Hampton Electoral Board Meeting August 13, 2025 10:00 a.m., Registrar’s Office Minutes Approved 10.02.25 Present: Chair Rebecca Winn, Vice Chair Tom Harmon, Registrar Tara Morgan, Secretary Matt Scott Meeting Called to order 10:10 a.m. Motion to accept Minutes from July 16 approved with changes to some dates cited. Public Comment: Barbara Shipley commented on the propriety and legality of bringing people who don’t have proper authorization into a voter precinct on Election Day. Also, the propriety and legality of giving water to voters who are waiting to vote. Old Business – O.E. Recognition – Venues and catering options are still being considered. School Board Policy – There’s been an attempt to connect on this matter with the Schools Attorney. Apparently there’s a new attorney in that position. ADA Compliance – Our report due by 09.01.25 Tech Upgrades – PHS and Burbank identified as needing upgrades for the sake of phone service Security Training – Awaiting dates Election Prep – Matt is to contact Dr. Bowling concerning the coming election. There are different custodians in many school buildings with each election. 08.13.25 Hampton Electoral Board Meeting, page 2 City Council is slated to discuss precinct changes again December 10. New Election Laws (approved and enacted as of 07.01.25) – - Provisional Ballots must be reported by Precinct (we’ve done this since the ballots became individualized by precinct). - No campaigning shall be done for/against referendums within the 40 foot limit on Election Days. - “Close of Books” is now 10 days prior to the election See attached document for more new and changed laws related to elections. Voter Engagement – We will be at HU on 08.20.25, 3:00-4:30 p.m. to make a presentation. The purpose is voter education and new voter registration. This will be at Ogden Hall on campus. - We will also be at VPCC on 08.20.25, 12:00 noon- 2:00 p.m. to educate and register new voters. We are invited to that campus two times in the fall as well. - Two office staffers will be with us at each of these events New Business – At a recent training, attended by the entire board, our Registrar, and some staff members in the office, some of the discussion centered on Duties and Delegations (see attached document).
