FULL COMMISSION MEETING MINUTES Hampton Clean City Commission November 8, 2022 ~ 3:30pm Board Members Present: Jackie Cannan, Chair; Chris Grady; Gayle Mooney; April Receveur, Alex Maness, Barbara Abraham; Ryan Adams (via Zoom); Grady McLean Also Present: Angela King, Asst. City Attorney; Linda & Robert Boone; Jim Williams; Wendy Iles; Courtney Worrall; C’Faison Harris; Cris Ausink Absent: Councilman Chris Bowman; Tim Richardson, Vice Chair Opening Business Welcome and Time Sheet: Jackie Cannan called meeting to order, welcomed everyone and reminded all to sign in. Roll Call, Protocol, and Approval of Minutes: Protocol was read. Roll call was conducted and a quorum was present. April Receveur made a motion to accept the October minutes as written. Motion was seconded by Barb Abraham and unanimously approved. April made a motion to have Ryan Adams via Zoom, Barb seconded and all approved. 1 Hampton City Council: No update Hampton City Attorney: Angela King talked about all the requirements for physical quorums and virtual quorums, stating that the requirements are from the Virginia State Code. There must be a physical quorum present to vote someone in on Zoom for a meeting. FOIA states that three or more people are considered a meeting. If there is an issue that needs to be discussed via email, send it to only two persons. If there are only two committee members present, either cancel the meeting or the two members may talk and keep discussion notes. Hampton Parks, Recreation, & Leisure Services: The Holiday Wonderwalk will be December 19-25, 2022 from 5-8pm nightly. The Wonderwalk starts at the Hampton Coliseum parking lot and is free and open to the public. Hampton Public Works: No update Financial Overview: Members reviewed the financial statement. Proposals, Discussion, Voting Items & Updates Volunteer Recognition Dinner 2022—Cynthia Harris noted the event went well, adding that it was a welcomed surprise when City Manager Mary Bunting appeared and was able to offer congratulatory remarks along with Mayor Donnie Tuck. Cynthia thanked everyone who helped with preparation, set up and cleanup and said she’s looking forward to the 45th anniversary celebration in 2023. Committee & Partner Updates The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 22021108 Beautification: Gayle Mooney announced that YARDS training will begin in January, and the contest season will run April through September. Bee City USA-Hampton: There was no meeting in October due to the Volunteer Recognition Event being scheduled for the same day. Wendy Iles noted that Bee City was asked to create another pollinator garden in Hampton. Clean & Green Workplaces: Jim Williams said that there has not been a meeting for the last few months due attendance issues and inability to create quorums. He added that he’d be speaking with a possible 4th Quarter Clean & Green Business award nominee soon. Community Gardens: Wendy stated that on November 19 a volunteer event would be held at the Phoebus Community Garden. She was pleased to announce that there are now 102 community garden plots in Hampton. Hampton Waterways Restoration Project: At the September 14 meeting, members worked on webpage wording. Changes would encourage the public to seek information on how they can participate in making Hampton waterways healthier. The committee will continue working on the photo opportunity boards and display board information at the November 9 meeting at Fort Monroe Community Center 6:30 PM. A meeting is also planned with the Trash Bash committee whose goal is to finish the sculpture and have it on display by Earth Day 2023. They’ll start collecting marine and shoreline trash for the display as well as plastic #’s 1, 3 & 5 that will be recycled at 757Makerspace. The October 25 ICC cleanup at Dandy Haven Marina went well with seven volunteers. 2 Litter & Recycling Awareness: Ryan Adams said that meeting with Corey Johnson, HFD’s Fire and Life Safety Educator, went well. Cris Ausink led a cleanup on November 5 near the Wythe Fire Station #3 and had 13 volunteers. The cleanup group also cleared some trees and brush around the ballpark. December 3 is the next cleanup near Buckroe Fire Station #4 from 9:30-10:30am. . School Pride in Action: No meeting in October. The next meeting will be November 10 at 4:15pm. VA Cooperative Extension: No update Hampton VCE Master Gardeners: Gayle said they have a board meeting on November 9, 2022. VA Peninsula Master Naturalists: Linda noted the Trash Bash committee is working with Kecoughtan’s school liaison at Kecoughtan. Staff Reports: Cynthia is working on the annual report draft and will share it with committee members soon. For any volunteer hours, please fill out the online form so all volunteers may be properly tracked and recorded. Contact office staff is access to the link is needed. Public Comment: none Meeting adjourned: A motion to adjourn was made, seconded, and unanimously carried at 5:01pm.
