandi Law introduced herself as the designated legal counsel for the Citizens’ Unity Commission, which provides oversight of CEARC. • She provided a brief overview of the function of the City Attorney’s Office and her sphere of influence relative to public safety in the City of Hampton. 1 Item 3: The Four Stages of CEARC Involvement and Engagement (Quick Overview) • Assistant City Manager Steven D. Bond provided an overview of the stages of involvement and engagement for CEARC. • He highlighted that the commissioners are always in Stage 1, which is monitoring, unless otherwise notified. • A handout was provided to the commissioners and is attached to these minutes. Item 4: Hold a closed meeting pursuant to Virginia Code Section 2.2-3711.A..1 to evaluate and review the performance of city personnel. • The commission was advised of the aforementioned code section as it related to the remainder of the meeting. Item 5: Certification of Closed Meeting • Commissioner Shawn O’Keefe made a motion to enter into a closed session; Commissioner Debra Hudgins seconded the motion. The motion was carried and approved by vote of commissioners. • The commissioners signed a statement of non-disclosure and submitted to Attorney Brandi Law.
