HAMPTON COMMISSION ON THE ARTS MEETING MINUTES THURSDAY, SEPTEMBER 3, 2020, 4:00pm HYBRID MEETING: THE AMERICAN THEATRE & ZOOM Attending Present In Person: Councilwoman Chris Snead; Aiya Williams; Rebekah Hill; Iris Goode-Middleton; Rick Allison, Jr.; Assistant City Manager Brian DeProfio Present via Video Conference: Lynda Burke; Charles Winslow; Artistic Director, Richard Parison, Jr.; Arts Administration Manager, Jessica Stepp Wyatt Absent: Thomas Cagley, Derrick Brooks, Councilwoman Eleanor Brown, Interim Director Terri Vander Vennet Call to Order Artistic Director, Richard Parison opened the meeting at 4:20pm. Confirmation of Quorum Present The Hampton Commission of the Arts Quorum was established with 6 members present in-person at 4:27pm. Approval of the Electronic Meeting Proposal – Richard Parison, Jr. • Artistic Director, Richard M. Parison, Jr., read the Electronic Meeting Proposal into the record as required by the Commonwealth of Virginia. This Electronic Meeting Policy enables the Commission to conduct business with a physical quorum present and additional members participating electronically. If there is no official business to conduct and be voted on, then a virtual work session is acceptable and may be conducted entirely virtually. • There was a motion from Commissioner Lynda Burke to approved the Policy; seconded by Commissioner Aiya Williams. There was no discussion and questions. The Commission voted to adopt the Electronic Meeting Proposal. The motion carried unanimously. Introduction of New Members – Richard M. Parison, Jr. • New Members and Terms o Rebekah Hill is joining the Commission for the 2020-2024 term. o Cherelle Cotton is joining the Commission for the 2020-2024 term. o Chris Snead is the City Council alternate for the 2020-2022 term. o Charles Winslow is continuing with the Commission for the 2019-2023 term. • Chair Election o The former chair, Nancy Eason has rotated off the Commission. o Rick Allison, Jr has expressed interest in the position. No additional nominations for Chair were made from the floor. o Lynda Burke moved and it was seconded by Iris Middleton to confirm Rick Allison, Jr as the Chair for a three year term, 2020-2023. The motion carried unanimously. o Chair Rick Allison conducted the meeting with collaboration with Artistic Director, Richard M. Parison, Jr. 1 Artistic Director’s Report – Richard Parison, Jr. • Hampton Arts Activities o Hampton Arts transitioned all programming to virtual offerings in April 2020. Programs will continue to be virtual for the immediate future. • Discussion of School Grants for 2020-2021 o The Hampton Arts FY20 outside agency grant to HC/HAC covered expenses including scholarships, workshops, artist stipends, ticket subsidies, exhibition awards, and the HCA school grant awards. o The Hampton Arts FY21 outside agency grant to HC/HAC will cover similar expenses as the FY20 budget. After discussion with Hampton City Schools Leadership, it became apparent that the Schools cannot use Arts grants this year due to the uncertain nature of the COVID impacts on the school year. o There was a motion to confirm the Hampton Arts FY21 outside agency grant to HC/HAC Department. Rick Allison made the motion and Brian DeProfio seconded. The motion carried unanimously. • Hampton Arts Education o All fall 2020 programs will be virtual. Winter 2020 programs may be virtual or in-person depending on CDC, Commonwealth, and City guidelines. • 2020-2021 Meeting Schedule is attached to the minutes. • Virtual Season Announcement Party o Please join us for the Season Announce on Tuesday, September 8, 2020 at 7pm.
