Hampton Electoral Board Meeting July 16, 2025 10:00 a.m., Registrar’s Office Approved with Changes 08.13.25 Present: Chair Rebecca Winn, Vice Chair Tom Harmon, Registrar Tara Morgan, Secretary Matt Scott Meeting called to order 10:10 a.m. Representatives from HU and HPD were present at the meeting to discuss planning considerations for the HU Homecoming parade. This is an issue because there is early voting at the Registrar’s office the same day as the parade. Plans were finalized that appear acceptable to all involved. There is voter education and outreach to HU and VPCC leading up to the November Election. We will be present on both campuses August 20 (12:00 noon @VPCC, and 3:00-4:30 at HU), as well as September 17 (1:00 p.m.) and October 16 (12:00-2:00) at VPCC. The goal is to have more students register to vote prior to Election Day to cut down on Same Day Registrations. City Council will again take up the discussion of a new precinct on the campus of HU. This will be on December 10. Minutes from the June 17 EB canvass were approved as presented. There were no comments made by our guests today. Motion to go into Closed Session for personnel issues was properly made and seconded. Closed session began at 10:23. Motion was made and seconded to move into Open session, certifying that we only discussed matters approved prior to closed session. Open session began again at 11:13 a.m. Volunteer Recognition Event was discussed. Various locations and catering set-ups were discussed. School Board Policy on Election Days – no response from School Board yet. ADA needs – in process Phoebus Library precinct – ADA needs discussed Security Training for Chiefs and Assistants – follow up is being done on this July 16, 2025 Meeting, Hampton Electoral Board, Page 2 Training for 11.04.25 Election. Early Voting begins 09.19. Training for Early Voting workers – 09.09*, 2:00 p.m. Training for OEs for November 4: October 1, 2:00 p.m. October 18, 10:00 a.m. October 21, 2:00 p.m. Training for NEW OEs: October 18, 2:00 p.m. October 29, 2:00 p.m. Training for Chiefs & Assistant Chiefs: October 29, 6:00 p.m. 07.30 is EB training in Richmond Discussion of new laws will continue in Richmond Sunday voting – have we been able to coordinate with other cities in our area? Not really. Each city does it’s own thing on this matter. The meeting was made at ease as there were security and personnel matters to be discussed. The meeting was not reconvened on 07.21 as planned due to sickness on the part of our chairwoman, Rebecca.
