Hampton Electoral Board Meeting April 16, 2025 10:00 a.m., Registrar’s Office AMENDED AND APPROVED 05.07.25 Present: Tom Harmon, Rebecca Winn, Matt Scott, Tara Morgan Meeting called to order at 10:07 a.m. Public Comment Policy is finalized. Forms are available for those who would like to speak to the board. Comments must be limited to issues related to local elections. They will be limited to 2 minutes per speaker. Minutes from the March meeting were amended and approved. Motion was made to move to closed session at 10:16 a.m. to discuss performance of an Officer of Elections during the November election (code section 2.2). Seconded and passed. Motion was made to certify that only matters stated before the closed session were discussed, and to move back into Open session. Seconded and passed, Meeting was re-opened at 10:48. An email will be sent to School Board members and Superintendent requesting implementation of policy to close (or move to virtual) schools on all Election Days that are not otherwise covered by the Code of Virginia. Rebecca will send this email. Public Comment was made by Carmen Torres-Nisbet. The list of ADA needs will be sent to the school administration to prompt improvements that have been identified as needed. Volunteer Recognition – Still waiting for response from some venues. Security Training – Tara contacted the City concerning this. Chiefs and Assistant Chiefs will be trained prior to the fall election. VEBA Meeting Re-cap – There was mention of Satellite Offices. They can be utilized in the last 2 weeks of the election cycle. Curbside Voting – The issue is whether or not campaigners can approach voters who are waiting to vote curbside. There is legislation this year that is not completed.  Electoral Board Meeting, April 16, 2025, Page 2 City Council Work Session Review from March 26 - Tara is working with GIS and City Attorney on the possible splitting of the East Hampton precinct to have a precinct at HU. The precinct would likely include voters from the VA area, and apartments in the vicinity of HU. The question was asked about what to do with the other precincts that require changes because of inadequate building situations. We can address those in the future and refer possible changes to City Council. 2025 Election Plans HU Homecoming Parade – Tara received a call from HU stating that they would likely use a different parade route this year. Corporal Kennedy sent an email, but Tara (nor any of us on the EB) were included in the email that was sent. The June Primary will be for both parties. The Republicans have two candidates for Lieutenant Governor. The Democrats have 6 candidates for Lieutenant Governor, and 2 for Attorney General.
