Director’s Report The Director reported: Updated FEMA flood maps will be available for viewing on January 13, 2015, from 4pm-8pm at the Hampton Convention Center.  The Urban Design Association will be updating the Coliseum Central Mas- ter Plan process on January 22, 2015.  The Chair mentioned the City is looking for help in selecting a new school superintendent. Ann Bane added the next forum will be Tuesday at Jones Magnet Middle School at 7:00pm and the last meeting will be Thursday at Phoenix Pre K-8 at 7:00pm. III. Items to be Presented by Public Bruce Myers from Smart Beginnings Smart Beginnings is a non-profit coalition committed to helping children be healthy and ready for kindergarten by collaborating with agencies, public/ private entities, and public officials. Smart Beginnings Program Neighbor- hood Commissioners to assist with identifying parents with leadership quali- ties to come together to work on issues that would be beneficial to the com- munity. Allyson Graul from Alternatives, Inc. Alternatives, Inc. encourages neighborhoods to get young people involved in the community. There are two training programs are available at no fee: o K.I.C.K. (Kids Involved in Community Kindness): a program that con- nects children, grades 3-5, to their community by helping them learn the value of giving back by identifying issues within their neighbor- hoods.  o There are two K.I.C.K. adult leader training workshops Jan- uary 24, 2015 and February 28, 2015. Teenagers are en- couraged to lead this group. o Youth Power is an adult lead program that encourages middle and high school youth to take an active role in their community. The Youth Power workshop will be February 21, 2015. Those who participate in the training have the opportunity to receive a $200 grant to assist with a community improvement project. IV. Items by Commissioners David Duxbury mentioned the Citizen Fire Academy is every six months and the Citizen Police Academy application is due by January 27, 2015. Three slots are open for Neighborhood Commissioners who would like to attend this nine week training. V. Briefings A. Youth Commission Representation/Partnership  Shanel Lewis introduced Sonya Medina, Youth Commission Chair-Elect, one of the new youth representatives. o Cherrelle Cotton, Chair of the Youth Commission, is the second youth representative.  Alice Callahan and Sandra Medina volunteered to serve as mentors to the Youth Representatives. VI. Action Items (Voting items) A. Consideration of the Neighborhood Pool Program Proposal  Peggy Todd reported that CAPI has met with the leaders of the Neigh- borhood Pools to find out their concerns. If approved, this will be the tenth year offering the pool grant. Each participating pool is eligible for $4000 in grant funds to provide nine Community Pool Preview Days. These preview days are free and open to the public and must be held on Memorial Day weekend and the first week of the summer. For each dollar in resources raised by the pool organizations goes towards the op- eration of the pools, the Neighborhood Commission will match dollar for dollar up to $1,000 in additional grant funds.  The Chair asked the Committee for approval of the Neighborhood Pool Program Proposal. Hart, R. Woods VII. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College a. Hampton 101 (Nov 13 / March 7) o Ann Bane reported the success of the Hampton 101 on November 13, 2014. The next Hampton 101 will com- mence on Saturday, March 7, 2015 with a focus on neighborhood leaders. Further updates and location will be given at a later time. b. Hampton 201 (March – April) o Shellae Blackwell reported Hampton 201 will have a fo- cus on skill building and development to promote lead- ership within the community, build confidence, and pro- vide an understanding on how to use the tools they have learned to take back to use in their neighborhood. Hampton 201 will be a six week course starting in April. and standby for further updates and the location. At  least two Neighborhood Commissioners are encouraged to attend the Hampton 201 College. o David Duxbury suggested having a financial literacy and investment workshop for adults and the youth. Jonathan mentioned if you know of any organizations that is hav- ing a financial literacy workshop, please let the Staff know. Ann Bane stated that financial literacy is now part of the graduation requirement. Shellae mentioned may- be using credit unions and banks for financial literacy programs for the adults. 2. Neighborhood Commission Meet & Greets a. November / May o Shanel Lewis reported that almost 80 people were in at- tendance for the Meet and Greet held in November. Updates to come on the next Meet and Greet that will be in held in May 2015. 3. Commission Retreat a. Jonathan reported the retreat will be January 31, 2015 from 8:30am-3:30pm at the ODU Peninsula Workforce Development Center. o The three focus areas will be: Overall history of the com- mission, work style preferences, how you build influences in the commission for neighborhoods. 4. You Make a Difference Event (HNI 20th year Anniversary) a. Shanel Lewis reported this event will be on March 21, 2015 from 5:00 pm-8:00 pm at the Virginia Air and Space Museum. Civic Communications will be working on the logistics and Commu- nity Appearance, Pride & Image Committee will be working on the awards program and the agenda. The next meeting will be January 14, 2015. o Jonathan asked the Neighborhood Commissioners to encourage their neighborhood leaders to submit their  Neighborhood Awards application by the extended deadline of January 23, 2015. o He went on to say the RNO challenge is still in effect and he encouraged the commissioners to get their neighbor- hood serving organizations to get registered by next month so they can be a part of the “You Make A Differ- ence” Event. B. Committee Status Reports on Work Plan Progress 1. Community Appearance, Pride & Image Committee – Peggy Todd reported the next meeting will be January 14, 2015 with a focus on the You Make a Difference event and getting started on the May 2015 Repair Blitz. 2. Civic Communications Committee – Shanel Lewis reported the brochure for the Neighbor Commission is almost finished. 3. Neighborhood-School Partnerships Committee – Ann Bane report- ed the Committee created and sent out a letter during the holi- days about “How neighborhoods can help schools”. It was sent to the Neighborhood Commissioners and Neighborhood Leaders in hopes it will encourage them to become more involved with the school. 4. Nominating Committee- Alice Callahan mentioned a Neighbor- hood Commissioner is still needed for District 10 and Jasmine Bryson mentioned that District 2 will need a Commissioner be- cause Pam Croom is moving out 5. Staff Jonathan McBride - Executive Director Dorinda Weeks - Recording Secretary Guests None Item #1 Special Event Permit – Update Shellae Blackwell reported, as of December 2014, the Special Event permitting process is now under the direction of the Hampton Police Department. The applications can be picked up and returned to Corporal Gallishaw. For now the permits are still issued by Hampton Parks and Recreation. Also Corporal Gallishaw suggested using the name Small Event instead of Special Event for the permits. Also he agreed to having a small event application and guidelines. Shellae suggested the guidelines should include: o What qualifies as a small event o Where small events are permitted o Cost of small event permits o How to submit a permit application The update will be presented to CAPI to review. Item #2 Strategic Project Updates  A. Commissioner Retreat Update o Jonathan discussed the agenda for the Commissioner Retreat on January 31 from 8:30am-3:30pm at the Peninsula Workforce Development Center. Item #3 Committee Status Reports A. Civic Communications Committee – Shanel reported on the You Make a Differ- ence Event. The contract for the location has been obtained for the Virginia Air & Space Museum for March 21, 5:00 pm-8:00 pm. Approximately five to ten ap- plications have been received for the awards. The Community Appearance, Pride and Image Committee will meet in February to go over the final details. Also she reminded everyone to continue to push the RNO’s. before the event. A. B. Community Appearance, Pride and Image Committee – Peggy Todd reported they are looking at two neighborhoods for the next Hampton Blitz, near the Boys and Girls Club for the Spring and near Lindsay Middle School for the in the Fall. C. Neighborhood-School Partnerships Committee – The next Hampton 101 will be on March 7th. D. Nominating Committee – No report other than Pam Croom resigning. E. Youth Committee – Retreat was held today (Jan. 26th). Item II. – Home Repair Blitz Location Recommendation We discussed two areas of interest for the Spring and Fall Blitz. Everyone was in agree- ment that we do the Spring 2015 Blitz in the Wythe Phoenix area using the Boys and Girls Club as our home base. The Fall Blitz will be held in the Briarfield/West Hampton Area using Lindsey Middle School as our home base There was also discussion of doing a joint Blitz with the City of Newport News near the border of the two cities close to Chesapeake Ave. Newport News is having their first Blitz in June. We will look to them on this venture once they are through with their first Blitz. Item III. You Make a Difference Event March 21, 2015 5pm-8pm at the Virginia Air and Space Museum Awards for the You Make A Difference are coming in. We had five at the time of this meeting. A ACTION REQUESTED: None BACKGROUND STATEMENT: Officer Wilson, Neighborhood Watch Coordinator, with the Hampton Police Department will cover the Neighborhood Watch initiative which is a joint effort between the Hampton Police Division and the community designed to instill a greater sense of security and reduce the fear of crime by putting the neighbor back into neighborhoods. The program teaches participants how to make their home and neighborhood more secure in order to reduce the risk of being victimized, as well as training citizens on how to recognize and report any suspicious activity. Neighborhood Watch allows neighbors to get to know each other and their routines in order to address issues that concern the safety of the entire community. A ACTION REQUESTED: Approval of the recommended neighborhood area SAMPLE MOTION: None needed – Motion by the CAPI Committee BACKGROUND STATEMENT: In June, the Community Appearance Pride and Image (CAPI) Committee recommended a set of priority areas for the upcoming Spring 2015 Home Repair Blitz event. Following recent Home Repair Blitz events, the Committee agreed on key factors that would help to ensure that the upcoming Blitz events were equally successful, including:  Access to facilities for logistical and volunteer support,  Opportunity to build stronger neighborhood & school partnerships,  Awareness of seasonal activities that would impact the project (sports/activities),  Visibility and concentration of homeowners with repair needs, and  Existing community network and neighborhood organizations. Given the considerations above, the Committee agreed to the Blitz area as follows: Spring 2015 Blitz: Wythe Phenix Area Shell Rd., Powhatan Pkwy, Pembroke Ave. – The headquarters will be located at the Boys and Girls Club of America, 1815 Shell Road. (Vote) Suggested Motion: “I a motion for approval of the Pasture Point Neighborhood Association Neighborhood Improvement Fund Increase” BACKGROUND STATEMENT: The Pasture Point Neighborhood Association was approved for $93,000 in Neighborhood Development Funds to install paver crosswalks across Pembroke Ave at four (4) intersections from River Street to Eaton Street as well as installing infill trees in the median to replace some of the lost canopy. The cost estimates provided by staff based on comparable projects was considerably lower than what the on-call contractor could provide for. The current estimate is for $156,000 for the crosswalks alone. Staff has recommended that they neighborhood remove one of the inner cross walks from the plan (either Marshal or Washington St) and that the Commission approve the increase of the grant amount to $130,000 in Neighborhood Development Funds to cover the cost of three (3) intersection crosswalks. NEXT STEPS (If Applicable): Upon approval by the Commission, this project will go to Public Works for final design and installation.
