Bond (ACM), Councilwoman Chris Snead Absent: Alice Callahan, Dr. Ahmed Noor, Corey Palmer, Crystal Carrington, Debra Hudgins, Staff: Latiesha Handie (Executive Director), Erica Knight (Program Coordinator) _______________________________________________________________ Date: November 20, 2018 Time: 6:30 pm- 8:30 pm Venue: Ruppert-Sargent Building, Veterans Conference Room, 1Franklin Street Hampton, VA __________________________________________________________________ Call to Order: CEARC Chairperson Shawn O’Keefe called the meeting to order at 6:32 pm Roll Call: Latiesha Handie, CUC Executive Director Action Items Item 1: Review and Approval of Meeting Minutes 9-29-18 Annual Retreat  Chairperson Shawn O’Keefe made a motion to approve the minutes; motion seconded by Commissioner Will Moffett. Minutes approved by vote of commissioners.  The meeting minutes were approved, with one corrections. Commissioner Jim Williams requested that the word (in) from the training session description: Handling Vicarious Trauma & Overview of Mental Health and in our community be removed.  Changes made to reflect grammatical update.  Meeting agendas and approved meeting minutes are now available online at www.hampton.gov/unity. New Business Item 1: Summer Training Wrap-Up (Comments and Feedback)  CUC Executive Director Latiesha Handie recapped the Shoot don’t Shoot Training with the Hampton Police Department and the training provided by Commissioner Alice Callahan on handling vicarious trauma and mental health and the community, which was held in September 2018. Several commissioners shared their insights and reflections. Item 2: Vacancy Update 1   CEARC currently has one vacancy; this vacancies occurred due to the removing of Mr. Larry Enscore, who was notified about the attendance requirements according to the bylaws. Section 4: Accountability - Commissioners are expected to attend all scheduled meetings. Commissioners may not miss more than three scheduled meetings in a fiscal year without notification.  Currently, potential commissioner names are submitted through a process of community nominations and there is a total of 5 in the Board Bank. The nomination will be submitted to City Council for review and the requisite appointments. For the current vacancy, the applications in the Board Bank will be considered and recommendations will be submitted for the December 2018 Council meeting. Item 3: Training Roadmap Review  Media Relations will be the next discussion topic for the commission. CUC Executive Director Latiesha Handie stated that CUC Staff will begin reaching out to the Marketing and Outreach Department and Hampton Police to secure facilitators for January 15, 2019. However, she requested assistance on how to contact Cheryl Tan. Commissioner Michelle E. Benson indicated that she would contact Cheryl Tan for the upcoming training. Training Session  During this portion of the meeting, the commission received facilitated training on Addressing Gun Violence in our Community, to understand the implications of gun violence in our communities and the initiatives and resources available for individuals and communities.  Training was facilitated by community and departmental presentations and a panelist discussion. The panel was moderated by Tetaun Moffett of the Virginia Action Network and comprised by members of the Hampton Police Division, Federal Bureau of investigations Hate Crime Unit and the Educational Fund to Stop Gun Violence Director. Announcements 1. Call meetings: In the event that a crisis or other significant incident occurs a special call meeting will be scheduled by the City Manager or the CUC Executive Director.
