HAMPTON ELECTORAL BOARD Meeting Minutes April 6, 2022 Opening The Electoral Board meeting was called to order by the Chair, David Dietrich, at 10:08 a.m. Present David Dietrich, Chair, Rebecca Winn, Vice Chair, Margaret Wilson, Secretary and Tara Morgan, Registrar. Also present were James Avery, Treasurer, Democratic Party; Phillip Siff, Chair, Republican Party; John Moran, Chair, Democratic Party; Ghana Smith, Secretary, Democratic Party; Steve Brown, Hampton City Councilman and A.C. Cardoza, State Delegate. Minutes The March 2, 2022 minutes were approved as corrected. Open Issues The Chair asked if the Registrar had sufficient permanent and temporary staffing. The Registrar stated that a request for an Absentee Coordinator has been submitted to the City Human Resources Office and seasonal employees are only used during an election which will be needed mostly in November. There is a limited needed for seasonal employees during a Primary. Once the new pollbooks are received the office may utilize more people. It was stated that the Registrar requested assistance from both political parties to fill the Officer of Election vacancies. It was mentioned that recruitment notices may be placed in the City offices, Libraries, City eNews and on local City television station. There is no deadline for recommendations for Officers of Election. A breakdown of the responses from the Officer of Elections was distributed. It showed a total of 455 contacts were sent and the different types of responses received. The Registrar suggested more training be scheduled during this election season such as two week days, two week nights and three weekends. Training dates will be included in the letters to the Officers of Election. The following training dates are listed below with consideration of graduation upcoming graduations. June 14 – Chiefs and Assistant Chiefs – 7:30 pm June 16 – Chiefs and Assistant Chiefs – 7:30 pm June 9 – Officers of Election – 3:00 pm and 7:00 pm June 11 – Officers of Election – 10:00 am and 1:00 pm June 18 – Officers of Election – 10:00 am and 12:00 pm It was suggested since the current precincts have not been reviewed in 30 years, perhaps some of the precincts could be consolidated. It was determined that no precincts can be considered to do so at this time. The Electoral Board members will visit each of their assigned precincts to review for ADA compliance, convenience and safety. The Registrar said once the new law books are received they will be distributed to each Electoral Board member, Precinct Chiefs and the local political parties. The current Election Administration VERIS system is being changed. The new pollbooks were requested to arrive in May so that training may be conducted prior to the Primary election. New Business - None. Adjournment The meeting adjourned at 11:36 am.
