A quorum was present. Approval of April Minutes Approved with a minor revision in the Bee City report. Moved by Wendy Iles; seconded by Gayle Mooney City Council – no report Parks, Recreation & Leisure Services – no report Public Works – no report City Attorney’s Office – not present, but sent the policy and information regarding electronic meetings Financial Overview – postponed to August The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 20190514 Discussion & Voting Items Electronic Meeting Resolution – Debbie Blanton The resolution was introduced and read by Debbie Blanton. Copies were provided in meeting packets. The resolution allows for the use of electronic meetings according to the policy provided. Members had questions about whether all qualified members could attend electronically, even if that left less than a quorum physically present. Members also wanted confirmation that committee meetings could take place via electronic meetings. Moved Approval by Ryan Adams, seconded by both Gayle Mooney, Alex Maness, and Barb Abraham. The motion was unanimously approved. Networking Program Proposal – Ryan Adams Ryan Adams introduced the Networking Program proposal. The program would establish monthly networking events at local restaurants (Vanguard was used as an example). Restaurant owners, HCCC Committee Chairs, experts in Clean City related topics would be invited to talk briefly about their business, committee, or specialty as it pertains to clean city efforts. Participants would pay for their own meals. City employees would be a particularly targeted audience since many city employees have little awareness of the Clean City Commission, but the general public would be invited and welcomed. The goals of the program would be to educate others about the Clean City Commission and its areas of interest; to increase membership on HCCC committees; increasing participation in programs, particularly among city employees; and building better relationships with the local business community as well as individual city departments. Success would be measured by increased participation of participants in HCCC activities. Approval moved by Ryan Adams, seconded by Alex Maness and Barb Abraham. The motion was unanimously approved. Volunteer Recognition Dinner Proposal – Wendy Iles The Volunteer Recognition Dinner Committee proposed that the dinner be postponed to April due to the disruption of the coronavirus pandemic. The award period will be extended to October 2019 – April 2021. All other plans will remain the same unless circumstances change. Approval moved by Wendy Iles, seconded by Chris Grady. The motion was unanimously approved. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 20190514 Food Forest Grant Support Request – Debbie Blanton Debbie asked for HCCC support of a Keep America Beautiful/UPS grant application that will provide funding to plant approximately 40 fruit and nut trees at two or three locations in the city: Gosnold’s Hope Park, North Phoebus Community Center, and possible the Adult and Alternative Learning Center on Briarfield Road. The grant would allow free public access to fresh fruit and nuts, and also provide education about trees to the public. Members expressed concern that a good maintenance plan be developed. One suggestion was to include Adopt-A-Tree as part of the plan. Debbie noted that the grant application requires a good maintenance plan. Approval moved by Barb Abraham, seconded by Alex Maness. The motion was unanimously approved. Nomination and Election Process – Debbie Blanton Since the May meeting, which is the annual election meeting, was canceled, the board needs to elect leadership for the coming year. The City Attorney’s Office disallowed nominations by Survey Monkey, so nominations are needed and then an election held. The group chose to nominate and elect at the same meeting. Approval moved by Chris Grady, seconded by Wendy Iles. The motion was unanimously approved. Ryan Adams was nominated to be re-elected as Chair. No other nominations were put forth. Alex Maness was nominated to be re-elected as Vice Chair. No other nominations were put forth. Both were re-elected unanimously. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 20190514   Summer Activities and Events  CUC Meet & Greet – discussion tabled Committee & Partner Updates (Brief Status Updates) No action has been taken by the committees and partners since March, so updates were not available. Debbie Blanton mentioned that there are cleanups throughout the summer, including make- up dates for the cleanups missed in the spring. Members were urged to participate if at all possible.  Beautification  Bee City  Clean & Green Workplaces  Hampton Waterways Restoration Project  Litter & Recycling Awareness  School Pride In Action  Virginia Cooperative Extension  Hampton VCE Master Gardeners  Virginia Peninsula Master Naturalists Announcements Jackie Cannan received a bouquet of yellow roses from a neighbor to thank her for her efforts in keeping Village Drive clean. Barb Abraham suggested that an ice sculpture featuring the earth or endangered species be featured at the Volunteer Recognition Dinner, with the idea of showing an endangered species “melting away” with climate change. Someone who can do ice sculptures would have to volunteer to do one. Debbie Blanton will ask for volunteers on social media and in the newsletter. Wendy Iles offered bags of fresh produce from her garden to fellow board members. The offer was gratefully received and all produce claimed.
