Meeting Minutes March 13, 2017 ~ Lawson Conference Room MEMBERS PRESENT: Scott Arnott, Charlene Clark, Patrick Garvey, William Lewis, Scott Seymour STAFF PRESENT: Bruce Sturk (Executive Director), Bonnie Brown (City Attorney), Annette Oakley (Clerk) COUNCIL LIAISON: Linda Curtis, Teresa Schmidt GUESTS PRESENT: Laura Sandford (EDA), Rick Dwyer (HRMFFA), Charlotte Hurd (Senator Warner’s Office), Bruce Hoogstraten (NAST) CALL TO ORDER: Chair Clark called the meeting to order at 1:02 p.m. and welcomed everyone. She also welcomed newly appointed member, Stevie Hunt, who has not officially been sworn in yet, but is attending as an observer. Mr. Sturk asked everyone to please introduce themselves to Mr. Hunt. Chair Clark asked Ms. Oakley to call the roll. APPROVAL OF Chair Clark stated the February 13, 2017 draft minutes were distributed for review and MINUTES: asked if there are no changes or corrections, called for a motion to approve. ACTION: A motion was made by William Lewis to approve the minutes and seconded by Scott Arnott. A roll call vote was taken, which resulted as follows: Ayes: Arnott, Clark, Garvey, Lewis, Seymour Nays: None Absent: Arnold, Hinshaw, Hogg Abstain: None REPORTS & Local Federal Area Updates BRIEFINGS:  Association of Defense Communities (ADC): Mr. Sturk gave a brief update on the ADC Conference he attended in Texas, stating both commanders of Fort Eustis and Langley attended as well. He stated it was a good opportunity to see what other installations are doing in areas, such as energy conservation, joint land use studies, partnerships/shared services, etc. He stated a highlight of the conference was Hampton Roads was selected as one of the top defense communities in the nation for 2017 and will be recognized at the National Summit on June 19th–21st. One thing they will showcase is the Adopt an Airman Program. Representatives from ADC will be coming to Hampton to interview participants and show a video at the National Summit. He stated this recognition is a really good news story!  Langley Air Force Base: o P-4 Initiative - Mr. Sturk stated staff continues to work with Langley on shared service opportunities and last week they discussed partnering on the aquatics project. City staff will meet to review some questions from LAFB about this possible partnership. Staff is also moving forward with the Firing Range partnership with LAFB and the Hampton Police Division. o Clear Zone - Mr. Sturk stated he and Ms. Brown have a contract in review, which is near the southwest end of the LAFB airfield. He and Ms. Brown are also working on the REPI program with Langley, which would extend additional acquisitions of willing seller’s land and around the flight approach zone. o Joint Land Use Study (JLUS) - Mr. Sturk stated the next phase (Dutch Dialogue) is working with a consultant on addressing resiliency, adaptation, etc. to help mitigate sea-level rise and continue operations at LAFB. He stated there are three bids in and staff will review each in the next week or so.  Military Affairs Committee (MAC) - Mr. Sturk stated the next MAC meeting is Tuesday, March 14th at 5:00 p.m. He provided a flyer regarding an upcoming event, ‘Little Heroes at Home’, to be held April 2nd at the Hampton Roads Convention Center (copy on file). The MAC will be partnering with the Air Force Sergeants Association on maintenance of the Oakland Cemetery. Mr. Garvey stated the cemetery was basically abandoned by the owner. In regards to the Little Heroes at Home event, Mr. Garvey mentioned there is not much advertisement, as it is mainly for the military and their families. Ms. Clark inquired if it’s appropriate to send the flyer to some of her retired military customers. Mr. Garvey responded yes.  Fort Monroe/NPS – Mr. Sturk stated he and staff met with Terry Brown and they are working towards the jurisdictional document to allow first-responders to operate with the appropriate authorities on federal property. They are also reviewing a MOA, which describes the City services we provide in partnership with the Fort Monroe Authority (FMA). He stated about 50% of land will be fee simple and will transfer to the NPS, which is the Chesapeake Bay side. Mr. Sturk stated the Department of the Army and the State have signed the final agreements on the deed transfers for additional properties to move over to State ownership. He stated the City Manager and Glen Oder, of the FMA, will present a Joint Vision Statement for Fort Monroe at their April Board Meeting.  National Aeronautics & Space Administration (NASA) – Mr. Sturk stated the NASA-based movie ‘Hidden Figures’ is still currently playing and is a great story; he highly recommends that members see it. He stated there will be a lab dedicated at NASA Langley Research Center on April 12th in honor of Katherine Johnson.  Hampton Veterans Administration Medical Center (HVAMC) – Mr. Sturk reported Mr. Dunfee retired and Mr. Black was the interim until Friday; he will be moving to St. Cloud, Minnesota to take a director position there. We will know the new interim soon and a permanent director should be assigned in June. Mr. Sturk mentioned a recent unfavorable news blast from the Inspector General, regarding the veteran’s administration, was not accurate data. He stated our internal representatives are trying to get to the right answers and what the challenges are. He stated he and Vice Mayor Curtis sit on the Community Engagement Board and 2  one thing they will tee-up is access. He mentioned former Secretary of Veteran’s Affairs, Eric Shinseki, focused on homeless veterans, and the focus of the newly appointed Secretary, David Shulkin, will be on veteran suicide. Mr. Sturk reported there will be a Community Leaders Breakfast on April 28th at 8:00 a.m. and Dr. Albert “Bull’ Mitchum is the guest speaker. He encouraged all to attend. Mr. Sturk also reported LAFB Air Combat Command has a new four-star General, Mike Holmes, who is a great person. Mr. Garvey inquired about debt ceiling limit/impacts. Mr. Sturk stated they have not heard much, as there are uncertainties, such as continuing resolution. Mr. Dwyer agreed and stated talks have mostly been about FY17 supplemental and if we will be under a C-R all year. Hampton Roads Military Federal Facilities Alliance (HRMFFA) – Mr. Dwyer gave a brief update, stating the administration is to release a ‘skinny’ budget on Thursday, with a more detailed version in May. He stated the HRMFFA Board Meeting will be March 16th and Secretary Harvey will be giving a presentation on the P-4 opportunities; he will push for more shared services, particularly with the Navy. Mr. Sturk mentioned one topic of discussion, while attending the ADC Conference, was BRAC; in particular within the Air Force and Army, but with the current administration, it may not happen. NASA Aerospace Support Team (NAST) – Mr. Hoogstraten stated they are awaiting the ‘skinny’ budget, but are still under a C-R until April. He stated they read a lot about things that are being introduced within the new administration, but do not have a good feel yet of what will happen with NASA over the next couple of years. NAST is working on legislative priorities for next year; things like aeronautics research is very important and looks to be in good shape. Mr. Hoogstraten stated they met with the NAST transition team a few months ago and had a very favorable meeting. He stated February 17th was Legislative Day on the Hill, and an upcoming event which NASA is promoting, is the Centennial Celebration, with a Gala in July. He stated there will be a luncheon and tour of Wallops Island next Tuesday, and to let Mr. Sturk or Ms. Oakley know if interested in attending and he will send an invitation. Senator Warner’s Office – Ms. Hurd stated there will be a Veterans Women’s Summit on March 22-24, 2017 at the Convention Center in Chesapeake, which is a big event. She will send the information to Mr. Sturk.
