Opening Call to Order The meeting was called to order at 5:17pm. A. Roll Call and Verification of Quorum Quorum verified. B. Invocation Invocation was given by Steven Edwards. C. Pledge of Allegiance 1  D. Approval of Minutes of the May 13, 2013 Neighborhood Commission Meeting The Chair asked for consideration of the minutes for the May 13, 2013 Neighborhood Commission meeting. Robin Carpenter made a motion to approve the minutes. Tommy Southall seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. E. Chair Announcements None F. Recognitions • Two neighborhoods were recognized as new Registered Neighborhood Organizations; Greenwood Farms Neighborhood Watch and Tidemill Machen Community Association. Representatives from both groups were in attendance to accept a certificate officially recognizing them as Registered Neighborhood Organization. II. Directors Report • The Wythe Elementary School Reuse meeting is scheduled for June 18, 2013 at 6pm at Andrews K-8 School. • The flooding workshop is scheduled for June 13, 2013 at the Hampton Main Library from 6-8pm. • Terry O’Neill announced that Angelique Shenk will serve as the Executive Director of the Neighborhood Commission beginning in August 2013. III. Briefings A. Briefing on Emergency Management Hui-Shan Walker, Emergency Management Coordinator presented emergency preparedness information. Highlights of the presentation include; 2  • Overview of the Office of Emergency Management, hours of operation, and staff. • Important information about hurricane season, storm surge areas, flooding, preparedness steps and ways to stay informed. The Neighborhood Commission has worked in partnership with Emergency Management during previous events such as Hurricane Isabel. Opportunities for potential partnerships in the future were also discussed. Community Emergency Response Team (CERT) training is available for citizens on Tuesday and Thursday at Fire Station 11. Staff asks that neighborhoods take the class together. Hui- Shan and staff are willing to speak to neighborhood and civic groups about preparedness. Citizens should contact the office. B. Briefing on Clothing Drop Boxes • Steve Shapiro presented Commissioners with three (3) options for regulation; Status Quo, Administrative Permit, Issue a Zoning Administrator’s interpretation. Commissioners should discuss the options with their district/sector leaders to get feedback. • Commissioners had questions about “grandfathering” as referred to in the option for administrative permits for existing clothing drop boxes. If the ordinance is changed, all existing boxes (as of the date of the ordinance change) would still be permitted unless they lose their non-conforming status (if destroyed by fire/water/wind/rain, etc). • Commissioners also had concern about current clothing drop boxes become dumping sites. Steve will work with zoning and codes enforcement to improve enforcement. • Steve will return to the Commission is August to gather community feedback from Commissioners. C. Briefing on the updated Hampton Housing Blitz Neighborhood Priority Areas • Following the May blitz, the Community Appearance Pride and Image (CAPI) committee discussed key factors to help ensure that the next blitz is equally as successful. • Those factors included; o Access to facilities for logistical and volunteer support o Opportunity to build stronger neighborhood and school partnerships o Awareness of seasonal activities that would impact the project (sports/activities) o Visibility and concentration of homeowners with repair needs, and 3  o Existing community network and neighborhood organizations • Committee members toured two potential areas. Given the considerations discussed, the committee recommended revising the blitz area schedule to the following; o Fall 2013- Rosalee Gardens o Spring 2014- Worster Terrace There were no additional questions or concerns from the Commission. The Commission agreed with the committee is proposed change. IV. Action Items A. Consideration of the Nominating Process for Districts 4 and 5 • Tommy Southall reported on behalf of the Nominating Committee. The Committee would like to recommend two candidates to City Council for appointment- Sandra King-Medina (District 4) and Patricia Parker (District 5) • Both were selected based on their interview and qualifications. The two candidates would be appointed until 2015. This special term reflects a one-time course correction to ensure a balance of new and current Commissioners. The committee asked for consideration of the nominating process for Districts 4 and 5. Recommendations from committees do not require a motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Motion carried. V. Dialogue A. Strategic Issues Discussion B. Committee Status Reports 1. Executive Committee • Executive Committee discussed the proposed agenda for the July 8th meeting. Since this is a special meeting the Commission will forego routine business and dedicate most of the meeting time to dialogue with community leaders. 4  • The committee approved a $500 sponsorship for the Virginia Statewide Neighborhood Conference. • There was also a discussion about National Night Out and ways to encourage more neighborhoods to participate. 2. Nominating Committee • The committee will begin working on filling the upcoming vacancies including the Public Relations position. 3. Grant Review Committee • The Committee approved two grants; Old North Hampton Community Organization ($2,000) and Aberdeen Gardens Historic & Civic Association, ($2,000). 4. Youth Report • The Neighborhood Youth Advisory Board held their End of Year Celebration on June 4. 5. Civic Communications • The committee reviewed Registered Neighborhood Organization (RNO) applications for Greenwood Farms Neighborhood Watch and Tidemill Machen Community Association. • The group is also working on ideas to encourage neighborhood participation in National Night Out. 6. Neighborhood-School Partnerships • No report 7. Community Appearance, Pride and Image • The committee will follow up with the Clean City Commission to discuss possible partnership opportunities. V. Other Matters by Commissioners • Commissioners discussed the youth violence prevention meeting on June 1, 2013 and felt that there are possible roles for the Neighborhood Commission.
