Peggy Todd, At-Large Rep. Valerie Twine, District 2 Guests I. Opening Call to Order The meeting was called to order at 5:00pm. A. Roll Call and Verification of Quorum Quorum verified. B. Invocation Invocation was given by Steven Edwards. C. Pledge of Allegiance D. Approval of Minutes of the April 8 , 2013 Neighborhood Commission Meeting 1  The Chair asked for consideration of the minutes for the April 8, 2013 Neighborhood Commission meeting. Robin Carpenter made a motion to approve the minutes. Kathy Johnson seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. E. Chair Announcements  Judy thanked Commissioners for supporting the Home Repair Blitz on May 4th. F. Recognitions  Two neighborhoods were recognized as new Registered Neighborhood Organizations; Buckroe Improvement League and Barron Fundamental Elementary School PTA. II. Directors Report  The next Grant Workshop will be held on Wednesday, May 15 at 11am in the Canty Conference Room. Please encourage neighborhood leaders to attend.  The Property Maintenance Workshop is scheduled for May 23 at 6pm at the Ruppert Sargent Building.  A Wythe Elementary School reuse meeting will be held on Thursday at 6pm at Armstrong Elementary School. Commissioners are encouraged to attend.  Major Davis received the P.G. Minette Meritorious Service Award. Commissioners applauded Major Davis and thanked him for his service.  Terry informed Commissioners that Anthony and Ryan will be graduating in June. Commissioners will receive an invitation to the year-end celebration for the NYAB. III. Briefings A. Hampton Home Repair Blitz Debrief The Chair opened up the floor for discussion regarding the event. Comments from the Commission included;  Can we use Neighborhood Grant funds to the event?  HNS staff and Jonathan did an amazing job planning the event.  The group of volunteers was very diverse. Are the possible partnerships with Unity Commission?  Establish partnerships with local churches. Churches can help with cost and/or donations.  Recruit people from the neighborhood to volunteer. People who live in the neighborhood will be more invested. 2  Jonathan informed the Commission that the Community Appearance, Pride and Image Committee will meet next week to discuss neighborhoods for the fall Home Repair Blitz. The committee will provide a recommendation to the Commission in the upcoming months. IV. Action Items V. Dialogue A. Strategic Issues Discussion B. Committee Status Reports 1. Executive Committee  Executive Committee will meet next Monday, May 20, 2013 at 5 pm. 2. Nominating Committee  Interviews were held for the District 4 & 5 positions. The Committee will present a formal recommendation to the Commission in June. 3. Grant Review Committee  The committee announced recently approved grants. i.Powhatan Park Neighborhood Watch- $914.77 ii.Partnership for new Phoebus- $19,000 iii.Buckroe Improvement League- $1,600 iv.Neighborhood Pool Grants- each received $4,000 plus a $1,000 fundraising match. Participating pools include; Willow Oaks, Elizabeth Lakes, Mallory, Riverdale and Briar-Queen 4. Youth Report  The committee is working with the Hampton Youth Commission on recruitment and preparing for the transition of NYAB for the upcoming year. 5. Civic Communications  The committee met electronically to review Registered Neighborhood Organization (RNO) applications for Barron Fundamental Elementary School PTA and Buckroe Improvement League. 6. Neighborhood-School Partnerships  To assist new members, the committee reviewed the purpose of the committee and Commission priorities. 7. Community Appearance, Pride and Image  The committee discussed the grant workshop and Commissioner’s role in the workshop. The group will meet with the Clean City Commission at their upcoming meeting and discuss the fall Home Repair Blitz. V. Other Matters by Commissioners  Alice Callahan asked the Commission to consider a $500 sponsorship to the Virginia Statewide Neighborhood Conference. 3   Alice also informed the Commission that the Reggae Fest held at Buckroe beach was a success.
