BRIEF BACKGROUND STATEMENT:
The City Manager requested this special meeting to discuss additional approaches staff recommends to
further crack down on the increase in shootings and homicides in our community. Recommendations will
include a combination of enhanced manpower, new technology and ordinance changes for your
consideration. While we cannot solely change the societal issues at work in all communities, we can make
clear to those who are committing illegal acts that we will not tolerate their behavior in our community.

BRIEF BACKGROUND STATEMENT:
The Community Action Coalition that emerged after the public forum on youth violence that followed the
carnival related shooting is actively at work. They have developed a strong structure for advancing their
work and are planning a community based event for late August. the City Manager asked them to
participate in the special work session on Tuesday so they can an update.

WHEREAS, the City Council of the City of Hampton, Virginia, has convened a closed session on this date
pursuant to an affirmative recorded vote made in accordance with the provisions of the Virginia Freedom of
Information Act; and
WHEREAS, Section 2.2-3712D of the Code of Virginia requires a certification by the City Council of the City
of Hampton, Virginia, that such closed meeting was conducted in conformity with Virginia Law;
