FULL COMMISSION SPECIAL MEETING MINUTES Hampton Clean City Commission October 7, 2021 ~ 4:30pm Board Members Present: Barb Abraham, Ryan Adams, Jackie Cannan, Chris Grady, Alex Maness, Grady McLean, Gayle Mooney, April Receveur Also Present: Chris Bowman-City Council; Irene Ferrainolo, C’Faison Harris Absent: James Fleetwood Opening Business Welcome and Time Sheet: Alex Maness called the meeting to order, welcoming everyone and asked all to sign in. Roll Call & Protocol: Roll call conducted; quorum present. The board was asked if it would allow a special vote to take place with the three attending members of the Clean & Green Workplace Committee. The vote was required to add volunteer Debbie Blanton to the subcommittee to replace Roger Fournier who stepped down due to scheduling conflicts. The board agreed to the special vote. A motion was made by Ms. Abraham to accept Ms. Blanton, seconded by Ms. Ferrainolo, and unanimously 1 approved by the three attending members. Board Reappointments & Recommendations: The terms for board members Ryan Adams and James Fleetwood expired September 30, 2021. A discussion took place regarding whether the board wished to recommend reappointment for both. Mr. Adams has been a supporting member of the board for several years. A motion to reappoint Mr. Adams was made by Mr. McLean and seconded by Ms. Mooney. The vote to accept the reappointment of Mr. Adams was unanimous and the motion carried. Mr. Fleetwood has only attended a few meetings since his appointment, the last being November 2020. Even after numerous emails, phone calls, and texts requesting his participation, response has been minimal. A motion not to recommend Mr. Fleetwood for reappointment was made by Ms. Abraham and seconded by Ms. Receveur. The vote was unanimous and the motion carried. Regarding recommendations of applicants to fulfill any upcoming vacancies, Staff asked the board if it wished to wait on the submission of recommendations, thereby allowing time to invite candidates to meetings to determine if they are still interested in being considered. The second option was to move forward with making recommendations for submission to Council now. A motion was made by Mr. Maness to discuss applicants and submit recommendations now. The motion was seconded by Ms. Receveur, and the vote was seven in favor, one opposed. The motion carried. A summary of each of the applicants’ information was provided, with Staff asking that all data be considered prior to making recommendations. After a brief discussion, Staff asked that as names of applicants were called, the board, through a show of hands, would give their approval. Votes would be tallied for each applicant, and the three with the highest number of votes would be submitted for Council consideration. The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 20211007 The three applicants selected were Angel Anthony, Phillip Siff, and Liam Thurkettle. A motion to accept the recommendations was made by Ms. Abraham and seconded by Mr. McLean. The vote to accept was unanimous, and the motion carried. 2021 Volunteer Recognition Event: Staff advised of scheduling/venue issues. October 28 initially was selected as the date of the event and City Council Chambers was the venue. Staff was later advised that Council Chambers could only allow 60 persons total due to the City’s current Covid guidelines. Other venues, such as the Rupert Sargent Building and Ft. Monroe Community Center were already booked for that date. Upon learning of the capacity issue, Staff contacted scheduling liaisons for both the Sargent Building and Ft. Monroe to see if Thursday, November 4 was available. Upon finding both were, Staff asked to be penciled in for that date at both sites and would confirm once the board had time to discuss. Also asked by Staff was for the board to consider the option of postponing due to Covid, and rescheduling for September or October 2022. It was noted that awards could still be distributed to winners, and all volunteers would be invited to pick up their awards, certificates, and gift bags in October/November in an effort to let them know how invaluable their hard work and commitment to improving the environment and educating others about sustainability is to HCCC and the City of Hampton. After discussion of the pros and cons, a motion made to postpone the event with the addition of allowing volunteers still to receive awards and gifts now was made by Mr. Maness and seconded by Mr. McLean. The vote to accept was unanimous and the motion carried. Staff then asked the board to complete the ratings forms for the Excellence and Clean City Award nominees. There was discussion of the understanding the rating system, and after explanation, members were able to complete and submit their forms. Mr. Maness and Mr. Ryan asked to be allowed to revamp the ratings form in 2 preparation for next year’s event. Staff was pleased to accept their assistance.
