FULL COMMISSION MEETING MINUTES Hampton Clean City Commission May 9, 2023 ~ 3:30pm Board Members Present: Jackie Cannan, Chair; Tim Richardson, Vice Chair; Gayle Mooney; April Receveur, Alex Maness, Barbara Abraham; Ryan Adams; Grady McLean Also Present: Tim Drewry, Dep.. City Attorney; Linda Boone; Jim Williams; Wendy Iles; Courtney Worrall; C’Faison Harris; Cris Ausink; Councilman Chris Bowman Absent: Chris Grady Opening Business Welcome and Time Sheet: Chair Jackie Cannan called meeting to order, welcomed everyone and reminded all to sign in. Roll Call, Protocol, and Approval of Notes/Minutes: Protocol was read. Roll was conducted and a quorum was present. Gayle made a motion to approve the RESET minutes with one correction, Alex seconded, and all approved. 1 Hampton City Council: The next meeting is on Wednesday in Council Chambers. The upcoming City budget call for a reduction in tax rates and also reductions in Personal Property and Car taxes. Block Parties are returning to Downtown Hampton on June 10. Hampton City Attorney: No update Hampton Parks, Recreation, & Leisure Services: No update Hampton Public Works: No update Financial Overview: Members reviewed the financial statement. Proposals, Discussion, Voting Items & Updates • Ryan made a motion to accept a reappointment for Alex Maness to the HCCC Board, Gayle seconded and all approved. Alex accepted the reappointment and now a recommendation will be sent to City Council. • HCCC Board Chair & Vice Chair elections and coming up in June and are held in June each year. • We will go over the Pick one, Do One choice cards at the June meeting. • Mosaic Festival follow-up: Comments were shared about would board members felt like they didn’t have any say in the planning of the event, putting educational booths far away from the loud music so the public can clearly hear the educational information that is being shared without having to raise your voice level, and The Hampton Clean City Commission works to improve and enhance the physical environment of Hampton through beautification, solid waste management education, coastal awareness activities, and litter abatement programs; educates citizens; and encourages their participation. As an affiliate of Keep America Beautiful Inc., we share the philosophy that each of us has a responsibility for enhancing our community environment. 202205-10  putting the Earth Day booths in the same area together. An email was received asking if HCCC Board members & Earth Day booths would like to participate again next year. At this time there was not a response. • HCCC’s 45th Anniversary Volunteer Recognition Dinner—Will be held in October and the planning will begin very soon. Committee & Partner Updates Beautification: An email was received about a tiny pollinator garden with a small white fence on Orcutt Avenue and they will be working with the city to see if it can be made into a larger pollinator garden. There was no YARDS judging in April. Bee City USA-Hampton: The next meeting is on May 18 at 2:30pm and they have the Buckroe Farmer’s Market event on June 10, 2023 from 9am-1pm. Clean & Green Workplaces: They had a meeting in April and talked about way to get more members and Clean & Green Award nominees for the second quarter. The committee is very grateful for the Vice Mayor and Council members that attended the VA Peninsula Clean Business Forum. Community Gardens: No update Hampton Waterways Restoration Project: Linda’s time as Chair is coming to a close in July. They were invited to the school board meeting for the Oyster Restoration Award presentation. Trash Bash—the schools are starting the melting process of the plastics and will continue the project in the new school year. The next meeting is on May 10, 2 2023. The Adpot-A-Spot library program will need to be refreshed and also find a better way to help the public learn about the program. June 10 the will be at the Buckroe Farmer’s Market. Litter & Recycling Awareness: They had a good meeting on May 4. Volunteers are needed for two upcoming cleanups. Some of the US Navy personnel will be helping with a cleanup near Fire Station #4 on May 19. They will be at the Buckroe Farmer’s Market on May 27, 2023 from 9am-1pm. . School Pride in Action: Next meeting on May 11 at 4:15pm and this will be the last one for this school year. They had an Art Festival at Bluebird Gap Farm and it went well. They are considering having another Art Festival next year. VA Cooperative Extension: No update Hampton VCE Master Gardeners: They had a big plant sale at Bluebird Gap Farm on May 6 and it was a great fundraiser. VA Peninsula Master Naturalists: They just finished their tree steward class. The Department of Forestry has some plants for sale and donation. The Master Naturalists completed some plantings near the shoreline at Bluebird Gap Farm. There has been discussion on where the Historic Hampton Carousel will possibly moved to and Bluebird Gap Farm is one of the possibilities. The KAB Cigarette Grand funds have been approved and we will be purchasing the prevention supplies. We had 22 groups signed up for Walk Hampton Clean event in April and a total of 69 cleanups were performed.
