Roll Call and Verification of Quorum Quorum verified. B. Invocation Invocation was given by Steven Edwards. C. Pledge of Allegiance D. Approval of Minutes of the March 11, 2013 Neighborhood Commission Meeting 1  The Chair asked for consideration of the minutes for the March 11, 2013 Neighborhood Commission meeting. Robin Carpenter made a motion to approve the minutes. Peggy Todd seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. E. Chair Announcements II. Directors Report  Cindy Woolwine shared that April is Fair Housing Month and read the City Council Proclamation proclaiming April as Fair Housing Month in the city of Hampton. Commissioners were provided with a copy of the Fair Housing Handbook and invited to attend the Fair Housing Workshop at 7PM on April 25, 2013 at the Ruppert Sargent Building (1 Franklin Street). III. Briefings A. Recognition of Pow hatan Park Neighborhood Watch as a Registered Neighborhood Organization Sabrina Carr presented the Registered Neighborhood Organization certificate on behalf of the Commission. Judy Hart and Stu Fletchner accepted the certificate on behalf of the neighborhood. B. Briefing on Clothing Drop Boxes Steve Shapiro, Community Development Deputy Director presented regarding clothing drop boxes and provided an explanation of regulations in surrounding localities. He explained that there are four options to regulate the clothing drop boxes; (1) maintain the status quo—don’t regulate, (2) prohibit, (3) allow with restrictions, or (4) allow without restrictions. Comments and questions from Commissioners included;  The boxes should state whether the organization is for-profit or non-profit.  Donation boxes should have some restrictions, but they shouldn’t be prohibited. Concerns such as safety and aesthetics should be considered.  Is there concern that the organizations may not be non-profits groups?  Without regulations no one can be held accountable for the boxes.  If the organizations are for-profit are they required to have a business license?  Many non-profit organizations will pickup donations from your home. The Commission could be proactive in providing this type of information to neighborhood organizations. Based on responses from the Commission staff will pursue regulatory measures to address the clothing drop boxes. Commissioners suggested an administrative permit as an option. Steve will provide a timeline t after speaking with other staff and conduction additional research on the Commission’s questions and comments. C. Hampton Home Repair Blitz Update Jonathan McBride provided an update for the upcoming Home Repair Blitz event on May 4, 2013. Staff has received 11 applications from homeowners in the area. Many sponsorships and donations have been pledged from various organizations throughout the community. Commissioners are asked to help on the day of, specifically with registration and passing out t-shirts and maps. The event will kickoff at 8:30am. 2 IV. Action Items A. Proposed Process for Community Input on Mayoral Election (vote) The proposed process to help gather public input regarding the suggested changes to the mayoral election process was presented to the Commission in March. The Civic Communications Committee incorporated comments received from the Commission, and presented the revised dates and locations of the meetings. The new proposed dates are September 24 and October 3, 2013. Staff will work with Ann Bane to find the best school locations for the meetings. Robin Carpenter made a motion to approve the recommendation. Valerie Twine seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Motion carried B. Committee Status Reports 1. Executive Committee  Executive Committee will be meeting next Monday, March 18, 2013 at 5 pm. 2. Nominating Committee  The Nominating Committee held a neighborhood leaders meeting for District 4 & 5 on March 14. While two citizens attended the meeting, no applications for Commission were received. The committee is currently discussing other options for reaching out to the neighborhood leaders in these districts. Ann Bane agreed to reach out to the PTA Council to see if anyone may be interested.  Peggy Todd informed the Commission about a Fox Hill 5k Race scheduled for June 1. She indicated that this might be a good venue to recruit a Commissioner. Peggy agreed to forward the contact information to the Secretary. 3. Grant Review Committee – No report 4. Youth Report- see attached Youth report  The Youth Committee has been working with the Hampton Youth Commission on the Youth Friendly Event Guidebook. Members will be attending the Youth Friendly Event Reception at 6PM on Monday, April 15, 2013 at the Teen Center. Commissioners were encouraged to attend. 5. Civic Communications  No additional comments. 6. Neighborhood-School Partnerships  Neighborhood Commissioners participated in the PTA Vendor Fair which was held on March 26, 2013 at Phoebus High School from 5-7 pm. The event was attended, and the Commissioners who participated made several contacts. 7. Community Appearance, Pride and Image  Tommy Southall highlighted the upcoming grant workshop on April 17, 2013. V. Other Matters by Commissioners Next Meeting Date: May 13, 2013 @ 5:00PM.
