Opening Call to Order The meeting was called to order at 6:00pm A. Roll Call and Verification of Quorum Quorum verified. B. Pledge of Allegiance 1 C. Approval of Minutes of the October 8, 2012 Neighborhood Commission Meeting The Chair asked for consideration of the minutes for the October 8, 2012 Neighborhood Commission meeting. Robin Carpenter made a motion to approve the minutes. Henry Mills seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements • The Chair welcomed Peggy Todd, Kathy Johnson and Steven Edwards to the Commission. • The Chair shared the letter sent to the City Manager regarding Parking on Lawns. E. Youth Report • Anthony thanked Commissioners for their help with recruiting youth over the past several weeks. • Over the next several months, the Neighborhood Youth Advisory Board (NYAB) will work with the Hampton Youth Commission on the Youth Component update. Specifically, the NYAB will serve on a focus group for two youth component areas; Youth Share Leadership and Caring Relationships. F. Items from the public • Brian Chenault from the Hampton Roads Transportation Planning Organization spoke briefly to invite all Commissioners to participate in a five-minute online survey that gauges citizens’ experiences with and perceptions of transportation issues (i.e., congestion, access to public transportation, etc) in Hampton Roads. This survey is the first in a series of surveys designed to obtain public input on regional transportation issues, needs and priorities as part the 2040 Long-Range Transportation Plan (LRTP). 2 II. Actions (New Business) Item A. Consideration of the Chair of the Neighborhood Commission • Terry O’Neill, Executive Director presided over the meeting. • The Nominating Committee recommended Judy Hart to serve as the Neighborhood Commission Chair. Terry opened the floor for additional nominations. Hearing no additional nominations, Terry called for a vote. APPROVED AYES: 14- A. Bane, N. Belew, A. Callahan, R. Carpenter, S. Edwards, J. Gray, J. Twine Terry presented Tommy Southall with a plaque and thanked him for his service as Chair of the Commission. Item B. Consideration of Chair-Elect of the Neighborhood Commission (vote) • Judy Hart, Chair presided over the meeting. • The Nominating Committee recommended Kathy Johnson to serve as Chair-Elect of the Neighborhood Commission. 3 • Judy opened the floor for additional nominations. Recognition of Newly Registered Neighborhood Organizations • On behalf of the Capacity Committee, Robin Carpenter presented certificates to all the new registered neighborhood organizations. • The purpose of the Registered Neighborhood Organization program is to encourage neighborhood serving organizations to work in partnership with the Neighborhood Commission. • Newly registered neighborhood organizations included; o Crowne Point, District 8 o Riverdale Regional Civic Association, District 3 ƒ David Belew accepted the plaque on behalf of the neighborhood and thanked the Commission for their support. o Malvern Civic Association, District 4 Item D. Recognition of the Aberdeen Gardens Historical and Civic Association- 75th Anniversary 4  • Tommy Southall read the proposed proclamation to the Commission. • There were no additional changes or comments regarding the proclamation. • Tommy made a motion to approve the proclamation as written. Reyes, P. Todd, A. White, and T. Southall. NAYS: 0 ABSTAIN: 0 ABSENT: 4- K. Duncan, E. Lattimore, J. Samuels, and V. Twine Claude Van, III spoke on behalf of the Aberdeen neighborhood. Claude thanked the Commission for their support, specifically the District 10 Neighborhood Commissioner, Judy Hart for keeping the neighborhood informed and engaged. The organization has several things coming up in the new year to gain more national recognition for the neighborhood. Item E. Analysis of Proposed Zoning Ordinance Amendment regarding Wind Turbines • Terry O’Neill gave a brief overview of the process for analysis of these types of ordinances for the new Commissioners, and reviewed why staff has initiated this ordinance amendment. • Feedback from neighborhoods included the following; 5  o District 10- cons included the appearance of the turbines, their effect on birds and the cost. Pros- the benefit of using alternative energy. o District 3- Did not receive as much feedback. There seemed to be a lack of interest by homeowners in District 3 since the wind energy in their area is not significant enough for use of wind turbines. Generally, homeowners felt safety precautions should be put into place. o District 2-Lack of interest since the level of wind energy in the district won’t accommodate wind turbines. o District 7- Residents had concerns about the noise from wind turbines. Overall, people felt comfortable with changing the ordinance to allow them. o District 9- There was no opposition to changing the ordinance. Residents felt the process for obtaining a wind turbine should be similar to a use permit, which will allow surrounding homeowners to have input. o District 1- No feedback. o District 6- No feedback. o Steven Edwards raised a question about businesses who want to mount wind turbines. ƒ The ordinance amendment only addresses residential properties at this time. Item F. Consideration of Special and Ad-Hoc Committees (vote) • Tommy Southall reviewed the proposal for the new committee structure. The new structure was discussed at the October meeting and was based on the revised Commission work plan. • The new committee structure includes new special committees; o Community appearance, Pride and Image o Civic Communications o Neighborhood-School Partnerships o Youth • There were no additional comments or questions from Commissioners. Consideration of Appointments to the Executive Committee (vote) • The Executive Committee composition was revised and approved in September as part of the revisions to the Neighborhood Commission by-laws. The new Executive Committee composition includes; Chair, Chair-Elect, all Special and Ad-Hoc Committee Chairs, and one (1) City representative. • There were no additional questions or comments from Commissioners. Robin Carpenter made a motion to approve the Executive Committee slate of officers. Henry Mills seconded the motion. The Chair called for a vote. APPROVED AYES: 14- A. Bane, N. Belew, A. Callahan, R. Twine Item H. Discussion regarding December Neighborhood Commission Meeting • Tommy reminded Commissioners of the discussion last month regarding the December meeting and the holiday social. • Since there are items that must be discussed in December, commissioners agreed to change the public meeting time to 4:30pm on December 10, then adjourn the business meeting for a holiday social. IV. Dialogue A. Matters by Commissioners • Commissioners were reminded to cast their vote on November 6, 2012. • James Gray reminded Commissioners about the dog tethering ordinance that will go in to affect on January 1. Animal Control is working to get the word out to citizens. • Riverdale partnered with Burbank Elementary School for the recent Fall Festival. • Riverdale is having a Christmas party on December 17, 2012. All Commissioners are invited. • Nancy Belew reminded staff and the Commission about having a discussion regarding the pool grants well before pool season starts. o Staff expects to have all of the pool grant information compiled to discuss with the Commission in January. • Questions from Commissioners regarding clothing drop boxes. Several have been seen throughout District 9 and citizens would like to know how drop boxes are regulated. B. Committee Status Reports None Director’s report 8  • Neighborhood Commission Orientation will be held on November 15, 2012 at 6pm. Dinner will be provided. • Hampton City Schools will host their Community Priorities Workshop on November 29, 2012 at Andrews Pre K-8 School. Please respond to the invitation.
