FULL COMMISSION MEETING MINUTES Hampton Clean City Commission September 13, 2022 ~ 3:30pm Board Members Present: Jackie Cannan, Chair; Barbara Abraham; Ryan Adams (via Zoom); Chris Grady (via Zoom); Alex Maness; Grady McLean; Gayle Mooney Also Present: Councilman Chris Bowman; Angela King, Asst. City Attorney (via Zoom); Linda & Robert Boone; Jim Williams; Wendy Iles (via Zoom); Courtney Worrall; C’Faison Harris; Cris Ausink Absent: April Receveur; Tim Richardson Opening Business Welcome and Time Sheet: Chair Jackie Cannan called meeting to order, welcomed everyone and reminded all to sign in. Roll Call, Protocol, and Approval of Notes/Minutes: Protocol was read. Roll was conducted and a quorum was present. Gayle Mooney made a motion to approve the August minutes, Barbara Abraham seconded and all approved. A motion was made, seconded and unanimously approved to allow board members to attend via zoom. 1 Hampton City Council: Councilman Bowman announced the upcoming ribbon cutting for the new Mary Jackson Neighborhood Center on Saturday, September 17. He also attend the Sleep in Heavenly Peace organization’s “Bunks Across America” that took place on Saturday, September 10 at the HCS Adult Learning Center. There were more than 100 volunteers on scene to help build bunk beds for children in need. It was a great success. Hampton City Attorney: No updates Hampton Parks, Recreation, & Leisure Services: No updates Hampton Public Works: No updates Financial Overview: Members reviewed the financial statement. Proposals, Discussion, Voting Items & Updates Volunteer Recognition Update—The event will be on October 20 instead of October 27. Progress is being made on the planning for the event. The next planning meeting will be on Wednesday, September 22 at 1pm. Confirmation on site and caterer pending. Members reminded to nominate individuals, schools, educators, and organizations for the Clean City and Innovative Education awards. They were also advised of the need for AAS sponsors to submit their reports for the period of October 1, 2021 – September 30, 2022. The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 20220913 Fall Retreat Update—It is currently scheduled for November 12, but seeking to reschedule it to the beginning on the year in 2023. All were in favor of the postponement. Holiday Dinner Update—The dinner would take place on the Tuesday of the regular board meeting with each person paying for his/her own meal. Members were asked if they still wished to have the event. Barb Abraham made a motion to have the dinner, and Alex Maness seconded. A list of dinner locations needs to be brought to the next meeting to make a decision on where to hold the dinner. Committee & Partner Updates Beautification: Al Banwell talked with Adam Newman at Bluebird Gap Farm about the bee hives located at the farm and they have a plan to rebuild them. The last YARDS judging took place on Monday, September 12. Gayle Mooney stated that the judging went well. The Yard of the Year winner will be announced at the upcoming Volunteer Recognition event. Bee City USA-Hampton: Barb said that Bee City Committee would like to change the meeting time from 1pm to 2pm on the third Thursday of each month. Grady McLean made a motion accept the time change, Gayle seconded, and approval was unanimous. Barb made a correction to the time change to be 2:30pm. Alex made a motion to amend the time to 2:30pm, Gayle seconded, and all approved. Clean & Green Workplaces: Jim Williams said that the Clean & Green Committee made a motion to change the meeting time from 3:30pm to 3pm on the third Tuesday and it needed to be brought before the Board for approval. Barb made a motion to accept the time change to 3pm, Adam seconded and all approved. Jim said that a great 2 group helped present the Clean Business Award to the Sommer Freeze Ice Cream Shop, noting that owner, Ronni Sommer, was very appreciative of the honor. Community Gardens: No updates Hampton Waterways Restoration Project: Linda Boone said they had a display at the Arts in the Park event at Buckroe on September 10. Linda presented the HWRP Proposal, “Seize the Bay,” for Commission review. “Seize the Bay” will have educational displays at community events and festivals. A motion was made and seconded to accept the proposal. The approval vote was unanimous. At the September 14 meeting, they will be working on the educational display boards. Litter & Recycling Awareness: The first fire station cleanup was on September 10 near Station 1 at the bus stop on Franklin Street. The second fire station cleanup will be near Station 2 on October 1. The next meeting is October 6 at 10am at the Clean City Offices. . School Pride in Action: First meeting will be on September 22, 2022 at 4:15pm. VA Cooperative Extension: No updates Hampton VCE Master Gardeners: HMGs are preparing for its Fall Plant sale in October at Bluebird Gap Farm. The next board meeting is September 14. These will be BYOL (bring your own lunch) events. Staff Reports: Public Comment: First Baptist Church and Sixth Mount Zion Church both have upcoming vaccine clinics.
