Hampton Electoral Board Meeting April 12, 2023 10:00 a.m. in the Registrar’s Office Present: Tom Harmon, Tara Morgan, Rebecca Winn, Matt Scott Guest: James Avery Meeting called to order 10:19 a.m. Discussion of annual training, July 20 in Richmond/Midlothian. Tara will get more information on the schedule and the need for lodging related to this meeting. Notes from previous meeting were accepted. HB1948 addresses mailed-in ballots. Witness signatures will no longer be required on mailed-in ballots. Instead, Date-of-birth, and last 4 of Social Security number will suffice to identify voters. It was recommended by Rebecca that each of us on the EB should join the Legislative Committee. There are ADA concerns that need to be addressed. At Thomas Precinct in particular there is a narrow ramp. Starting next week we will make visits to each precinct (over the next 4 months or so) to find out where voting equipment is kept in each, and to prioritize the need for improvements for voter safety and to comply with ADA requirements. Our visits will at least be on 4/17, 6/21, and 6/22, with more to be scheduled. If there are voters who have hearing or sight issues we can engage the “711” or “211” systems to give additional assistance. The state provides access to equipment that will provide help. The Security Check List must be signed by May 1, 2023. Tara will let us know when it is ready for signatures. The “I Voted” sticker contest is getting back on track. The letter to our City Manager regarding parking spaces at the Registrar’s Office, was sent. If we have not heard back by our next meeting – 5/3 – we’ll contact them. During the comment section of the meeting guest James Avery asked if more Officers of Election are needed. It was stated that we can always use more. We encourage the party Chairmen to submit names as people make themselves available. Citizens may also volunteer (they can be sworn in as independents, or may be accepted by one of the parties to represent them). Terms given to new OEs are for the balance of the 3-year term that other OEs have. All terms expire February 1, 2025. Meeting was adjourned at 11:45 a.m. Sincerely Submitted, Matt Scott, Secretary
