Hampton Electoral Board Meeting March 5, 2025 10:00 a.m., Registrar’s Office Amended and Approved Present: Tom Harmon, Tara Morgan, Matt Scott, Rebecca Winn Guests: Thomas Moran, James Avery, Carl Anderson, Vincent D. Vaughn, Frances G. Horne Jr., Penny Adams, Deborah Williams, Courtney Sydnor, Neva Beierle, Lawrence Clark, Jacqueline Wade Meeting was called to order at 10:12 a.m. City Attorney Courtney Sydnor did FOIA training for us. FOIA information can be accessed at the FOIAcouncil.dls.virginia.gov website We are not required to have public comment. We are in favor of having public comments. We should have a policy on public comment if we are going to have it. Information was received from York County on what they do. It’s being worked into shape for our needs. We will secure a timer to assist our guests in keeping to the time limit we set. Our policy will be that in our meetings “Public comments shall be limited to subjects related to local elections.” A motion was properly made by Rebecca to go into closed session to talk about a specific Officer of Election’s job performance from the November election. Motion was seconded by Tom and passed. Closed session began at 11:21 a.m. Motion to move back into open session was properly made. It was certified that we only addressed the matter of the performance of the Officer of Elections, section 2.2- 3711 A(1). Motion was seconded and passed. Open session began again at 12:40. Motion was made to accept the Minutes from 5 February as amended. Motion was seconded and passed. Contacts with venues for Volunteer Appreciation are still being made. Corporal Kennedy contacted Tara concerning the HU Homecoming Parade (scheduled for a Saturday in October when voting is mandated). He reported that HU has not filed for a permit yet. When they file it will be determined what their route will be, and how that might impact voters’ access to the voting place. There is no new information about the security training scheduled for April 16.  5March2025 EB Page 2 A motion was made requesting that the School Board pass a rule/regulation that schools in Hampton cannot be in session for in person learning on any Election Day not already covered by the Code of Virginia. Motion was seconded and passed. It’s possible that we will attend a coming School Board Meeting. Tara attended a Work Session of the City Council. They would like us (the Electoral Board) to attend a future session to share the reasons for the changes in precincts. She’ll let us know when we are invited to attend. Dates of note: June 17 – Primary (if required) May 2 – Early Voting begins May 27 – Close of Books for June Primary June 7 & 14 – Saturday voting for Primary If there is a dual primary all OEs have to have training. Signatures to be on the ballot have to be submitted to the parties by April 3, 5:00 p.m. The parties must certify the candidates by April 8. We will do training (if required) on June 4, 2:00 p.m. and 6:00 p.m., June 7, 10:00 a.m. and 1:00 p.m.. Chiefs/Assistants will be on June 11, 6:00 p.m. Comments were made by 3 guests.
