Call to Order
The meeting was called to order at 5:00pm.

C. Review and Approve minutes of the February 9, 2015 Meeting
The Chair asked for consideration of the minutes for the February 9, 2015 Neigh-
borhood Commission meeting. Pam Croom made a motion to approve the
minutes. Brandy Marteney seconded the motion.
The Chair asked for any questions on the minutes for the February 9, 2015 Neigh-
borhood Commission meeting. Rhonda Woods requested the minutes to reflect
an addendum at the beginning of the second paragraph of Consideration of
Amendment to Pasture Point NIF Grant section that read as “After the following
concerned discussion by the Commissioners”, Sandra Medina made a motion
to move forward with the Pasture Point grant award of $130,000…”
Rhonda Woods made a motion to include the addendum listed above. Henry
Mills seconded the motion.
The Chair asked for approval of the motion. The Chair called for a vote.

D. Chair Announcements
The Chair encouraged the Neighborhood Commissioners and/or neigh-
bors to share positive stories about Hampton at our City Council Meeting
that is held on every 2nd and 4th Wednesday at 6:00pm.
Thank you to all Neighborhood Commissioner’s that was able to attend
the Hampton 101.
II. Director’s Report
The Director reported:
Due to impending weather last Thursday, the budget input session was
rescheduled to this Thursday, March 12, 2015 at Kecoughtan High School
starting at 6:30pm. Please attend and encourage your neighborhood
leaders to attend as well. The budget survey will be available at the end
of this week.
Curb Appeal Program information has gone out. If you are in those dis-
tricts, please encourage the owners to apply.
Housing Investment Specialist interviews will start next week.
III. Items to be Presented by Public
Lucy Cochran from the Hampton History Museum made known there are re-
sources available for the neighborhoods. The museum is working on programs
to help bring the community together such as:
o Hampton History Legacy Project Tool Kit is a guide for the community to
explore its history, preserve, and share its past. The Hampton History Mu-
seum is available to assist in this legacy project.
o Celebrating the 1950’s Hunt for History in Hampton will be Saturday,
March 28, 10am-4pm. Please consider getting your neighborhood signed
up to give a history presentation. If you have any 1950’s photos and/or
mementos, please bring in or leave as a donation. Please attend if you
are available.
o Hampton Heritage Day, celebrating our culture, will be on Sat. April 18,
11:00am-4:00pm at Carousel Park, Downtown Hampton.
An invitation to see the museum was extended and memberships are available
at a minimal fee. The Hampton History Museum welcomes any feedback to
better serve your neighborhood.
IV. Items by Commissioners
Police Department, Anthony Reyes and staff was commended for doing
a great job and working together clearing the streets during snowy
weather.
Henry Mills mentioned the Hampton 101 series was very informative.
Pam Croom announced the PTA will be having a school budget meeting
on Tuesday, March 31, 6:30pm at the Ruppert Sargent Building.
David Duxbury questioned if there is a way to incorporate in the ordi-
nance cars in the front yard be put behind front elevation of the struc-
ture of a home?
Answer: Peggy Todd communicated this has been addressed before
and will bring up again in the CAPI meeting after the blitz season.
V. Briefings
A. Coliseum Central Master Plan Briefing
Donald Whipple, Chief City Planner presented the Coliseum Central Mas-
ter Plan updates and how it encompasses the Coliseum Central Business
Improvement District (CCBID) as well as the surrounding neighborhoods
and natural environments.
o Changes will also occur in the design guidelines for the Coliseum
district that will be an amendment to the zoning ordinance thru
zoning of the land to help accomplish what the master plan calls
for.
o Repositioning the underperforming hotels and adding more quali-
ty hotels would help the Hampton Convention Center and Boo
Williams Sportsplex. Multiple design concepts were shown for po-
tential offices, housing and retail. Terry O’Neil mentioned the im-
portance of having convention quality hotels in the City of Hamp-
ton is to support the events and at this time it is not available.
o The presentation included different strategies of community livabil-
ity and sustainable development by supporting mixed-use, higher
density development, housing alternatives, recreational and en-
tertainment opportunities.

VII. Dialogue (Ongoing/Old Business)
A. Strategic Issues Update
1. Hampton Neighborhood College
a. Hampton 101
o Darren reported there were forty attendees at the
Hampton 101 and positive survey feedback was given.
b. Hampton 201
o Shellae reported the tentative dates will be Thursday,
May 7, 14 and 21 and Saturday, May 9 & 16. The City
Manager requested a new session Hampton Govern-
ment 101, giving an overview of the structure of the
council manager forms of government with a focus on
how to engage in partnerships.
2. Neighborhood Commission Meet & Greets
a. Shanel reported the date is May 11 at 5:00 pm in place of the
regular Neighborhood Commission meeting at the West
Hampton Community Center.
3. You Make a Difference Event (HNI 20th year Anniversary)
a. Shanel mentioned everyone should have their invitations to the
event. The speakers and caterers have been confirmed.
CAPI has approved the awards. Please encourage your neigh-
borhoods to attend.
4. Home Repair Blitz
a. Shanel reported outreach has started and will be doing follow-
ups this week. Three applications have been received. Thanks to
the commissioners who assisted in the outreach.
B. Committee Status Reports on Work Plan Progress

3. Neighborhood-School Partnerships Committee- No report.
4. Nominating Community – Jasmine announced prospects for Dis-
trict 3 and 10 was received during the Hampton 101 event and an
application will be sent to them.

Parking Lot Issues
Are we too comfortable? No
What would be one thing neighborhoods could benefit from a military mind-
set?
o Talking to other military personnel would be helpful
o Using military practices such as welcoming packages or a sponsor
could be beneficial to the neighborhoods.
o This will be discussed further at the CAPI Committee.

o Outreaching to other commissioners as well as staff is a good tool
o Sandra Medina revealed the Civic Communication Committee wants
to utilize Facebook as a means of social networking and marketing and
it is a great way to help groups identify resources to share. This would be
available to all Registered Neighborhood Serving Organizations or mem-
bers of those organizations. This will be discussed further between Civic
Communication Committee and the Marketing Department. Review

Strategic Project Updates:
A. Hampton Neighborhood College – NSP
Hampton 201 – Shellae and Ann reported the sessions will take place on Thurs-
day evenings and Saturday mornings. The City Manager requested a new ses-
sion about city council manager form of government.
B. Neighborhood Commission Meet & Greets – CivCom
Sandra and Shanel reported the date will be May 11th at 5:00pm. Location to be
determined in the District 10 area.
C. Home Repair Blitz – CAPI
o Peggy and Shanel reported outreach has started and so far they have
14 homes.
o Neighborhood clean-up is needed.
o The Chair made known if there are any homes needing general land-
scaping, he can send those out to the churches to adopt a home.
o Peggy will follow-up with the board of the Realtors Association about
gathering volunteers.
o Sponsorships are needed by April 15th.
o Some work will also be done at the Boys and Girls Club.

The parking lot resolution will be addressed under the Chair Announcements.

Other Business
In reference to the award presentations,
Alice Callahan suggested a family member present the award to the recipient.
Also, to encourage more people to get involved in future projects, we could
work on a monetary award similar to what the State Neighborhood Conference
has giving 1st, 2nd, 3rd prize. CAPI has discussed this before and will have further
discussion in the next meeting.
An email was received from Dennis Bushnell in reference to how he could assist
with the FREE education approach. For the best results, this will be forwarded to
the Workforce Development area.
The idea of using online resources for the presentations such as Hampton 101 is
being explored and also making it available to a wider audience.

Home Repair Blitz Update. Walk-a-rounds in the neighborhood went
well. 11 homes have been identified. Team leader meeting was

a. Grant Applications
Phoebus Spring Fling & Craft Beer Festival. Reviewed and all agreed
to grant this project in the amount of $2,000
Willow Oaks Recreational Association. Reviewed and agreed to
grant $2,000 with the stipulation that WORA holds onto funds for
diving boards until instructed by CAPI to spend it.

City Manager wants to conduct opening session
II. Out of School Time Symposium
NSP recommends Neighborhood Commission sponsorship, along
with Hampton City Schools, of the 2nd Annual Extended Learning
Time Symposium on September 18, 2015.
The primary role of HNC will be promotion and publicity of the
event. HCS out of School Time Coordinator, Daryle Rodgers will
brief the full commission at an upcoming meeting.

SUBJECT: Briefing on Consolidated 5 Year Plan

ACTION REQUESTED: None
BACKGROUND STATEMENT: Daniel Best, Neighborhood Grant Administrator, will be presenting
the City of Hampton is undertaking a Five (5) Year 2016-2020 Consolidated Planning process
to determine the City’s Housing and Community Planning and Development needs and to
determine the best use of resources to address those needs. The planning process will result in
the development of an Annual Action Plan which will outline the City’s prioritized needs and
the use of available resources to address those needs for the upcoming fiscal year 2016-
2017. The anticipated Federal “housing and community development” resources include the
Community Development Block Grant (CDBG) Entitlement Funds and the HOME Investment
Partnership Program (HOME) Entitlement Funds.
CDBG funds must meet national objectives of benefiting low and moderate income citizens,
aiding in the elimination of slum and blight and meeting an urgent need (i.e. national disas-
ter). HOME funds must benefit low and moderate income citizens. The City’s overall goal is to
provide citizens with decent housing, a suitable living environment, and expanded econom-
ic opportunities.
One of the most critical components of the Consolidated Planning process is the feedback
from the citizens and public agencies regarding the City’s (1) affordable housing needs; (2)
homeless/special needs housing needs; and (3) non-housing community development
needs.
