Noor, Jim Williams, Ryan Taylor, Shawn O’Keefe (Chair), Staff: Latiesha Handie (Executive Director) _______________________________________________________________ Date: May 18, 2019 Time: 6:30 pm- 8:30 pm Venue: Ruppert-Sargent Building, Veterans Conference Room, 1Franklin Street Hampton, VA __________________________________________________________________ Call to Order: Latiesha Handie, CUC ED called the meeting to order at 6:40 pm Roll Call: Latiesha Handie, CUC Executive Director Action Items Item 1: Welcome new Commissioner  Dewain Alexander II was introduced to the Commission and he gave a brief overview of his background.  All Commissioners introduced themselves to the new member. Item 2: Review and Approval of Meeting Minutes from March 19, 2019  Commissioner made a motion to approve the minutes; with one recommended change found on the spelling of Michele Riddick Hamilton’s name (one letter l instead of two) motion seconded by Commissioner. Minutes approved by vote of commissioners.  The meeting minutes were approved, with one correction.  Meeting agendas and approved meeting minutes are now available online at www.hampton.gov/unity. Old Business  Latiesha Handie redistributed the Training Roadmap for 2019 for review.  Retreat date was originally planned for the month of August but has been moved to September.  The Interfaith Connection was moved from March to accommodate the Building Rapport presentation facilitated by Corey Palmer.  Breakout into small groups to discuss and plan topics for 2019-2020 1   Commissioner Will Moffett made the recommendation to revisit the FOIA training annually in consideration of new/current Commissioners.  Both Executive Director, Latiesha Handie and Assistant City Manager, Steven D. Bond reiterated the importance of FOIA training as it pertains to the legal briefing and the media training.  Commissioner Will Moffett suggested that CEARC consider making connections with community faith-based organizations as potential liaisons to the commission.  For the expressed purpose of a hypothetical situation, Commissioner Will Moffett created a scenario in which CEARC might have to respond to the news media and or public. Steven Bond responded with the proper protocol, explaining that the Commonwealth’s Attorney’s office and the Chief of Police will determine what can and cannot be disclosed. Latiesha Handie suggested that CEARC have another training on civil discourse and how to communicate among the commission in the event that we don’t all agree on specific issues New Business Item 1: Vacancies & Term Expirations  Latiesha Handie explained that Shannon D. Freeman (Vice Chair) and Ryan Taylor have expressed interest for reappointment. Latiesha Handie stated that both names will be presented to Council on May 28th. Item 2: Training Session Topics Training Roadmap 2019  Addressing gun violence and local gang activity  Civil Discourse on intense topics  Media Relations  Interfaith Connections  FOIA requests  Domestic Violence  Police training simulator (contingent on the opening of the new Police Academy Training Center) Simulated Crisis  LGBTQ awareness  Opioids crisis and human trafficking  How to engage youth and young adults Summer Retreat Session  Diversity 101  LGBTQ Language and terminology  What is diversity and inclusion  Equality vs. equity  Meyers Brigg - Getting to know you (within the Commission) Item 3: The commission expressed interest in how to better engage the community. Latiesha Handie stated that there are many opportunities to do so in the upcoming months.
