HAMPTON ELECTORAL BOARD Meeting Minutes February 2, 2022 Opening The Electoral Board meeting was called to order by Vice Chair, Rebecca Winn, at 10:25 a.m. Present David Dietrich, Chair, Rebecca Winn, Vice Chair; Margaret Wilson, Secretary and Tara Morgan, Registrar. Also in attendance was Jim Avery and Ghana Smith, both from the Hampton Democratic Party. Minutes The January 25, 2022, minutes were approved with corrections. Open Issues The new Board member was made aware of the annual Electoral Board Conference at the Homestead Hotel in Hot Springs, Virginia. A follow up will be made by Judge Gaten on new appointment orders for David Dietrich who should receive a copy of the letter that should be forwarded to the City HR for processing. The Registrar recommended the Electoral Board reorganize positions in accordance 24.2.106 and 107. Motion was made by Margaret Wilson, seconded by Rebecca Winn that David Dietrich as Chair, Rebecca Winn as Vice Chair and Margaret Wilson as Secretary. The Motion was passed. A question was asked about a complaint received doing the Recount and an explanation was given and clarified. The Electoral Board set the Board meetings to be scheduled on the first Wednesday of each month at 10:00 a.m. unless otherwise specified. A meeting is scheduled for Thursday, March 10, 2022 at 6:00p.m. with both Political Parties to discuss marketing and recruitment of Election Officials. Letters will be sent to current Election Officials asking it they would like to remain as an Election Official, once received back, a determination of those who will remain as Chiefs and Assistant Chiefs. Once selected, Election Officials must be advised that they work for the Election and not the Political Party. There will be a discussion on the difference between an Election Official, Observer and Poll Watchers. After a discussion on whether to purchase or to lease the pollbooks from KNOWINK, a motion was made by Margaret Wilson, seconded by Rebecca Winn to lease the pollbooks for three years. Overall the cost to purchase rather than lease the pollbooks indicated the responsibility of leasing would be more advantageous because the maintenance and upkeep would remain with KNOWINK. The motion passed. Adjournment The meeting adjourned at 12:28 p.m.
