Roll Call and Verification of Quorum 1  Quorum verified. B. Pledge of Allegiance C. Approval of Minutes of the July 14, 2014 Neighborhood Commission Meeting The Chair asked for consideration of the minutes for the July 14, 2014 Neighborhood Commission meeting. Alice Callahan made a motion to approve the minutes. Peggy Todd seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements The Chair reminded Commissioners how important it is to accomplish the goals of the Neighborhood Commission and the need to have a structure and Committee structure that works. The Chair encouraged the Committee Chairs to come to the Executive Committee meetings to know the proactive work that is being done within each Committee.  There are several procedural questions such as: o If Committee Chair cannot attend the Committee meeting, does it mean Committee cannot meet? o Can they meet without the Chair? o Can they meet without the Staff? o If they meet without the Chair or the Staff, what is the responsibility of getting the notes and who do they send it to? These questions will be discussed further on the next agenda for Executive Committee meeting. II. Director’s Report The Director reported:  New Staff Update – The Housing and Neighborhood Services Division welcomes ours newest additions, Marcie Spragan from Property Maintenance Division and Jasmine Bryson from Support Services.  The Neighborhood Office has started a pilot program to help on improve the alleyways in the Southwest area of Wythe from Pear St. to Claremont Ave. to Cottonwood to South Victoria. o The program with help determine:  Who maintains the alleyways?  How they are maintained? 2   What the City is responsible for versus the homeowner in regards to the maintenance of the alleyways?  Assessments will be done in the next couple of weeks to get an overall status of the conditions of the alleyways in this area of Wythe.  Darren Robinson reported on the Hampton Home Repair Blitz outreach. Applications have been distributed to homeowners in the Cary/Fordham Neighborhood. o If you know of anyone who lives in the area or thru church organizations, please let them know about this opportunity or coordinate with Alice Callahan. o Assistance with sponsorship; finding supplies, equipment and food would be greatly appreciated. List of past sponsorship will be sent to Commissioners. o Contact Darren if you are interested in assisting on the dates that are listed on the Fall Blitz schedule, otherwise a list of homeowners and renters can be given to Commissioners to do outreach on other days. o Jonathan suggested going out in groups or pairs if you are not following the Blitz schedule. Items to be Presented by Public  Rona Altschuler - a volunteer at the Alzheimer Association spoke briefly regarding Alzheimer disease awareness and the Peninsula 2014 Walk to End Alzheimer event located at Port Warwick, Newport News on October 18, 2014. o She extended an invitation to the Commission to participate in the event. o Also commissioners can help sell raffle tickets as a fundraiser for the walk and the prize car giveaway. IV. Items by Commissioners None V. Briefings A. Neighborhood Commission Calendar Jonathan reported on the upcoming 2014-2015 Neighborhood Commission Calendar.  Holiday Social will be December 8, 2014, 5pm-7pm in-lieu of the regular Commission meeting.  Meet and Greet on November 10, 2014 and in May 2015 will be in-lieu of the regular Commission meeting. The discussion at the Executive 3  meeting was one meeting will be for the more established neighborhood and the other for the emerging neighborhood.  Neighborhood Commission Retreat scheduled for January 2015.  Neighborhood College (Hampton 101) in February 2015.  You Make a Difference will be in-lieu of regular Commission meeting. It will be a social event with the Neighborhood College graduates in March 2015 with a focus on the 20th Year Anniversary of the Neighborhood Initiative.  Jonathan offered to assist anyone with specific grant reviewing information until a formal grant review schedule is determined. There is discussion with the Committee Chair on combining Community Appearance, Pride and Image Committee meeting with the Grant Review Committee and would need to go before the commission as a policy change.  Corrections to August calendar were: o Civic Communications Committee meeting will be on August 13, 2014 o Community Appearance, Pride and Image Committee meeting will be on August 20, 2014 o No Grant Review Committee meeting in August. o He reminded commissioners to check the calendar ensure it reflected their normal meeting times. The calendar will reflect when and where you need to be on a monthly basis as well as Commission item deadlines you are working towards. VI. Action Items None VII. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College a. Hampton 101 (Oct and Feb) o Tentative date is November 13, 2014, which will be a one day session with emphasis on Economic Development, neighborhoods and schools. b. Hampton 201 (March thru April) o Will take place during Spring and recommendation is to be more focused on neighborhood leadership 2. Neighborhood Commission Meet & Greets a. The first Meet and Greet will take place on November 10, 2014 in-lieu of the regular schedule meeting. There will be further updates in September. 3. Commission Retreat (Jan) a. Jonathan is taking a poll amongst the commissioners to determine available for the retreat on January 24 or 31. 4. You Make a Difference Event 4  a. The event’s theme centered on celebrating the Housing Neighborhood Initiative 20th year Anniversary in March. o Civic Communications Committee and Community Appearance, Pride & Image Committee have been assigned to work on the awards process. B. Committee Status Reports on Work Plan Progress 1. Nominating Committee – The committee’s upcoming meeting is scheduled for August 18, 2014. 2. Community Appearance, Pride & Image Committee - The group will be meeting on August 20, 2014. 3. Youth Committee – No Report 4. Grant Review Committee – No Report 5.
