FULL COMMISSION MEETING MINUTES Hampton Clean City Commission January 11, 2023 ~ 3:30pm Board Members Present: Jackie Cannan, Chair; Tim Richardson, Vice Chair; Chris Grady; Gayle Mooney; April Receveur, Alex Maness, Barbara Abraham; Ryan Adams; Grady McLean Also Present: Angela King, Asst. City Attorney; Councilman Chris Bowman; Linda & Robert Boone; Jim Williams; Dave McCauley (via Zoom); Wendy Iles; Courtney Worrall; C’Faison Harris; Cris Ausink; Monica Meharg; Anne Bane Whitley Richards Absent: Opening Business Welcome and Time Sheet: Chair Jackie Cannan called meeting to order, welcomed everyone and reminded all to sign in. Roll Call, Protocol, and Approval of Notes/Minutes: Protocol was read. Roll call was conducted and a quorum was present. Gayle made a motion to accept the November minutes, seconded by Alex and all approved. 1 Hampton City Council: Council meeting on Wednesday, January 11 at 6:30pm. There are two new members of council and two re-elected. Hampton City Attorney: No update Hampton Parks, Recreation, & Leisure Services: Dave mentioned that the ditch at Briarfield Park was very littered and Adopt-A-Spot sponsor NoSleep Cares/Brandy Marks did a cleanup on Saturday. A huge thank you to Brandy for her awesome cleanup. Hampton Public Works: No update Financial Overview: Members reviewed the financial statement. Proposals, Discussion, Voting Items & Updates Guest Speaker—Dan Baxter, Newport News Recycling Coordinator. Dan wears many hats: o former Clean Community Chair in VA Beach for 22 years o runs the non-profit VB Clean Volunteers o is the Asst. Recycling Coordinator-Business for Newport News o is the Outreach Coordinator for Newport News, Public Works o teaches at the Hampton Roads Public Works Academy o teaches the Citizens Public Works Academy for Newport News o is on the Board of Directors of VA Recycling Association The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment.  o is the regional representative to the Keep Virginia Beautiful o helped worked with the Newport News Police Department to start the NNPD Environmental Crimes Unit. The NNPD Environmental Crimes Unit began by talking with Police Officers that were attending community meetings. The started with one Sr. Police Officer champion, then 2 Sr. Police Officer champions and then all the way up to the Police Chief. They got a competitive grant to purchase automated cameras to catch illegal dumping in their city. The camera footage is admissible in court. The cameras have the capability to send footage to an authorized staff member. The cameras have already proved to be very helpful in catching people who are illegally dumping and fining them. Creative Outdoor Advertising cans contain trash and recycling in one large separated bin. It does not cost the city anything because the companies who advertise on the cans pay for them.  Earth Day 2023—will be at Mill Point Park as part of the Mosaic Festival.  Board Retreat—will be on March 14 from 9a-3p. Location to be announced soon.  Volunteer hours—Use the online form on the HCCC website to record all hours so they can be tracked. Committee & Partner Updates Beautification: Wendy shared that there will be YARDS training will be on February 13 at HCCC. There is an online nomination form at the HCCC website for nominations. Volunteers are needed judging and Wendy can be reached at wendy.iles@hampton.gov. 2 Bee City USA-Hampton: Barbara shared that they decorated a tree for the Holiday Wonderwalk at Hampton Coliseum in December. The next meeting is January 19 at 2:30pm. Clean & Green Workplaces: Jim said they are working on a date to present the Clean & Green Award to Mr. Stein at Pac N Mail. The next meeting is January 17 at 3pm. There is a form on the HCCC web page to nominate businesses for the Clean & Green Award. The Clean Business Forum will be in Hampton in the month of March and will return to an in person meeting. Community Gardens: No update Hampton Waterways Restoration Project: Linda shared that they decorated a tree for the Holiday Wonderwalk at Hampton Coliseum in December. They are working with Kecoughtan High School on the Trash Bash sculptures. The next meeting is January 11 at 6:30pm. They had a successful cleanup on January 7. Litter & Recycling Awareness: Ryan shared that they had a cleanup near Fire Station #5 on Saturday and it was a great success. A cleanup near Fire Station is coming up on the first Saturday in February. . School Pride in Action: The School Pride in Action (SPIA) Committee held its organization meeting on September 22 and its second meeting on November 10. The group consists of teacher representatives from many of Hampton’s schools. During the November 11 meeting, representatives from Aberdeen ES, Asbury ES, Bryan ES, The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. Burbank ES, Hampton HS, Jones MS, Kecoughtan HS, Kilgore Gifted Center, Lindsay MS, and Phillips ES were present. ● Representatives provided updates on environmental activities/initiatives at their schools. ● Teachers received an update on recycling and a recycling survey was sent out to assess what needs schools still have. ● Members of the committee will be meeting with Public Works to include more schools in a pilot recycling program (as was conducted during the 2021-2022 academic year) on January 12. ● The committee is planning to continue the Earth Day Environmental Art Contest that had been an annual event prior to the pandemic. A planning meeting was held December 8. Ashley Ault (Hampton HS) is leading the effort with assistance from Sheryl McLaughlin (Jones MS), Julie Santiago (Bryan ES), and Sally Lewis (Kecoughtan HS). The next meeting will be March 9 at 4:15 p.m. VA Cooperative Extension: No update Hampton VCE Master Gardeners: No update VA Peninsula Master Naturalists: Linda shared that they work at Bluebird Gap Farm every third weekend and enough plastics were collected to have a Trex bench made. Staff Reports: Cynthia shared that HCCC was awarded a DEQ Grant of $31,256.00 and we are working on a KAB 3 Grant for Cigarette Litter Abatement. Wendy has done a great job on increasing our social media presence. Cynthia is working on a fund for each committee of $200 per committee. Volunteer hours should be submitted through HCCC’s online link for tracking. Public Comment: none Meeting adjourned A motion to adjourn was made, seconded, and unanimously carried at 5:00 pm.
