Roll Call and Verification of Quorum Quorum verified. B. Pledge of Allegiance  C. Review and Approve minutes of the January 12, 2015 Meeting The Chair asked for consideration of the minutes for the January 12, 2015 Neigh- borhood Commission meeting. Peggy Todd made a motion to approve the minutes. Henry Mills seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements  Jonathan McBride, Peggy Todd, Steve Bond and Steven Edwards met with the Mayor as well as the City Manager to keep them up-to-date on the Neighborhood Commission.  Jonathan and Steve will be meeting with the Hampton Pastors Coalition to bringing faith-based into the neighborhoods to help support the Neighborhood Commission. II. Director’s Report  Jasmine reported on the Curb Appeal Program. The four neighborhoods are Sussex, Old Hampton, Pasture Point and Buckroe. Each neighbor- hood will receive a matching grant up to $5000 or 50% of the improve- ment cost for exterior improvements. Letters will be sent out next week to the property owners.  Shanel reported on the Community Garden Pilot Project for Spring 2015 in South Phoebus. We are partnering with Hampton Parks and Recreation who is also doing a pilot program in Buckroe. Outreach will be starting this month.  Jonathan mentioned the upcoming You Make a Difference Event needs Neighborhood Serving Organization registrations as soon as possible so invites can be sent out to these organizations. He asked all the Commis- sioners to follow up with their neighborhoods.  Housing Specialist position posted this weekend. Housing background is required as well as other reinvestment and the housing policy experi- ence. If anyone knows of a qualified candidate, please contact Jona- than and forward them to www.hampton.gov/jobs. III. Items to be Presented by Public NONE IV. Items by Commissioners  Sally Lazorchak questioned if the materials will be shared with those who missed the Commission Retreat on January 31, 2015? Answer: Pictures, videos and the Power Point that was presented during the RGB training will be available to all Commissioners.  Rhonda Woods inquired about the procedure to capture the topics that where addressed in past Neighborhood Commission meetings that was not discussed at the Commission Retreat and how would these concerns be addressed.  David Duxbury requested information on the fence and trash where the old barbershop was on Kecoughtan Road near Locust Avenue. Answer: Codes and Compliance has been contacted on this issue. Call- ing 311 is the best solution since they can track the issues that are a con- cern to the citizens. Finding out the neighborhood association in that ar- ea was suggested and what they are doing. V. Briefings A. Briefing from HPD Neighborhood Watch Coordinator  Officer Wilson, Neighborhood Watch Coordinator, with the Hampton Po- lice Department communicated they are trying to get a more tech sav- vy crowd to participate in the Neighborhood Watch Program. One method is to branch out to social media - not only Facebook, but through the city connect Hampton app. City Connect Hampton is a one stop shop application that includes Facebook, Twitter, You Tube, Cri- meReports.com. The user can submit tips; see the webpage and upcom- ing events. Officer Wilson has created a Hampton Neighborhood Watch Agency page using Next Door.com which sends out mass information to everyone using it in the city. Every department in the city can make their  own page using Next Door. There are over 70 active neighborhood watcher members. Pasture Point and Old Wythe are two examples that are actively using Next Door and have their own webpage. Call Office Colgan Wilson at 757-262-6580 cell or email cwilson@hampton.gov to get him involved in your neighborhood. Jasmine Bryson will be sending the link for this information to the Neigh- borhood Commissioners as well as sending Officer Wilson the Neighbor- hood Commissioner contact information with a map to share with the Neighborhood Coordinators. B. Briefing from Hampton Youth Commission  Sonya Medina presented the Youth Civic Engagement Work Plan. Com- pleted projects: o Retreat with Alternatives o Marketing Committee Established o Hampton Youth Commission identified topic of Transportation with the focus on public bus transit for the youth o Training topics on facilitation, active listening, and stakeholder analysis Ongoing projects: o Public Bus Transit for Youth  Next step is to develop a partnership with HRT to identify the issues during the months of February and March.  Gather youth to ride public buses on February 21, 2015.  Collect qualitative and quantitative data from youth dur- ing the months of February thru April. o Coliseum Master Plan Update o Downtown Master Plan Updates o Analysis of key stakeholders  Shanel mentioned the purpose of the bus trip is to outreach to find out why the youth are not utilizing the public transportation with a focus on ways to increase youth riders.  Cherrelle Cotton has a scheduling conflict and will not be able to serve as the other Hampton Youth Commissioner, so they will be looking for a replacement. VI. Action Items (Voting items) A. Consideration of Hampton Home Repair Blitz Neighborhood Recommendation  Peggy Todd reported the next Hampton Home Repair Blitz event will be Spring 2015. The recommended neighborhood is Wythe Phenix Area and the headquarters will be located at the Boys and Girls Club of America. The Chair asked the Committee for approval of the Spring 2015 Hampton Home Repair Blitz Neighborhood Recommendation of Wythe Phenix ar- ea with the Boys and Girls Club being the headquarters. Since this motion is from the CAPI Committee there was no need for a motion. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Motion carried.  Peggy announced the next Hampton Home Repair Blitz event will be in the Fall and the recommended neighborhood will be in the Lindsay Mid- dle School area. In the year of 2016, there is a discussion of doing a joint Blitz with the City of Newport News near the border of the two cities in the Wythe area. Newport News is having their first Blitz in April of 2015. B. Consideration of Amendment to Pasture Point NIF Grant  Jonathan reported the Pasture Point Neighborhood Association was ap- proved for $93,000 in the Neighborhood Development Funds to install paver crosswalks across Pembroke Avenue at four (4) intersections from River Street to Eaton Street and installing infill trees in the median. The cost estimate provided by the Staff was much lower than what the con- tractor could provide for. The current estimate is $156,000 for crosswalks  only. The Staff recommended the neighborhood remove one of the inner cross walks from the plan and the Neighborhood Commission would ap- prove the increase of the grant amount to $130,000 in the Neighborhood Development Funds to cover the cost of three (3) intersection crosswalks. Jonathan recommended submitting another package later for the fourth crosswalk along with lighting and to move forward with the $130,000. The other option would be to send the project out for bid with possibly an additional six (6) to nine (9) month process. Hampton 101 (Nov 13 / March 7) o Darren and Anne reported the Hampton 101 will be Sat- urday, March 7, 2015 at the Ruppert Sargent Building with a focus on neighborhood leaders and faith-based leaders. It is mandatory that Neighborhood Commission- ers attend at least one Hampton 101. b. Hampton 201 (March – April)  o Shellae Blackwell reported Hampton 201 is still progress- ing in spite of scheduling challenges in the month of April and May; however the focus will be on skill building. 2. Neighborhood Commission Meet & Greets a. November / May - No Report 3. You Make a Difference Event (HNI 20th year Anniversary) a. Shanel Lewis reported this event will be on March 21, 2015 from 5:00 pm-8:00 pm at the Virginia Air and Space Museum. Civic Communications will be working on the details. Emails will be sent out this week and mailed invitations will go out next week. Civic Communications and CAPI will be meeting February 25th, to discuss the details for the awards. o The Chair asked the Committee for approval to extend the meet- ing an extra five (5) minutes. Community Appearance, Pride & Image Committee – Kathy re- ported seven (7) applications are in review and the next meeting is February 18. 3. Youth Committee- No other reports. 4. He inquired if the Executive Committee was in agreement to continue the $500 sponsorship for the conference and if anyone is interested in attending, please contact Jasmine. The Chair asked the Committee for approval of the $500 Neighborhood Confer- ence sponsorship. Since this motion is from the Committee there was no second- ed necessary. Chair called for a vote. Hampton Neighborhood College – NSP o Hampton 101-Jonathan reported the speakers are in place and will be recruiting this week for more registrations. The location is Ruppert Sargent Building on March 7th. o Hampton 201 – Shellae and Darren will be finalizing the agenda and the speakers. B. Neighborhood Commission Meet & Greets – CivicCom Alice and Shanel announced the next meeting will be a joint meeting with CAPI on Wednesday. The tentative date for the Meet & Greet is May 11 which will take place of the regular Neighborhood Commission meeting. Location will be determined. C. You Make a Difference Event (HNI 20th Anniversary) - Peggy reported the next meeting will be on Wednesday after the Civic Communications Committee meeting and will be discussing the awards and submissions. Postcard invitations have been mailed for this event. D. Home Repair Blitz – CAPI Peggy and Shanel reported the volunteers will be doing the door hanger rounds on Tuesday and Thursday. Jonathan announced Newport News is having their Blitz on June 27 and we have given them insight on finding their target neighborhood area located around 25 th Street to Hampton Avenue and Wickham Avenue area and they will be following our process. Item #3 Committee Status Reports: A. Civic Communications Committee - Alice reported an email has gone out we need to move forward****. We may have a candidate for District 2 and still looking for District 10. Chris Henderson is stepping down so we will need some- one for District 3. B. Neighborhood Commission Brochure – CAPI - Shanel presented the new Neigh- borhood Commission brochure.  C. Neighborhood-School Partnerships Committee – No report D. Nominating Committee - An email was sent out by Chris Henderson for his Dis- trict 3 and we may have a candidate for District 2 and still looking for a candi- date for District 10. E. Youth Committee – No report Item #4 Review and approve draft agenda for March 9th Neighborhood Commission Meeting  The Neighborhood Commissioner roles will now be displayed at the top of each agenda.  The issues that were not discussed at the retreat will be put into the March Exec- utive Committee Meeting agenda. McBride Presenter: Donald Whipple SUBJECT: Coliseum Central Master Plan Briefing AGENDA ITEM: IV. A ACTION REQUESTED: None BACKGROUND STATEMENT: Chief City Planner, Donald Whipple will cover the Coliseum Central Master Plan Updates and how encompasses the Coliseum Central Business Improvement District (CCBID) as well as the surrounding neighborhoods and natural environments. Nearly three square miles in size, CCBID is one of the largest business improvement districts in the nation. It is centrally located within the region at the crossroads of Interstate 64 and Interstate 664. The success of this commercial district is critical to the City of Hampton. It has historically served as one of the major regional shopping districts for the Virginia Peninsula and generates a significant proportion of taxes for the city. Two public- private partnerships and the Coliseum Central Master Plan have served as catalysts for the redevelopment of this district and the preservation of its tax base. The Master Plan embraces principles of community livability and sustainable development by supporting a balance of mixed-use, higher density development, decreased automobile dependency, housing alternatives, recreational and entertainment opportunities, respect for the integrity of the natural environmental appreciation of the built environment and defining architectural features, and community identity.
