Hampton Electoral Board Meeting July 19, 2023 10:00 a.m., Registrar’s Office Present: Rebecca Winn, Tom Harmon, Matt Scott, GR Tara Morgan Guests: Sheryl, Linda, Carolyn, Jacqueline, Nancy, Carmen Meeting called to order at 10:40 a.m. Old Business discussed: Ranked Choice Voting – The legislature has previously approved this method of voting. Arlington has used it, now is pulling back from it. It’s uncertain if Americans will embrace it. We’re uncertain if our tabulators will accommodate this method. A letter still needs to be sent to new Superintendent and school board in regards to the March ’24 Presidential primary and school being in session. Secretary Matt Scott will do this. How are the Voter Rolls cleaned up? The office receives notices from Elect and State Police (possibly others) as to citizens who have died or become ineligible to vote. Tara makes appropriate changes. There are greater efforts to have voters (mostly by the political parties) register permanently for Absentee Ballots. This was approved by the legislature in 2020. A letter needs to be sent to the City Manager regarding the building the office is in. There are ongoing issues with windows and plumbing, and, possibly, the roof. The protection of our equipment and employees health is at risk. Chairman Rebecca Winn will write the letter. Issues that are currently identified need to be repaired by September 22 when early voting begins for the next election. A letter needs to be addressed to City Council regarding parity in salaries for our employees. There needs to be a comparison with comparably sized cities, along with analysis of cost of living compared with those areas. A request was made for actual expenses for the office to be open for Sunday voting. There will be an attempt to determine those with this year’s Sunday voting. Each year will be different as bigger elections have higher expenses. Training for the coming election will include the following sessions (all training sessions are at the Registrar’s Office): OE Training – 10/19 – 2:00 p.m. & 6:30 p.m. 10/28 (101 – basic) 10:00 a.m., & 2:00 p.m. 11/1 – (101 – basic) 1:00 p.m., & 6:30 p.m. (Chiefs, Assistant Chiefs) Early Voting Training – 9/6 1:00 p.m. Mailed-in Ballot Training – 10/4 – 1:00 p.m. Chiefs and Assistant Chiefs will be asked to attend an additional training to be reminded of the basics as this is our only election of the year. July 19, 2023 EB Meeting, pg. 2 Electoral Board Meetings in coming months: 8/8 10:00 a.m. – includes Quarterly Remediation. Part of this meeting will be in closed session. 9/6 10:00 a.m. 10/4 10:00 a.m. Meeting was at ease from 11:45 a.m. – 11:55 a.m. There were some questions from our guests.
