FULL COMMISSION MEETING MINUTES Hampton Clean City Commission June 14, 2022 ~ 3:30pm Board Members Present: Alex Maness, Chair; Ryan Adams (zoom), Vice Chair; Jackie Cannan; Gayle Mooney; April Receveur, Tim Richardson Also Present: Councilman Chris Bowman; Angela King, Asst. City Attorney (zoom); Dave McCauley (zoom); Jason Mitchell (zoom); Jim Williams; Cris Ausink; Wendy Iles; Courtney Worrall, Cynthia Harris Absent: Barbara Abraham; Chris Grady; Grady McLean Opening Business Welcome and Time Sheet: Alex Maness called the meeting to order, welcoming everyone and asking all to sign in. A quorum was present and members were asked to accept board member Ryan Adams’ attendance via Zoom. A motion to accept was made by ______________, seconded by ____________ and was unanimously carried. Newly council-appointed board member, Timothy Richardson was welcomed and was introduced to all present. Tim stated that he was a Hampton native, graduating from Hampton HS, then Virginia Tech. He lived and worked in the District 1 of Columbia, and is married with two children. We are glad to have him join us. Roll Call, Protocol, and Approval of Notes/Minutes: Roll call was conducted; Protocol was read; a quorum was present. May minutes were reviewed. April Receveur made a motion to accept the May minutes, Jackie Cannan, seconded and the motion carried. HCS/HWRP Oyster Restoration Project Update: Betsy McAllister, HCS STEM Teacher, presented an update on the project. A link to the presentation she provided will be sent for sharing with members. Hampton City Council: Councilman Bowman stated that The State of the Fort at the Ft. Monroe Theatre on Thursday, June 16, 3:30pm. In addition, the Pride Event will be in Phoebus Saturday, June 18, and a Juneteenth Celebration will take place at Darling Stadium on Sunday, June 19, 11am to 6pm, with a Juneteenth Faith Walk starting at City Hall from 11am to 4pm. Hampton City Attorney: No report Hampton Parks, Recreation, & Leisure Services: Dave McCauley announced the following: Food Trucks will be stationed at Honor Park every payday Friday from 11am to 3pm Buckroe Beach Boardwalk Celebration is Saturday, June 30 Mary Jackson Community Center grand opening will be Saturday, July 9, 11am to 3pm Fox Hill Neighborhood Center will open the end of August Crabtown Festival is slated for September The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. He added that the current Aqua Center located on Magruder would remain open during the first week of the Aquaplex opening. After that, the Aqua Center will close to the public. The pool at the Ft. Monroe Community Center will also remain open. Bluebird Gap Farm Festival will be October 22 and 23, 10am to 5pm Holiday Wonderwalk will take place December 16-26, 5pm to 9pm Dave noted that he had made an earlier request for AAS volunteers to help with periodic cleanups at Buckroe Beach and asked for an update on that. Cynthia stated that the listing is being worked on with staff and will be submitted as soon as finalized. Hampton Public Works: Jason Mitchell said they are moving along with summer cleanups along the right of way areas and are updating the ‘Welcome to Hampton’ signs. Jason noted that volunteers are needed to help clean up the LaSalle corridor and asked the board to help with recruitment. Traffic control would in place during volunteer cleanups. He also asked for a listing of Adopt-A-Spot sign locations in the City. Financial Overview: Cynthia noted that current credit/debit and budget information was sent with the agenda packet for board review. She added that the 2021 DEQ grant helped greatly in purchasing resources and services for Clean City programs and that the FY23 DEQ grant application is awaiting approval by the City Manager. Once approved, it will be submitted to Virginia DEQ. Proposals, Discussion, Voting Items & Updates Board Elections: Nominations were offered for the office of Vice Chair. Nominated were April Receveur and Gayle 2 Mooney – both declined. Alex then nominated Tim, and Tim accepted. A motion was made by April to accept the nomination and was seconded by Ryan. Ayes were unanimous. Motion carried. Nominations were then offered for Chair. Jackie Canaan was nominated and she accepted. A motion to accept the nomination was made by Alex and seconded by April. Ayes were unanimous. Motion carried. 2022 Volunteer Recognition: Cynthia asked members if they would like to move forward with an actual in-person event this year that would take place the last Thursday of October. Members were receptive so she asked that members be ready to participate in the planning that will begin with the July meeting. Fall Retreat: Cynthia asked if members would be interested in still doing a retreat since one was not held in the spring as previously planned. She added that Councilman Bowman had graciously reserved the FOP Lodge on Wine Street for the retreat. He asked Cynthia to contact him soon in order to do a walk-through of the venue. Cynthia noted that members need to decide if they want to do a weekday or a Saturday session and come prepared to discuss at the July meeting. She also asked that discussion topics be resubmitted, and to ask for ideas from board committees. Three topics will be selected and become projects for the remainder of the fiscal year. Committee & Partner Updates Beautification: Gayle said the YARDS judges viewed five yards on June 6, with one winner chosen. Clean & Green Workplaces: Jim Williams said the committee met in May and members received the new committee rack cards. A quarterly Clean Business winner was not selected, and he encouraged members to nominate those businesses they feel are worthy of the award. Community Gardens: Wendy stated that this year’s American Community Gardens Association national conference will be in New Orleans. She added that all three of Hampton’s community gardens are full with only two handicapped accessible site left. She thanked board members for their support of keeping Hampton clean. Hampton Waterways Restoration Project: Cris Ausink announced that the next meeting will be Thursday, July 14, 6:30-7:30pm at the Ft. Monroe Community Center. Upcoming cleanups will be July 16 at Bluebird Gap Farm with a boat cleanup at the floating dock, 10am-12noon. On Thursday, August 11, a cleanup will be a Grandview Nature Preserve, 6:30-7:30pm. Litter & Recycling Awareness: For the June 4 Clean the Bay Day, Cris reported there were 16 sites, 199 volunteers, 777.32 lbs. of trash, with 16.62 miles covered. Cris, Courtney Worrall and Alex also provided information on a cleanup initiative with the Hampton Fire Department. The cleanups would occur within a half-mile radius of fire stations. Originally, LRAC would thank the firefighters for their service by giving them a pizza. Courtney contacted fire department and Corey Johnson (Fire & Life Safety 3 Educator) who suggested gift cards, as there are three shifts per station. Cleanups would occur within one half mile of fire station. Grants are being researched to help subsidize project costs. School Pride in Action: No report VA Cooperative Extension: No report Hampton VCE Master Gardeners: Gayle announced they would have a picnic on Thursday, June 15. VA Peninsula Master Naturalists: Cris said that the PMNs are working with Bluebird Gap Farm for the upcoming Trash Bash event. Staff Reports: Cynthia asked for volunteers to complete surveys for the virtual Community Appearance Litter Index. She explained that the index is usually done via a tour of sites throughout the city, but since the pandemic, virtual tour have been conducted where sites are videotaped and volunteers review them online, then score the sites for litter. The tour was actually recorded in October of 2021 and scores will be submitted to Keep America Beautiful, Inc. as part of the affiliate requirements. Volunteers for this virtual tour are Jackie Cannan, Tim Richardson, Alex Maness, Ryan Adams, and Courtney Worrall. Virtual tour information will be sent to volunteers this week and scores must be submitted by Friday, June 24.
