Opening Call to Order The meeting was called to order at 5:00pm. A. Roll Call and Verification of Quorum Quorum verified. 1  B. Pledge of Allegiance C. Approval of Minutes of the March 10, 2014 & April 14, 2014 Neighborhood Commission Meeting The Chair asked for consideration of the minutes for the February 10, 2014 Neighborhood Commission meeting. Kathy Johnson made a motion to approve the minutes. Peggy Todd seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements Chair thanked the Neighborhood Office and all the volunteers for all their hard work during the Home Repair Blitz and making the event such a success. E. Recognitions None II. Briefing Regarding Guiding Principles & Work Plan Overview Kathy Johnson, Chair, and Steve Edwards presented an overview of the Neighborhood Commission Guiding Principles and Work Plan Overview: The discussion highlights included: o Understanding the role of the Neighborhood Commission (All information is covered in the operations manual)  The mission of the Neighborhood Commission  Guiding principles for Commissioners  The primary focus areas of the Commission o The Role of the Neighborhood Commissioner  Facilitators – Serve as an intermediary with neighborhood- serving organizations and the City to be a catalyst for action within the community. 2   Organizers – Build partnerships between neighborhood groups and the Hampton Neighborhood Initiative (HNI) to improve the knowledge, skills, and abilities of leaders  Resource Brokers & Managers – Seek, secure, and manage resources through partnerships to support the community  Policy Advisors – Provide a broader and more comprehensive community view of neighborhood issues  Initiative Leaders – Serve as model community partnership with effectively managed and administered activities o Neighborhood Commission Committee Work  Each committee has goals, strategies to implement their objectives, and roles. See the Neighborhood Commission FY14 Work Program for further details V. Action Items A. Consideration of support for the Citizen’s Unity Commission’s Listening Tour The Citizens Unity Commission has been working with the Violence Prevention Coalition to establish a program to gather information from the citizens on various violence prevention issues that are occurring in the different districts. This is the third phase of the program; the first two stages involved going door-to-door and setting up meetings to brief the communities on the program. The Citizens Unity Commission is requesting assistance in outreach on the neighborhood level along with Commissioners’ participation as listeners, which involve going into the neighborhoods to get input on what are violence prevention issues, or attend upcoming meetings as a representative. Before the Neighborhood Commission gives its full sponsorship of the program, the commission will request a more detailed description of the roles the commissioners are expected to play in the program and the agenda of the program. The Chair asked for a motion to approve the staff recommendation. Sandra King-Medina made the motion to approve the recommendation. Henry Mills seconded the motion. The Chair called for a vote. Johnson. 3  NAYS: 0 ABSTAIN: 0 ABSENT: 7- A. Callahan, R. Davis, S. Edwards, B. Franklin, J. Hart, G. Kelley, N. Lipford, and H. Mills, J. Samuels. VI. Dialogue A. Matters By the Public Follow-up a. Sussex at Hampton – Public Safety has been out to the community meeting and their information has been reference to the Special Investigation Unit to address their surveillance, seasonal issues, and for further assistance. b. Newtown Residents – The Police Department has conducted Traffic Control in which they have sent a list of times and dates when they were in the area. They have not found any violations at this time. i. Also Public Works has setup Traffic Engineer Studies in the area and are awaiting the results. ii. The litter issues have been referred to the Hampton Clean City Commission to address. B. Committee Status Reports on Work Plan Progress 1. Executive Committee a. Safety Committee Request – All safety issues will be addressed to the Neighborhood Commission as a whole. i. The commissioners are advised to will push citizens to utilize 311 first. b. Virginia Statewide Neighborhood Conference Sponsorship - The Neighborhood Office will contribute $500.00 to the Virginia Statewide Neighborhood Conference Sponsorship. 2. Nominating Committee- No report 3. Grant Review Committee a. Neighborhood Pool Grants - 6 grants have been approved so far. b. Riverdale – The Spring Event was approved. c. Magruder Commons - Entryway grant was approved 4. Youth Committee a. The committee is conducting additional interviews and Jonathan will update the commission with the exact dates they are established. i. The Candidate forum was held on May 2, 2014. 5. Civic Communications Committee a. April Meet & Mingle Feedback - No report, tabled. 6. Neighborhood-Schools Partnership Committee – No report 7. Community Appearance, Pride and Image Committee 4  a. Magnolia Home Repair Blitz - There were over 250 volunteers, 18 homes, and with this last event (5 events altogether) makes a total of 100 homes repaired. VII.
