Hampton Electoral Board Meeting
December 11, 18 , 2024 10:00 a.m., Registrar’s Office
Present: Matt Scott, Tom Harmon, Rebecca Winn, Tara Morgan
Guests: Michael, Lacy, Jim, Carl, Carmen, Deb, Cassandra, Malachi, Javian
Called to order: 10:23 a.m.
Department of Elections put out Guidance on the Canvass (just completed). Canvass
was handled successfully, with 2895 Provisional ballots cast. 2622 were accepted,
273 rejected. Of those 47 had to be hand counted.
RLA (audit) was conducted as prescribed.
62,632 ballots were cast in Hampton in the November 2024 election. This was
down approx. 5% from 2016, and up 6% from 2016.
Incident Reports were addressed. Some were held for closed session.
Meeting at ease at 12:56 p.m.
Meeting re-convened at 2:10 p.m.
There was a motion to ask Chiefs, Assistant Chiefs and all OEs to attend available
classes/sessions on safety and security that are offered by the city. They will be
paid for attending. Motion was seconded and approved.
There is agreement that we need to begin reaching out to HPD concerning the HU
Homecoming parade for 2025. We will communicate with Commander Harrison on
this.
A motion was made to clarify our policy on Chiefs and Assistant Chiefs, and how
many elections they need to work before they qualify. This was tabled as we clarify
what is in the code and what Elect has determined on the matter.
A motion was made to accept new precinct boundaries for the June 2025 election
and beyond. This was tabled as we consider locations that have been proposed.
Meeting moved to closed session at 4:14 p.m. to discuss personnel issues and
security issues.
Meeting at ease at 4:45 p.m.
Meeting re-convened 12/11/24 at 10:30 a.m. in closed session.

Meeting came back into Open Session at 12:40 p.m.
Motion was made and seconded to certify that only matters of personnel and
security were discussed. Motion passed.
Meeting was adjourned at 12:41 a.m.
Our next meeting is scheduled for 1/15/25.
