FULL COMMISSION MEETING MINUTES Hampton Clean City Commission October 9, 2018 ~ 3:30pm Board Members Present: Will Kotheimer; Barb Abraham; Jackie Cannan; Wendy Iles; Alex Maness; Gayle Mooney, Jamie Osso Also Present: Linda Curtis; Veronica Meade; George Curran; Melany Libby; Tawanna Shegog; Jim Williams; Debbie Blanton; C’Faison Harris Opening Business Welcome and Time Sheet: Will Kotheimer opened the meeting, noting the presence of a quorum. He then issue the statement of protocol, noting afterwards that, as a citizen and now a board member, he has never not felt the need for a commission such as this. He then asked that each member think about and offer to share what the HCCC philosophy means to them. Roll Call & Protocol: Roll call was conducted with Debbie Blanton. Debbie asked Linda Curtis if Council had yet selected a board member to fill the slot vacated by the previous appointee. Linda stated that to her knowledge, one had not yet been selected. Approval of August & September Minutes: Wendy Iles motioned to approve the August minutes as submitted; Barb Abraham seconded. Jackie Cannan noted a spelling correction of Linda’s name be added to the September minutes. Wendy motioned to approve; Gayle Mooney seconded. City Attorney’s Office: No report 1 City Council: No report Parks, Recreation, & Leisure Services: No report. Public Works: No report Financial Report: Distributed with agenda packet New Business None Discussion Items Update on 40th Anniversary Celebration Plans and Committee: Wendy discussed the search for a venue with First United Methodist Church Fox Hill being in the running. This site also hosted a volunteer event about two years ago and attendees were pleased with the venue. The caterer, HCS Food & Nutrition Services, will have food stations positioned around the room, and committee members will also have committee displays. She added that since the venue had a piano available, she was thinking about asking Marty Tennille to provide the music during the event since no schools had yet responded to requests. In addition, Lowe’s will be loaning planter centerpieces for the tables. A banner will be ordered for folks to sign. Seven Green School awards will be presented. Winning schools will receive a green, tear-drop shaped acrylic fusion award in addition to a certificate. Adopt-A-Spot (AAS) Golden Litterstick, Extra Mile, and Honorable Mention awardees will receive fun tote bags with 7- function ink pens, and certificates. AAS Appreciation winners will receive certificates. Clean City winners will receive certificates, and the three Excellence Award winners will receive a ready-to-hang artwork and certificates. The YARD of the Year winner will be presented with a framed photograph of the winning yard and a certificate. Wendy also stated that Fun Totes with the 7-Function ink pens are available for members for a $10 donation. Debbie added that the Keep Hampton Green Fund donation envelopes could be used at this time only for those wishing to donate directly to the event. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 20181009 An event schedule has been forwarded to Will and committee chairs are asked to help present awards. Wendy asked that members be prepared to arrive early and stay late to assist with setup and breakdown. Setup time begins at 2pm on the day of the event. Ample parking will be available. Appointed Member Reports Beautification Committee: Barb announced that YARDS judging has ended for the season. Debbie announced Allena Whippo of Adriatic Drive as the YARD of the Year winner. Melany Libby will check to see if Ms. Whippo is attending the event. Fund-Raising Committee: Wendy mentioned the availability of the Fun Totes to members for a $10 donation; contact C’Faison Harris to purchase. A yard sale is planned for Saturday, November 10, 8am-2pm at HCCC. Members asked to donate items for the sale, and to please pre-price the items and bring them before November 9. Items needed are men’s, children’s and babies especially. Painting with A Twist will take place December 6 at Peninsula Town Center, beginning at 7pm. Cost of the event is $45. January 24, 2019 is the date for a Murder Mystery Party at the Hampton Women’s Club. More information will be forthcoming for this event. Hampton Community Gardens: The class on Hypertufa (concrete planters, moss, etc.) will be October 18, 6pm, at Buckroe Community Gardens. The class is free and attendees can take a planter with them. HCCC Staff Reports Clean & Green Workplaces: Jim Williams said the September meeting was cancelled. He noted that he still had not received a response from Hampton University. He has also spoken with Hampton Library staff about having a display there to promote the 40th anniversary celebration. Jim said the committee is looking into doing a recycling event at Hampton University. A community collection is slated for February 2 at Goodwill Resources on Saville Row. Other ventures being discussed are shredding events, pet adoptions, and a possible partnership with the Health Department in providing flu shots. 2 The Virginia Peninsula Clean Business Forum breakfast will be held on March 7 – venue to be determined. The topic of discussion is Green Funerals. Hampton Waterways Restoration Project: Jamie Osso that the oyster population at Sunset Creek has increased. She also stated that she, Melany, Shirley Boyd, Loye Spencer, and George Curran attended a “Sustainable Water Initiative for Tomorrow” (SWIFT) conference which was very informative. Members were encouraged to view the website for more information. Jamie and Loye also attended the Plastics Conference that took place at the Norfolk Zoo. Melany, George, Loye, and Claire Neubert are in their third week of training as water stewards of the Chesapeake Bay. Melany stated that they must complete a 40-hour project as part of the training. Melany also stated that the oyster farms at Sunset, Dandy Haven, and the Hampton University Bridge to Ft. Monroe all have public interaction. Will noted that he attended an oyster roast for youth project where the shells were recycled. Litter Awareness & Recycling: Debbie stated the October meeting was cancelled. The Community Appearance Litter Index will take place October 10, 8am-5pm with a van leaving from HCCC. The next community cleanup will be October 12 along Shell Road. School Pride in Action: Debbie stated participating schools are still involved in the Plastic Bag Contest sponsored by Kroger. Kroger, however, will only receive plastic shopping bags while Food Lion will take all types of plastic bags. Will added that the issue of plastic bags must be addressed by Clean City on a much larger scale. Wendy stated that state regulations known as Dillon’s Rule dictate how Hampton must deal with the issue. Under Dillon's Rule, a municipal government has authority to act only when: (1) the power is granted in the express words of the statute, private act, or charter creating the municipal corporation; (2) the power is necessarily or fairly implied in, or incident to the powers expressly granted; or (3) the power is one that is neither expressly granted nor fairly implied from the express grants of power, but is otherwise implied as essential to the declared objects and purposes of the corporation. The Dillon rule is used in interpreting state law when there is a question of whether or not a local government has a certain power. Judge Forest Dillon, the chief justice of the Iowa Supreme Court expounded this famous rule, which was quickly adopted by state supreme courts around the nation.
