Hampton Electoral Board Meeting February 5, 2025 10:00 a.m., Registrar’s Office Amended Copy Present: Rebecca, Tom, Tara, Matt Guests: Jim Avery, Vincent D. Young, Carmen Nesbit-Torres, City Council member Carolyn Campbell Called to order: 10:08 a.m. Review of Minutes from previous meeting. Minutes were approved as amended. Contact has been attempted with HPD Captain Harrison regarding HU Homecoming Parade as it relates to Saturday Election in October. Letters to EB from Jim and Ghana were read in the meeting. Volunteer Recognition can be done at a number of facilities in Hampton. Rebecca will contact them for pricing and availability Hampton Convention Center Sandy Bottom Park Event Center at Pembroke and Mercury Mary Jackson Community Center Northampton Community Center We will try to do Security Training through HPD. There will be training on April 16, 8:00 a.m. – noon. Tara will contact them as more information is needed. City Council member Carolyn was with us for this meeting. She shared her appreciation for what we have done in recent elections. Also, that she will assist us in any way possible, especially as it relates to building improvements (for ADA purposes) at city owned buildings used for voting. We will contact her if we need her assistance. Concern was expressed about schools being open on Election Days. The only days school is open when there are elections are Special Elections and Presidential Primaries. We have encouraged the schools to close or have virtual days on Presidential Primary days (7March, 2028 is the next one). Tara will ask our City Attorney if we could/should have training on issues related to FOIA.  5 February 2025 Electoral Board Meeting, page 2 Meeting went into Closed session at 11:16 a.m. to discuss personnel and security issues. Meeting was re-opened at 12:38 p.m. Motion was made in accordance with the law to certify that Closed session covered matters related to personnel and security. It was suggested that we acquire a timer for use during guest comments. It was also suggested that a form could be used for guests to our meetings to submit if they had comments they wished to make. We went back into Closed session to discuss matters related to communication with the City Attorney. Closed session began at 12:45. We moved back to Open Session at 12:57. Motion was made in accordance with the law to certify that the only business conducted was related to discussion with the City Attorney.
